The Performance of the Finnish Labour Markets in the 1990´S

Introduction Basic features of Finland’s regional development after the Second World War have been urbanization and regional concentration. Both the production activity and the population have increasingly concentrated to the growing central regions, especially in southern Finland. The change has not happened uniformly but has experienced drastic cycles. Regional mobility was at its peak in Finland in the turn of the 1960s and 1970s. Professional mobility was still relatively brisk during the second half of the 1980s. From there onwards the change was significantly slower until the beginning of the 1990s, but during the second half of the decade concentration accelerated again. After the depression at the beginning of the 1990s the growth of both population and the amount of jobs have concentrated to a few of the largest metropolitan districts, especially the capital district. On the other hand, concentration to the district centres and regional centres has occurred throughout the country. Regional concentration and urbanization are closely connected with economic growth and change of the economical structures. During the periods of rapid economic growth the urban living conditions act as the apex of growth enhancing the concentration of production, jobs and population to the big metropolitan areas. A new characteristic of the last few years in regional population development is that many of the smaller towns have become net migration loss areas. -

Chapter 1 Migration in Finland and the Context of Integration Policy
1. MIGRATION IN FINLAND AND THE CONTEXT OF INTEGRATION POLICY – 45 Chapter 1 Migration in Finland and the context of integration policy Despite rapid growth over the past 25 years, Finland’s migrant population is not large in international comparison. The foreign-born in Finland, however, come from a diverse range of countries and bring with them a concomitantly wide range of integration service needs. The increase in inflows – particularly asylum seekers – in 2015, put a strain on the Finnish integration system, which was designed to support far fewer migrants. And important changes were introduced as the system struggled to maintain efficiency in the fact of increasing demand. These changes included integration services organised into modules that could be more easily combined into a tailored package of measures and the introduction of the Social Impact Bond to harness private finance in support of integration. If effective in ensuring Finland’s migrants are well integrated in society and on the labour market, these investments will help to alleviate the ageing-related challenges the country expects in the coming years.. This chapter provides the context for the report outlining i) the integration context, and the characteristics and composition of Finland’s foreign-born population that influence their integration outcomes, as well as the labour market context and challenges this presents, before turning to ii) the recent developments in integration policy in Finland. WORKING TOGETHER: SKILLS AND LABOUR MARKET INTEGRATION OF IMMIGRANTS AND THEIR CHILDREN IN FINLAND © OECD 2018 46 – 1. MIGRATION IN FINLAND AND THE CONTEXT OF INTEGRATION POLICY Over the last quarter of a century, Finland’s foreign-born population has been growing at a compound annual rate of 6.8 %; where the foreign-born accounted for just 1% of the Finnish population in 1990, in 2016 they accounted for close to 6.5%. -

Answers to the Comments by Reviewer RC2
Answers to the comments by reviewer RC2: General comments: 1) My main issue with this manuscript has to do with its readability. There are numerous grammatical errors throughout, some of which are pointed out below. A native English speaker should edit the paper before resubmission. This is now done. The authors are grateful for the thorough review also concerning the language. 2) The authors tend to make some broad sweeping conclusions based on trends that are only significant across a small fraction of the total study region. I would like to see more discussion of the full picture (like Figure 9). Pg 10 L2 and Pg11 L5 are two instances where the discussion is too narrow in focus. The authors have now extended the mentioned discussions (sections 3.1.1, 3.1.3 and 3.3.) as requested. The systematic signal of change is not as dramatic in Finland as in some areas, because of the large variation of winter weather. Especially the sea ice extent of Baltic Sea affects largely the Finnish winter weather. If the Gulf of Finland and Gulf of Bothnia freeze completely the Finnish climate is almost continental in winter even on the coast. We added a comment about the hemispherical study published recently, where we studied the effect of weather parameters on the observed changes in larger areas. Section 3.1.1 main addition: Especially variable melt onset timing is in the coastal regions (Southwestern Finland and Southern Ostrobothnia) and in the Lake district. For those regions the standard deviation values of the melt onset day are 14.3, 14.7 and 14.6, respectively.
