    THE MAKING OF THE WHITE MARCH The mass media as a mobilization alternative for movement organizations1 The White March of 20 October 1996 was with its estimated 300,000 participants by far the largest demonstration in Belgian history. Three percent of the Belgian population took to the streets. Such broad popular support is very uncommon in the previously very pillarised society that Belgium is. The March followed the discovery of the bodies of four girls (Julie, Melissa, An and Eefje) in mid August 1996 murdered by a perverse criminal called Marc Dutroux. Dutroux was arrested and two of his victims (Sabine and Laetitia) were found alive and set free. Soon it became clear that the police and the judiciary had made major errors without which the drama wouldn’t have occurred. The grief turned against the institutions: the judicial apparatus and the government became target of fierce critiques and protest. On Monday 14 October 1999 the highest Belgian court, the Court of Cassation, decided in its so- called Spaghetti-arrest2 that the examining magistrate Jean-Marc Connerotte, a hero of the nation since he had arrested Dutroux and liberated two girls, was no longer allowed to investigate the Dutroux case. He had shown too much sympathy for the victims. The protest explosion that followed had never been seen in Belgian history: in three days almost 500,000 people participated in furious protest demonstrations, riots, sit ins, and spontaneous strikes all over the country (Walgrave and Rihoux 1997). At the end of the week the nature of the protest seemed to change: the outrage and fury made place for quiet and so-called serene demonstrations out of respect for the young victims.

    Nieuwsmonitor 23 Nieuwsbrief Steunpunt Media September 2015 Meer van hetzelfde? Een longitudinaal onderzoek naar de gelijkenis van het nieuws in de Vlaamse kranten (1983-2013) De Vlaamse krantenmarkt en –inhoud is in de laatste vier decennia sterk veranderd. De kranten uit 1983 brachten relatief vaak dezelfde nieuwsverhalen. Van alle onderzochte jaren (1983-1993-2003-2013) is de overlap in nieuwsverhalen tussen de kranten het grootst in 1983. Sindsdien brengen kranten steeds minder nieuws dan vroeger, zowel in aantal nieuwsverhalen als in aantal artikels. In 1993 en 2003 waren er minder gelijkenissen tussen de kranten, ze hadden meer een eigen nieuwsprofiel. Maar in 2013 brengen kranten weer meer dezelfde nieuwsverhalen dan in 1993 en 2003. Twee factoren bepalen mee in welke mate de kranten inhoudelijk op elkaar lijken: het profiel van de krant (elite versus populair) en de eigendomsstructuur. Kranten die behoren tot dezelfde groep gelijken meer op elkaar dan kranten die tot verschillende mediagroepen behoren. Steunpunt Media in samenwerking met GOA-project UAntwerpen Het Steunpunt Media is een aanspreekpunt en expertisecentrum voor alles wat met nieuws en media te maken heeft. In opdracht van de Vlaamse minister van Media voert het Steunpunt wetenschappelijk onderzoek naar nieuwsberichtgeving en mediawijsheid in Vlaanderen. Het Steunpunt Media maakt deel uit van de steunpunten voor Beleidsrelevant Onderzoek van de Vlaamse overheid (2012-2015). De vier Vlaamse universiteiten die onderzoek doen naar nieuws en massamedia zijn partner van het Steunpunt: de KU Leuven, de Universiteit Antwerpen, de Universiteit Gent en de Vrije Universiteit Brussel. Dit onderzoek werd uitgevoerd in samenwerking met volgend GOA-project aan de Universiteit Antwerpen (UA) onder leiding van Hilde van den Bulck: ‘Een interdisciplinair onderzoek naar de impact van media-eigendomsconcentratie op de diversiteit aan media-inhoud, -productie en –outlets in longitudinaal en internationaal vergelijkend perspectief’.

K. Raeymaeckers Prof. dr. T. Evens 1 2 Woord vooraf Met dit proefschrift wil ik een stilaan oude belofte aan mijn mentor Ferdinand ‘Fred’ Chaffart (1936-2010) inlossen. Tijdens mijn jaren aan de leiding van een Vlaamse mediaonderneming was ik in de gelegenheid met hem van gedachten te wisselen over de natuur van media in het algemeen en van de toenmalige Vlaamse Uitgeversmaatschappij in het bijzonder. Freds brede zakelijke ervaring, intellectuele openheid, warme persoonlijkheid en gastvrijheid maakten van de gesprekken bij hem thuis in Tienen bijzondere ervaringen. Tot een studie als deze, naar het bedrijfseconomische beginsel van één en ander om het zo maar te formu- leren, heeft hij mij aangezet. Apart van die inspiratie was de weg naar een academisch werk in vele opzichten uitdagend. De werelden van het ondernemen enerzijds en academia anderzijds vertonen nogal wat ver- schillen. Aims and scope In addition to formal law and jurisprudence (see workpackage 1), cultural relations are also affected importantly by how conceptions of national identity, citizenship, church-state relations, and the position of Islam in relation to these, are framed and contested in the public sphere. This workpackage addresses the more informal understandings about culture that resonate in dominant and majority-oriented public discourses. Cultural identity and ways of dealing with differences are studied by means of a content analysis of public debates in the mass media on Islam and the integration of Muslim immigrants. The analysis of public debates also allows for gauging the position of the EU as an actor and Europe as an issue To gather the relevant content-analytic data, we followed a two-step procedure, which combines the advantages of automated search and selection of online media sources with the qualitative detail allowed by human coding.

All this has been collected over time from Belgian and Dutch (online) archives of newspapers and magazines. For this collection, the possible spelling of the brand name was used creatively, as will appear ... This because the consultations on the correctly spelled keyword have turned out to be by no means complete and exhaustive. Possibly with a good identification of which car and/or owner it concerns, a timeline can be further completed. Or information is validated, supplemented or perhaps refuted. Of course I also hope for new openings for completely new discoveries and connections. Where possible, owners/traders’ names that could be associated with the address or telephone number were researched and added on the basis of addresses and telephone numbers in period address and telephone books. Where there are (almost or identical) advertisements that have been placed several days in a row, this is stated below the advert. Where it is suspected that presumably the same car that was offered, these are bundled. Furthermore, the list is structured chronologically. Where identification is largely certain, it is indicated in red. If there are partial or strong suspicions of identification, with a “?” behind it. I request anyone who can contribute to this list to inform me about this.

    21 The illicit gun market in Belgium: A lethal cocktail of criminal supply and terrorist demand BELGIUM Nils Duquet and Kevin Goris In recent years Belgium has often been labelled one of Europe’s hotspots for illicit firearms, including military-grade assault rifles. Among other things, this label is a result of the evidence indicating that the terrorist networks responsible for the Paris attacks in 2015 acquired some of their firearms in Belgium. Belgium also has a historical reputation as being a ’gun country’ due to, among other things, hun- dreds of years of firearms production and related traditions, its lenient firearms leg- islation until 2006, and numerous export and trafficking scandals involving fire- arms. Yet, despite this reputation, very little academic or policy-oriented research has been undertaken on the size and dynamics of the illicit firearms market in Belgium in general and on terrorist access to this market in particular. In this chapter we will analyse the characteristics and dynamics of the illicit fire- arms market in Belgium, with a special focus on terrorist access to this market and the Belgian policy that has been developed in recent years to combat this security phenomenon. For this analysis we used a combination of quantitative and qualita- tive methods (see Box 1). This chapter on (terrorist access to) the illicit gun market in Belgium consists of three main sections and a conclusion. In the first section we examine Belgian national policy and legislation to combat the illicit firearms market in general and the functioning of and cooperation between the practitioners involved in this process in particular.
