Welcome to the Town of lrricana! The Community Services Board is pleased to offer this publication of the Community Resource Directory to the residents and visitors of our community. Our directory reflects the many resources of the community and we encourage you to keep your edition handy for reference.

Irricana is well known for its quie,t small town atmosphere, strong family values, and its safe and friendly community spirit. Our community theme is "Open the Gateway to the Country” and depicts a white picket fence as an identifying symbol. This symbol appears on most of the publications being produced by the Town of Irricana.

It is hoped that both newcomers and established residents of Irricana, will find this directory a useful tool in making contact with the various service clubs, government services, recreation groups, seniors and youth services, volunteer organizations and more.

Bethany Care Centre, owned and operated by the Bethany Care Society, provides an enhanced lodge program, long term care and life skills program for the brain injured. Volunteer opportunities exist for many positions at the center. Admissions – Bethany Care Centre Airdrie is open to people of all faiths. To apply as a resident, or for more information, contact Bethany Care Centre. Bethany Care Centre Airdrie – is a multi-level facility with accommodation for a 52-bed Residential Care Program and a 74-bed Long Term Care Program, with 22 beds dedicated to the care of persons with Alzheimer’s disease. Residential Care Program – an enhanced lodge program providing room and board with availability of extra services. Residents enjoy cozy and bright private rooms, sharing the bathroom with only one neighbor. Couples can stay together sharing a two room unit with a private bath. Long Term Care – for seniors and persons with disabilities requiring room, board and personal care under supervision of professional nurses.

TOWN OF IRRICANA COUNCIL

The Town of Irricana’s Council consists of five elected Councilors. Elections are held every four years. The next election is scheduled for October 2017.

During Council’s Organizational Meeting, the council nominates and votes for Mayor and Deputy Mayor.

Council deals with local government business and establishes the bylaws and policies under which the Town operates. When setting their policies and procedures, the Council must follow the Municipal Government Act: www.qp.alberta.ca/documents/Acts/m26.pdf

Council meetings are held on the 1st and 3rd Mondays of each month at 7:00 p. m. at the Irricana Centennial Centre - Council Chambers - 222 -2nd Ave. Public is welcome to attend Council meetings and if you would like to have an item discussed at the meeting please contact the municipal office the week prior for the application for Submission to Agenda.

PUBLIC WORKS DEPARTMENT

The Town of Irricana Public Works department is in charge of water/wastewater systems, streets & roadways maintenance, general facility maintenance and the planning of capital projects, equipment as well as parks maintenance & grounds care.

During summer months the department employs temporary summer staff through government grant programs to help with the maintenance of the grounds, parks, green spaces, recreational areas and general maintenance.

Department staff maintain and repair streets and roads, sidewalks and signs at lowest possible costs, without reduction of safety to the public. The Public Works shop and office are located at 260-1st Avenue.

Water/Sewer/Garbage

Water is supplied to the Town by the Kneehill Regional Water Commission; the water is treated at and piped to the Kirkpatrick Reservoir where the water is distributed to five Villages and Counties. Once the water is delivered to Irricana the water is then distributed through approximately 12,000 feet of pipe. The Water Tower which stored 2.27 million litres was decommissioned in 2013. The Water Plant was built in 2013 and provides storage of 400,000 gallons of water.

Public works staff is responsible for the supply of treated potable water as well as maintenance to piping and pumping facilities. The Town of Irricana encourages and implements programs to conserve water and reduce costs.

Water meters are in effect in all households and businesses, water is charged using a flat administration rate of $20.00 and an additional $3.17 per cubic meter based on water consumption.

The Public works staff maintains approximately 10,000 feet of piping and manholes. A charge for sewer is calculated using a flat delivery charge of $20.00 plus a rate of $.36 per cubic meter based on usage. Treatment is done by a lagoon system located to the North of the Town.

The water rate is reviewed and set by Council.

Garbage/Recycle A contracted company provides garbage/recycling pick up service for the Town of Irricana. Collection day is every Monday on an alternating schedule and residents are asked to have bins placed out by 7:00 a.m. If a holiday falls on a Monday, other than Christmas, there will be still the applicable bin collected that day.

