    WINCHELSEA’S PLACE IN THE ANNALS OF SMUGGLING WINCHELSEA’S PLACE IN THE ANNALS OF SMUGGLING COMPILED BY MN PRATT TOWN CLERK TO THE CORPORATION OF WINCHELSEA PAGE 1 WINCHELSEA’S PLACE IN THE ANNALS OF SMUGGLING White Cottage and the Smugglers Among the Winchelsea archives at East Sussex Record Office is a note dated 4 March 1937 written by William MacLean Homan, Winchelsea's historian at that time. He had been talking to Mr. R. J. Davis of White Cottage in Friars Road who recalled that when his home was redecorated a preventive officer's diary was found written on the wall. It recorded where he had been on each day to prevent smuggling and also revealed that the principal smuggling watch was kept from the top of the ruins of the Greyfriars Chapel nearby. The first sixteen entries are those of smugglers whose offence is listed as 'Breech of Revenue.' The trial of these men took place in this room with the mayor and jurats sitting as magistrates. Their sentences were served in the cells downstairs. The cells as such no longer exist but if you look to the left of the steps that lead up to the Museum (Upper Court Hall) you will see the best remaining evidence that the lower floor of this building was a prison.

    Draft recommendations on the new electoral arrangements for Rother District Council Response from Icklesham Parish Council Tuesday 12th April 2016 Icklesham Parish Council considered the recommendations contained in the March 2016 New electoral arrangements for Rother District Council document and unanimously voted against the draft proposals. Icklesham Parish Council is made up of four wards containing 13 councillors (Icklesham ward 4 councillors, Winchelsea ward 3 councillors, Winchelsea Beach 4 councillors and Rye Harbour 2 councillors) and currently served by 2 district councillors. The proposed changes will see Icklesham served by 6 district councillors and the ward arrangements changed drastically. The proposal to increase the number of Parish Councillors for Icklesham ward to 6 will create an imbalance of councillors across the Parish. At the moment no one ward can hold sway. This proposal means that with a Chairman from Icklesham Ward and one absent member or a vacancy in the other three ward’s decisions would be made on the casting vote.There is no justification for increasing Icklesham’s representation by 50%. The alternative proposal in Table 1 provides a better balance although Winchelsea would have a slightly higher representation per councillor than the other wards. This would to some extent future proof things as Winchelsea could not be expected to see the same level of increase potentially available to the other wards as the majority of the land surrounding the town is owned by the National Trust and there is very little opportunity to provide additional housing. One of the two sites with development potential within the existing citadel area is owned by the Trust.

This brings the following benefits:- The Benefits 1) Households identified in housing need are expected to complete and return a Registration of Interest form (attached). IPCLT is then able to identify prospective tenants early on and prioritise those households when the houses are available for nomination. This will ensure that those local residents identified in housing need at the outset stand a better chance of being allocated housing over households joining the register at a later stage. 2) IPCLT will keep and monitor an on-going register of local housing need that works alongside the usual Housing Register. This will result in future voids being filled quickly from those on the local housing register. 3) The development can be tailored to meet the specified rural housing need of the Parish as identified by the register of local housing need.
