2. Municipal Emergency Operations Center (EOC) The EOC is an organization that coordinates information, support, and response across the municipality for Incident Commanders and town officials. Public Notice locations: Town Offices, 108 Shed Road, Berlin Maplewood Convenience Store, 199 Paine Turnpike N Berlin Elementary School, 372 Paine Turnpike North Vermont 2-1-1 is a United Ways of Vermont system that provides 24x7x365 information and referral services in cooperation with a large number of state and local government and community based entities. 2-1-1 collects and maintains a database of local resource information and is available to take calls from the general public to inform and instruct them in relation to emergency events, and to refer them to the appropriate response and recovery resource, if necessary. 5. Vulnerable Populations If necessary, the EOC may contact organizations and facilities, below, that serve vulnerable populations to identify residents who are at risk based on the emergency. 38/46 Berlin Evacuation Procedures

Purpose The evacuation plan establishes the organizational concepts for an effective system of notification, direction and care for those evacuated due to public safety concerns. This evacuation plan is an Annex to the Local Emergency Operations Plan (LEOP)

Situation and Assumptions There are numerous hazards that may affect Berlin which would prompt the need for evacuation in the name of public safety. These situations include but are not limited to fires, hazardous materials incidents, flooding, and winter storms/power loss.

Some assumptions that can be taken from an examination of historical data on evacuations in the United States are:

 Hearing the warning is critical, no single information and warning method will reach all segments of the population and all methods will still not reach everyone (Remember special warning needs like hearing impaired, limited English proficiency, etc).  People must believe the warning is credible.  People will attempt to confirm that a threat exists from multiple sources before heeding a warning.  People need to be assured that the warning pertains to them so the warning message must provide details (who, what, when, where, why and how).  People may not voluntarily request special assistance with evacuation (functional limitations, lack of transportation, etc.).  People are less likely to evacuate if their companion animals are not provided for.  People are less likely to evacuate if they feel their property will not be adequately protected (security).

Residents of Berlin are initially responsible for preparing themselves, their families and their guests for any emergency, including the need to evacuate on short notice.

39/46 Concept of Operations The responsibility for recognition of the need for evacuation rests with the Incident Commander, or the EOC. They will be the ones with the necessary situational awareness to recommend evacuation, or shelter in place options as the preferred method of protecting lives before, during, or after disasters or emergencies.

Authority to Evacuate The Incident Commander has the authority to call for an evacuation within Berlin.

Mandatory Evacuation Vermont State Statute does not provide authority for communities for a “mandatory” evacuation. That doesn’t mean that responders shouldn’t strongly urge residents to leave in a serious situation. Some options include: *Stressing the seriousness of the situation. *Stressing that this is likely their last change, and last notice they will receive to leave. *Advising the residents that it is unlikely responders will be able to return to affect a rescue *If minors are involved, it may be possible for the Police Department to use child protective authorities to remove the children from the situation. *If more time is available it may be possible for the Town Health Officer/Select Board to issue a Public Health Order.

Evacuation Information The information provided in the evacuation notice includes:  Reason for the evacuation  Evacuation routes if applicable (see below)  Instructions for obtaining evacuation assistance  Anticipated Time frame for evacuation  Evacuation center/shelter location  The need to check in even if you provide your own alternate shelter

40/46 Evacuation Procedures • Incident Commander decides an evacuation is needed • Identify the scope of the evacuation area: who needs to be evacuated & for how long • Incident commander will notify dispatch of the evacuation and anticipated duration • Incident commander and/or dispatch activates the EOC phone tree; • Incident commander will ensure the Select board and Town Road Crew and other responders are notified by using established contact lists • Incident Commander will ensure that American Red Cross and the Berlin Shelter Coordinator is notified as early as possible and gives the shelter location a “heads up”. • Establish traffic control points utilizing police, road crew, fire and CERT as necessary. • Incident commander will utilize the police, fire, and/or CERT teams to go door-to-door in the evacuation area as necessary and safe to do so. • From a safe location responders evacuating a home will record how many people are evacuating and where they are planning on going and a contact number • Once an area has been evacuated, information collected will be provided to the EOC • Traffic Control During an Evacuation • Facilitate the flow of traffic by expediting the movement of evacuating vehicles and discourage the movement of vehicles entering the evacuated area. • Note: Avoid extended dialogue with motorists that may interfere with traffic control activities. • Periodically report intensity of traffic entering the controlled area to your supervisor. Also report any sudden change in traffic volume either entering or evacuating the controlled area.

41/46 • Report to your supervisor when the evacuation is nearing completion. Incident command may re-deploy you elsewhere • If you have any requests for information by the public, refer them to 211. • Stay at your assigned access control post until relieved or told that you can allow traffic to reenter. • Incident commander will continually assess and adjust the scope of the evacuation as conditions dictate.

Evacuation Information Dissemination In most situations, the Public Information Officer (PIO) should disseminate evacuation information through ALL available public information and warning channels including: Local broadcast TV stations Local broadcast radio stations Emergency Alert System (EAS) Emergency Vehicle public address systems. Berlin Emergency Management Facebook and Twitter sites. Berlin Town Website (www.berlinvt.org) VT Alert (direct or through VEM)

Emergency Management Team/EOC Activation  Shelter should be activated by the American Red Cross and Berlin shelter coordinator  EOC lets the Incident Commander know EOC and shelter have been activated  EOC ensures all town first responders (BPD, BVFD, BTEMS, Northfield Ambulance as appropriate) have been notified of the evacuation.  EOC contacts CVMC emergency department, Washington County Mental Health and VEM per Local Emergency Operations Plan  VEM should create an incident in DisasterLAN

42/46  EOC should request CERT to assist with traffic control and animal sheltering as needed.  Incident Commander through the EOC will ensure all dispatch agencies (Capital West, VSP Middlesex, Lamoille County Sheriff) are aware of the evacuation.  Jointly EOC and the Incident Commander, identifies appropriate evacuation routes  PIO notifies 211, e-911 PSAPs, media, and posts information to the Town website, email lists/social media  Determine transportation needs to evacuate people  Activate transportation services as necessary, more than 1 vehicle/provider may be needed.  Notification should be made to Berlin Elementary School and U-32, for students that cannot go home, parents unable to pick up kids, bus routes needing to be altered etc. These contacts should be made even outside of normal school hours (for extra-curricular activities).  Notify property owners who do not reside in the evacuation area (landlords).

Reentry Procedures • Incident Commander/EOC in coordination with the Select board and Town Health Officer will decide when reentry is allowable. • This will include who is allowed back in and for how long (ie photo id, or daylight hours only) • As necessary, access roads to establish route for reentry • Reopen any traffic control points • Determine transportation needs to return people to the locations they were evacuated from. • Public information goes out to evacuees about ability to return home using same methods above • EOC will ensure shelters are kept updated on status of reentry • Coordinate with ARC/Shelter Coordinator to Close shelters