Grey bins are for garbage and Blue bins are recycling. For information on what is accepted for recycle, please check our website.

Council is looking into adding Organics to the collection cycle. A revised calendar will be produced and available on the Town’s website when implemented.

POLICING AND BYLAW ENFORCEMENT

Non-emergency policing concerns are handled by the Beiseker R.C.M.P. Detachment at 403-947-3420 or call the complaint line at 403- 947-3496. For emergencies please call 911.

The Town of Irricana has contracted Rocky View County to provide enhanced protective services to the citizens of Irricana. Rocky View’s Community Peace Officers will enforce bylaws and traffic regulations within the town’s boundaries.

Community Peace Officer – Municipal Enforcement – Please contact Donna Taylor 403-807-9838 with complaints such as: Town Bylaw infractions, unsightly premises, weed and snow issues. Traffic and Water Conservation are some bylaws enforced regularly. Irricana residents seeking by-law or traffic safety enforcement can continue to call the Town of Irricana’s main office line at 403- 935-4672 between 8:30 a.m. and 4:15 p.m. weekdays.

Dog licenses are required at an annual fee of $15.00 for neutered/spayed animals, and $30.00 for non-neutered or spayed animals. Cat licenses are required as well at an annual fee of $20.00 for un-altered and $10.00 for altered. Updated records of all licensed animals are kept at the Town office. The Town Animal Control Bylaw addresses offenses such as dogs/cats running at large, dog/cat disturbing any person, dog, and animal soiling public or private property. Fines range depending on offence.

What to Do in Irricana if You have Animal Questions/Problems

Stray Cats - Please refrain from feeding stray cats as this encourages them and can cause annoyance and inconvenience to neighbouring residents. Please contact our Animal Bylaw Services Provider daytime or evenings- Kingstone Animal Services at 403-947-2102 or email: [email protected] .

ROCKY VIEW COUNTY FIRE DEPARTMENT - IRRICANA STATION #108

Burning Permits may be obtained free of charge for Irricana residents by contacting the Fire Guardian at 403-935-2369.

The Fire Station in Irricana was officially opened in 1993 and is one of 7 Stations which belong to the MD of Rocky View Emergency Services. Rocky View Fire Services maintains four full-time composite fire stations in Springbank, Elbow Valley, Balzac, and Bearspaw, and three volunteer stations in Langdon, Irricana, and Madden. The Fire Services team consists of 100 part-time firefighters, 60 volunteer firefighters, 24 full-time firefighters, two district chiefs, a deputy chief, and a fire chief.

Our members deliver First Response, Fire and Rescue Services to approximately 250 Square Miles in the Northeastern portion of Rocky View including the town of Irricana. Volunteers with Rocky View Emergency Services are considered Paid On-Call by the hour. Fire Fighters are remunerated for emergency response and training.

The Firefighters meet and practice every Tuesday year round at the Irricana Fire Hall at 6:30 p.m.

The volunteer firefighters have been involved in raising funds for charities and have participated in events such as the Day and Sports Day, Terry Fox Run, Halloween “Light Up the Night” safety program, The Annual Food Bank Drive, The Winter Festival and the Christmas on Main Street.

Volunteer firefighters are not scheduled for shifts at a station. They commit to regular hours for training and station upkeep. Volunteer personnel perform similar duties to full-time and part- time personnel and receive training (NFPA 1001 Levels 1 and 2, Driver/Pump Operator, Pump Operations Levels 1 and 2, etc.) in order to be competent and capable.

There are two groups of volunteer firefighter: 1. Primary response volunteers: These volunteers live within a five-mile (eight-km) radius, or a 15-minute drive from the communities they serve (Langdon, Irricana, or Madden) and carry a radio. When an incident occurs, these volunteers are alerted and respond to the call if they can. Additional requirements: CSA approved black steel toed boots

2. Secondary response volunteers: These volunteers live up to a one-hour’s drive from either Balzac or Bearspaw station (within 20 minutes is preferred). They are notified by a text message when a large incident has occurred in the County and are deployed from their assigned fire station. Additional requirements: Class 3Q, 2Q or 1 license CSA approved black steel toed boots

COMMITTEES AND BOARDS

The Town of Irricana has a number of boards and committees whose membership are open to the community. The members are appointed by Council. Town Council is always looking for interested people to volunteer a couple of hours a month on the boards. If you are interested please fill out and return the attached volunteer application at the end of this section or call the Town Office and one of the staff can provide you with further information.

