A Filipina domestic worker has challenged the constitutionality of the “live-in” rule for foreign domestic workers before the Shatin Magistrates’ Courts. Mary Rose T. Arugay is questioning the legality of the rule, which requires foreign domestic workers to live with their em- ployers, as part of her defense after she was caught by immigration agents living outside her employer’s home in Ma Wan Village, Park Island in January. A Filipina found herself in hot water after she picked up a student’s Octopus card on New Year’s Day and did not immediately return it to its owner. Jessica J.C. was bound over for a year for the sum of $1,000 after she admitted to the facts in the theft case filed against her at the Kwun Tong Magistracy. This means that if she does not commit or attempts to commit any crime in the next 12 months, she will not have to pay the fine. Jessica found the Octopus card on Jan- uary 1 but did not surrender it immediate- ly to the authorities. She put it inside her wallet, which had her own Octopus card. The Filipina told the police that she was going to surrender it three days later. However, she was arrested at the Prince Edward MTR station when she pressed her wallet on an Octopus card reader. She said she had intended to use her own card but it was the student’s card that the machine read. The machine deducted $6 from the student’s Octopus card. He said the amnesty is part of Oman’s efforts to regulate the presence of foreign workers there. “This amnesty will also help foreign workers who are willing to stay and work in Oman, but subject to the guidelines under the Sultanate’s labor law,” Mustafa said. “A small drawback of the amnesty pro- gram is that repatriated workers under the amnesty program cannot return to Oman within three years from the time they were repatriated,” he added.
