Transport Note TRANSPORT NOTE To: Robert Leeming From: Iceni Projects Date: October 2016 Title: Potential All Movement Signal Junction at Haverstock Hill/Adelaide Road a. Introduction 1. Iceni Projects Ltd. has been appointed by local resident, Robert Leeson to prepare an initial feasibility assessment for a potential all-movement junction at the existing Haverstock Hill/Adelaide Road signal junction. This note will provide a commentary on the existing junction, the current restraints, the potential options and the next steps. b. Existing Situation 2. The Haverstock Hill/Adelaide Road signal junction forms one half two interconnecting signal junctions. The second junction is located immediately to the south east and is the Chalk Farm Road/Regents Park Road/Crogsland Road signal junction. The full junction arrangement is shown in Figure 1 below with a detailed drawing appended to this note (existing junction arrangement 16-T110_03). Figure 1 – Existing Junction Arrangement 3. The restriction of movement for those driving to and from Adelaide Road is an inconvenience. Existing movement restrictions affect vehicles arriving from Adelaide Road which are only able to turn right (south eastbound) towards Chalk Farm Road. Drivers wishing to head north are required to use Eton Road, directly from Adelaide Road or Eton Road via Eton College Road. From the northern Arm of Haverstock Hill, vehicles are prohibited from turning right into Adelaide road and are required to continue on to the Chalk Farm Road/Regents Park Road/Crogsland Road signal junction. Vehicle can then turn right into Regents Park Road, onto Bridge Approach before being able to access Adelaide Road via a priority junction. Not only does this route increase journey time, it will also potentially have a negative environmental impact. 1 c. Design Constraints 4. Given the built up nature of the area, London in general and the common ‘fitting in’ of junctions, space around the junction is very tight with footways abutting surrounding buildings, therefore reducing footways to provide more carriageway area is unlikely to be supported by Transport for London (TfL) or London Borough of Camden (LBC). It is also important to give consideration to local amenities such as Chalk Farm Station and the Roundhouse events venue. By their nature, these buildings generate high numbers of pedestrian movements across the junction in a short space of time and as such, consideration has to be given to ensure that desirable pedestrian routes are not made worse nor are footways reduced in size as part of any proposal. 5. It should also be noted that when designing an all movement junction, it will be required to accommodate all vehicles, including articulated lorries. Whilst these movements could potentially be discouraged via road signs they can only be banned where weight restrictions are in place or if the route is unsuitable for large vehicles. There are existing junctions in London where large articulated vehicles cannot make certain turning movements, however, whether the creation of a new one is acceptable will be subject to agreement with TfL/LBC. 6. Consideration has also been given to the existing bus lane located on the eastbound side of the Haverstock Hill northern arm. Bus lanes are essential to the TFL bus network as they ensure the free flow of buses and TfL would protect such facilities unless an improvement could be provided which outweighed the loss of bus lane. 7. Taking into account the above, a junction upgrade design has been produced and, the details of which are expanded on below. d. Proposed Junction Design 8. The proposed junction design is shown at drawing no’s 16-T110_02 and 16-T110_05 appended to this report. The proposal removes the existing pedestrian refuge island on the Adelaide Road arm of the junction. Pedestrians will now be required to cross approximately 19m of highway within one movement. This will likely impact on the operational capacity of the junction as pedestrians will require more time to cross the road, however it may offer potential to increase the crossing width increasing the number of pedestrians able to cross each signal cycle time. As discussed earlier in this note, the proximity of the junction to Chalk Farm underground Station and the Roundhouse adds extra focus to this matter. This arrangement reduces the length of the existing bus lane on Haverstock Hill and removes a number of existing cycle parking which are currently situated on the Adelaide Road arm pedestrian refuge island. 9. The main matters considered within this design are as follows: • Driver Inter-visibility (waiting drivers at stop lines should be able to see other vehicles at stops lines, though this is the case for the existing junction arrangement); • Reduced in length bus lane on Haverstock Hill. This section of bus lane is not particularly long and does not continue southbound beyond the existing junction, therefore a minimal reduction in its length is not considered detrimental; • Long pedestrian crossing, circa 19m. This will increase walk time for pedestrians which could impact on the traffic capacity of the junction, however, there is a potential to increase the crossing width to increase the number of pedestrians crossing at the same time; • The removal of cycle parking on existing traffic island. There are numerous areas within close proximity to Chalk Farm tube station where cycle parking could be relocated; and • It is proposed to remove a small area of existing footway, around the corner of the existing Chalk Farm tube station, to allow large vehicles to turn left from Adelaide Road and travel northbound along Haverstock Hill. While a small area of footway will be lost, the retained footway width is in keeping with the existing footway widths adjacent to and in front of Chalk Farm tube station. 2 Summary 10. It appears an all movements junction can be provided; however, there are a number of matters which would require negotiation with both LBC and TfL. We believe that there is a potential to provide a junction arrangement for which a small amount of departures could be accepted by TfL and LBC. e. Caveats 11. The proposed design is indicative and its purpose is to assess the feasibility of providing an all movement traffic signal junction. Additional information will be required to provide a final solution including but not limited to: topographical survey, traffic surveys, junction modelling, land ownership, highway boundary information, signal timing data (including as built design), utilities search and understanding any potential service diversions (diversion of fibre optic cabling is very expensive). f. Next Steps 12. The next steps would be to arrange a meeting with LBC/TfL to understand their thoughts on the proposal and how open they would be to these changes to the junction. Should the responses be positive, a detailed modelling assessment would need to be undertaken to understand if the proposed junction will work in terms of capacity. Detailed drawings would then be required on a topographical survey and a Stage One road Safety Audit Commissioned. Once these have been done and a strong evidence base has been created, we would look to meet again with LBC/TfL and take the scheme further.