COMMUNITY FACILITY ADVISORY BOARD The Town of Irricana’s Community Facility Board consists of four members of the Community At Large and one Council member. The purpose of the board is to review annual operating costs for the community facilities and take them into consideration when establishing rental rates. The board explores all revenue generating and marketing opportunities and reports to Council through the Council representative. The board explores grant availability to assist with funding.

COMMUNITY SERVICES BOARD The Town of Irricana Community Services Board consists of seven board members, one being a Council representative, as well as a board secretary. The vision of this board is to support recreational and preventative social programs that enhance well-being and encourage a strong, vibrant community. Community Services strives to establish a close working relationship with volunteer agencies, service clubs, church organizations and government services at all levels.

Ideas for programs and workshops or requests for funding allocations through FCSS can be presented to the Community Services Officer for the board’s consideration.

ECONOMIC DEVELOPMENT AND TOURISM COMMITTEE The Town of Irricana’s Economic Development and Tourism Committee consists of four members of the Community At Large and one Council member. Employees of the town cannot be members.

The purpose of the committee is to explore all economic development opportunities and make recommendations to Council for action. The committee will develop a promotional and advertising plan for the Town of Irricana and encourage development of new and varying events in the Town and encourage volunteer and community group participation

Throughout the years many discussions arose regarding a town mascot. It was recommended by the Economic Development and Tourism Committee that the mascot be a mouse in keeping with our country theme and the hidden mouse in some of the town murals. Suggestions were accepted from residents to “name the mascot”, with “Squeaky” being chosen from the submissions. To the delight of many children, Squeaky makes appearances at local events and parades.

IRRICANA LIBRARY BOARD The Town of Irricana Library Board is comprised of 8 members appointed by Council, of which no more than two (2) are members of council. The board manages and controls the Town of Irricana Municipal Library in compliance with the Library Act and relationship with Marigold Library System.

The board is responsible, subject to any enactment that limits its authority, for full management and control of the library and shall in accordance with the Libraries Act and regulations, organize, promote and maintain comprehensive and efficient library services and may co-operate with other boards and libraries in the provision of services.

If you have any experience in these areas, please contact the Town Office to apply to be on these boards. They require specific knowledge, experience to be on these boards.

DEVELOPMENT WITHIN IRRICANA

Whether you are landscaping, building a new fence or deck, or simply planting a garden, disturbing the ground on your property can cause damage to a buried utility. Some utilities are buried mere centimeters below the surface.

Contact Alberta One-Call to request that the buried utilities on your property be located and marked at least two full working days before you plan to dig. Remember that during the busy Spring or Fall seasons, it may take longer for utility owners to respond, so contact them early. They can accept your request up to 14 days in advance.

The result of a contact with a buried line can range from loss of an essential service for you or your neighbours to serious injury or fatalities. The financial costs of repairing any damage you cause to a buried utility will be borne by you, the excavator.

It is the property owners responsibility to have Alberta One Call locate done before any digging take place. There is no cost and a request can be done on line or call 1-800- 242-3447 http://albertaonecall.com

Land Use and development approvals are reviewed by the Town of Irricana Development Officer and Municipal Planning Commission to ensure that orderly and beneficial uses of land and developments are maintained in keeping with the planning goals of the community. Permits must be purchased separately for building, electrical, gas & plumbing from the inspection company.

HOME BASED BUSINESS, BUSINESS OCCUPANCY CHANGE Home Based Businesses must submit a Development Permit for approval of the Home Based Business. Upon approval, a Business License is to be purchased at a cost of $5.00. Business Licenses run from April 1 to March 30.

Any change to the commercial occupancy should be reviewed to determine if a Development Permit is required.

WHAT’S IN A NAME? – History of Street and Venue Names in Irricana

STREET NAMES - Irricana began expanding its boundaries in 1981. At that time Council chose to name the new streets rather than number them.

