III. ENVIRONMENTAL SETTING

A. REGIONAL SETTING

The proposed pipeline route is approximately 24 miles in length and would pass through six jurisdictions, including the Cities of , Carson, Compton, Hawthorne, Gardena, and unincorporated Los Angeles County, between its origin in Wilmington and terminus at the Los Angeles International Airport (LAX). The pipeline would be located within existing street rights of way, except at railroad crossings, two crossings of the Dominguez Channel, and a portion of the LAX property itself. As discussed in Section II, Project Description, of this Draft EIR, the Project is proposed to be constructed in two phases.

The pipeline would originate at the Vopak Inland Terminal, a tank farm and storage facility in the Wilmington area of the City of Los Angeles. In Phase 1, the pipeline leaving the Vopak Inland Terminal initially would travel south, then west, crossing the Dominguez Channel, before heading north to the Watson Pump Station in the City of Carson. In Phase 2, from the Watson Pump Station, the pipeline would continue north and west passing through the communities of Carson, unincorporated Los Angeles County, Compton, and additional areas within the City of Los Angeles as well as the Cities of Gardena and Hawthorne before entering the LAX property. The pipeline would terminate at the existing fuel storage tanks operated by the Los Angeles International Airport Airline Consortium Fuel Corporation (LAXFUEL), the fuel supplier for LAX.

Construction and operation of the proposed Project would occur within an urbanized area. Along the proposed pipeline route comprising Phase 1, approximately 99 percent of the land area is industrial, while approximately 1 percent is residential. In the Phase 2 portion of the route, approximately 22 percent of the land area is commercial, approximately 56 percent is industrial, approximately 12 percent is residential, approximately 1 percent is health care facilities, and approximately 9 percent is open space and public facilities; the two schools adjoining the Phase 2 route contribute less than 0.3 percent to the land area total.

Major arterials and roadways that would be affected by the proposed Project include portions of: Grant Street, , Dominguez Street, Wilmington Avenue, Artesia Boulevard, Anderson Avenue, , Compton Boulevard, , Redondo Beach Boulevard, , , , 120th Street, Hawthorne Boulevard, and .

The project development consists of 128 single family homes with associated parking, landscaping, and a communal open space area, at a 8-acre project site located west of Hawthorne Prestige Villas N/A Boulevard, and is bounded by South Ramona Avenue on the west, South Grevillea Avenue on the east, 116th Street on the north, and 118th Street on the south.
