Commissioning Secondary Provision in East (Thanet District)

Opportunity

 Under current statutory guidance all new schools must be Free Schools and the Government has a commitment to open 500 Free Schools by 2020.  There is a significant demand for wide-ability secondary aged school provision in Thanet: up to 4 FE by 2019-20 and a further 3 to 4FE by 2022 – 23  We would be interested in seeing Wave 12 or 13 applications for a new wide-ability Secondary school which could accommodate at least 4 FE of student demand by September 2019.

Introduction The ’s Commissioning Plan for Education Provision 2016-20 has identified a significant need for additional secondary school provision in Thanet district. It is clear that the scale of demand forecast for secondary school places can best be accommodated through the establishment of a new Secondary school.

Under current statutory guidance all new schools must be Free Schools and the Government has a commitment to open 500 Free Schools by 2020. This provides an opportunity to work with colleagues in order to explore whether a strategic approach to establish a new secondary Free School in the district would be the best option.

It is well understood that the district is constrained in a number of areas due to highways and transport issues, which may make it challenging to find a suitable location. KCC is currently working with the Department for Education, the Education Funding Agenda and in order to identify a site.

Educational Need KCC as the Local Authority has a statutory duty to ensure sufficient school places are available. Our means of doing this is through the County Council’s Commissioning Plan for Education Provision in Kent 2016-20. This is a five year rolling plan which is updated annually. The Forecasts:  Presume historic levels of inward migration.  Include an element for housing based on historic build rates but do not take account of the potential pupil product from strategic sites included in the draft local plan.  The large increase in the primary population experienced in 2011 and 2012 will enter the secondary phase in 2018 and 2019.

The Kent Commissioning Plan (2016-20) sets out the following commissioning position for secondary provision in Thanet district.

Initially discussions were held with schools to identify suitable expansion projects from September 2018. Following further discussions and meetings with the schools and the change in government policy on establishing new schools, it was decided that the provision of a new Secondary school in Thanet through the government’s Free School programme, 2 | P a g e would be an opportunity to introduce new education partners in the district or increase capacity in strong local MATs.

Thanet District Draft Local Plan

The total number of new dwellings proposed for Thanet district is 12,755 over a 16 to 18 year period with approximately 700-800 dwellings per annum. 800 dwelling per annum

3 | P a g e would be expected to produce 150 secondary aged pupils and 210 primary aged pupils each year.  Pupil product is assessed assuming developments comprise 90% houses, 10% qualifying flats, using the following product ratios:

Large developments are planned at Birchington, Westgate-on-Sea, and Manston Green. Housing development at Westwood Cross is continuing. New housing as part of the redevelopment of Manston Airport has also been proposed with up to 3,000 dwellings.