In 1995 Council purchased additional property from Newt Henricks for further expansion and invited residents to submit names for this subdivision. After reviewing all the submissions the new area became the “Eastview Subdivision”. Council felt it would be beneficial to continue to name the streets honoring some of our founders and leaders in this new expansion along the main drive known as Pioneer Drive. Many well deserved names were brought forward to the Economic Development and Tourism Committee for the Eastview Subdivision where they were forwarded to Council for approval.

Criteria used for selection of street names was the following: persons having resided in Irricana and area, and/or persons that may have had a business affiliation in Irricana, and/or persons that may have been involved as a public servant in some capacity, and/or persons involved in community service.

Criteria for venue names was the following: surnames of persons that must have been actively involved in the instigation or operation of recreation venues, and/or persons who have lived or been active within the community and area for at least five years.

McCulloch Crescent - George McCulloch and his brother Miller, came to Irricana circa 1909 and bought an existing hardware store. While George was the first Reeve of Irricana he purchased an acreage from the C.P.R. around 1915 for a park, (now known as Founder’s Park) and he also purchased the land for our existing cemetery.

Booth Crescent - Jack Booth and his wife, Joyce (Hesselgrave), made permanent residence in Irricana in 1950. In 1954 they bought the General Store (previously called the “Irricana Supplies” and now called the Irricana Centennial Centre- Town Municipal Office) and operated it for nine years then sold it to Irricana Co-op. Joyce was also the Mayor of Irricana for a number of years. Jack & Joyce were great community supporters involved with many service groups and projects.

Henricks Drive - Land for this development was purchased from Newt Henricks, a local farmer. Byron, Newt’s father, was a Justice of the Peace and Police Magistrate and also served on the School Board for many years. Newt and his wife Eileen continue to live on the farm just south of Irricana. Their son Andy is still on the family farm. The Henricks are dedicated, community members and volunteers, and are actively involved with local service clubs. They are always willing to donate their expertise, manpower, equipment and most especially their time.

Gib Bell Close - (J.G.) Gib Bell was the proprietor of the Barbershop and Pool Room circa 1927 as well as the Treasury Branch Agent and Insurance Agent. Throughout the years J.G. was also the Municipal Secretary-Treasurer, Secretary-Treasurer of the Irricana Mutual Telephone Co. and Secretary-Treasurer for School District 2163. His son, Fred, later became the Insurance and Treasury Branch Agent and operated the 20

Canada Post Office. For several years Fred was Secretary-Treasurer for the Municipality. He was also involved with the Chamber of Commerce and Lions Club.

Hay Place - (A.B.) Bruce Hay arrived in Irricana circa 1918. In 1924 he opened Hay’s Garage and also operated the Canada Post Office. Hay’s Garage continued to remain open until the mid-80’s and was operated by his son, Neil, and grandson’s Gord and Sandy. Neil was a Councillor for many years and was actively involved with the Curling Club and Chamber of Commerce.

PARKS/VENUE NAMES

Irricana’s Council has adopted names for their community venues to acknowledge those who have made a difference in the history of Irricana.

Millennium Park – located at 222 2nd Street, adjacent to the historical “Irricana Centennial Centre” building, the Millennium Park incorporates a public courtyard, surrounded by a naturally landscaped green area.

Park benches and a commemorative time capsule with decorative pedestal, are also a part of Irricana’s Millennium Park which was built as part of Irricana’s Main Street Beautification Project. The time capsule is set to be opened July 1, 2025.

Founders Park & Campground - Following a competition sponsored by the Town in 1988, the park located on the north side of Irricana was officially named “Founders Park”. The name was chosen to commemorate all those who were instrumental in developing this venue.

George Book Memorial Playground - This playground located in Founders Park was dedicated to the memory of George Book who was killed in a pedestrian accident at the age of seven. George was typical of children his age, enjoying playing in local playgrounds, playing hockey, camping and bike riding. His father Walter and mother Conchita, still reside in Irricana. The George Book Memorial Playground was upgraded for the enjoyment and safety of all our children.

Walker Park - Located on 2nd Street (Main Street) and Madison Drive is Walker Park, named after Edward “Ted” and Dorothy Walker. Ted arrived in Irricana circa 1950 as the Manager of the Crown Lumber Company (presently Irricana Family Foods). He met and married Dorothy Phillip in 1954, and they continued to manage the lumber company for many years, until they moved to Calgary for a short while. Ted and Dorothy returned to Irricana in 1975 as the owner’s of the Irricana Hardware and Farm Supply, (previously the Crown Lumber Company) which they operated for 6 more years. Ted was a member of the Royal Canadian Legion, Charter President and Life Member of the Lions Club, a member of the Ag Society, Curling Club, Mason’s and Chamber of Commerce. Dorothy continued to reside in Irricana until her passing in December of 2013. She was an active volunteer in a variety of capacities with the Irricana Lions Club, the Irricana Food Bank, the Irricana Ladies Club, the K.I.K. Sixty Plus Club and Dorothy volunteered for many of the community events.

Harold Knight Park - Located between the residential areas of Pioneer Drive and Madison Drive, Harold Knight Park was officially named on November 1st, 1999. Harold Knight was another of Irricana’s strong community minded individuals, whom some still refer to as “Mr. Baseball”. Harold was active with organized baseball since 1944, the president of the Rocky View Baseball League for more than 50 years, playing and coaching baseball until he turned 60. Harold received the Canadian Federated Amateur Baseball award for his dedication to baseball and youth in Alberta in 1977, and was selected as recipient of the Provincial Energize Volunteer Recognition Award on October 26th, 1999. Harold was a member of the Irricana Lions Club, Irricana Ag Society and the Irricana Curling Club and was a strong supporter of the community.

Bev MacDonald - Riding Arena - Bev organized the Riding and Roping Club in 1958 and is the only person to receive a Lifetime Membership. He designed the arena, built the bucking shoots and was instrumental in bringing FCA Rodeo to Irricana in the 1960’s. Bev ranched southeast of Irricana and was known for his generosity by supplying and delivering horses to those children who wanted to participate in the Riding and Roping Club but couldn’t afford their own. Bev MacDonald was the hero of many children in our District. Bev’s life was dedicated to riding and rodeo sports.

Bicycle/Walking Trails Implementation of the bicycle/walking trails began in 1988. Four sections of trails were officially named at a ribbon cutting ceremony on June 21st, 1997. They are the:  Mel Brown Trail (.54 km)  Founders Trail (.72 km)  Eastview Trail (.77 km)  Mountain View Trail (1.5 km).

In September 2001, the Eastview Trail was paved through grant funding from the Community Lottery Board #62, and recently renamed “Gladys Taylor Trail” after longtime resident and business entrepreneur, Gladys Taylor. A dedication ceremony was held on June 25, 2005.

Plans to further develop these trails and additional trails in Irricana will be addressed in future developments.

Mel Brown Trail - The Mel Brown Trail links the west end of Founders Park to the Pioneer Acres Museum Site located just north of Irricana. Mel Brown moved to the area in 1948 and became a resident of Irricana in 1952. For many years Mel was a Calf Roper in the Calgary Stampede, and his love of the outdoors included the upkeep and grooming of Founders Park throughout his residency in the town. He was often seen riding his favorite horse “Old Smokey” along the railroad tracks between Irricana and the area where Pioneer Acres Museum is now located.

Mel commissioned a replica of “Old Smokey” to be bronzed, and donated it to the town. “Old Smokey” presently resides in on 2nd Street in front of the old “Irricana Hotel” and is also depicted on the Mel Brown Trail sign.

PARKS AND RECREATION

The Town of lrricana Parks & Recreation is jointly managed by Community Services and Public Works Departments. These departments are involved in the planning and management of public recreation facilities, as well as programming recreation and cultural programs for the Town. It is the mandate of these departments to enhance recreational activity for the Town and to ensure that all facilities are maintained.

Campground: Within Founders Park is the Founders Park Camp Ground which is equipped with numerous powered and non-powered RV stalls, fire pits, a camp kitchen, a public washroom complete with hot showers, RV sewage disposal area, horseshoe pits and a playground.

Rodeo Grounds: The Agricultural Society own and maintain a small rodeo riding arena which is located within Founders Park. During the summer months Gymkhana hosts events and it has also been the host of Steer Riding.

Ball Diamonds: Located on the east and west side of Founders Park are two ball diamonds. A third ball diamond is located on the south side of lrricana at the end of Henricks Drive. Rental of the ball diamonds is handled through the Town Office.

Community Hall: The Town of Irricana Lions Community Hall is available to rent year-round for all types of functions including weddings, family reunions, fundraisers, meetings, seminars, productions, etc. The hall is located on the north side of Irricana in Founder’s Park directly adjacent to the municipal campground, baseball diamonds and rodeo grounds.

The Community Hall has a seating capacity of 350, with a full kitchen, bar and stage available. The Community Hall is a non-smoking facility. Catering and bartending are available by request.

Recreation Centre: The Irricana Recreation Complex is located at 302 3rd Street and houses a curling rink with four sheets of ice, a viewing area, and upstairs is a lounge complete with dance floor, shuffleboard and pool tables. During curling season the Irricana Curling club hosts several bonspiels as well as regular league play.

During the summer months the Rec Complex boasts 8,203 sq. ft. recreation area that provides various drop-in programming. Please check the website for program schedule.

Numerous meeting rooms are also located in this complex.

A fitness studio is located on the lower level; contact the Town of Irricana for booking of the room and the website calendar for updates on classes taking place.

Outdoor Skating Rink: Located off Henricks Drive (500 block), is an Outdoor Skating Rink. This rink will be undergoing updates and plans to be re-furbished in 2016. The rink allows seasonal uses such as street hockey, roller blading and roller-skating, as well as housing skateboard ramps during summer months.

A Multi-Use Recreation Pad for basketball and tennis, soccer fields, a baseball diamond, and a playground are also located within this recreational area.

The Irricana Lions Centennial Splash Park is located at the west end of Henricks Drive (500 block) and was opened officially in July 2006. The splash park has four manually- activated spray features for warm weather enjoyment. A gazebo was built adjacent to the Splash Park by the Irricana Lions Club in 2007.

Murals -Another welcoming feature of our town, are the colorful murals designed and painted by community residents. These murals depict country scenes and bring a sense of pride to the community, as community volunteers assisted in the labour.

One of the country murals is special, in the fact that two additional artists worked together to complete the three walled mural. Artists, Mary Culp and Sharon Bell, painted two separate sections of this mural as part of their legacy in Irricana.

Founder’s Park is one of Irricana’s two main recreation areas located on the north side of the Town. Just 35 minutes north east of Calgary and 20 minutes straight east of Airdrie, Founder’s Park offers a spacious, well treed green space, inviting guests to use its many recreational facilities available in the park.

Whether or not you plan on staying overnight in Irricana, Founder’s Park is a great place to organize a family picnic, take your kids to the playground, enjoy a game of horseshoes or organize a ball game in one of the well cared for ball diamonds.

Healthy Teeth For a Healthy Start Offers free fluoride applications for children 12 to 35 months to protect their teeth from cavities. Children only need to have a few teeth to start getting fluoride. Applications are given 4 times, once every 6 months.

At the appointment:  The child sits on their parent's lap while staff apply fluoride on the child's teeth using a brush, which takes less than a minute.  The child can eat and drink right after the treatment.  The fluoride sticks to the teeth and protects them. It slowly wears off when the teeth are brushed.

If the child has asthma, bring his or her asthma reliever medicine to the appointment.

Irricana is a Block Parent Community. The Community Services Coordinator handles the registration for the Alberta Block Parent Program. There is no cost to join.

Block Parents are responsible adults who care sufficiently about the well-being of children and others to volunteer their homes as a temporary refuge in an emergency. All Block Parents are screened by the police and are given instructions on the program by local volunteers.

The program is open to residents as well as businesses.

Children are eligible to attend if they have reached their fifth birthday by December 31st of the current year.

Irricana Playschool provides social, learning and playing (caring and sharing) environment for children aged 3 & 4 years old. Special events include classroom parties, Mother's Day Tea, field trips and participation in the Irricana Community Christmas Concert.
