Draft Minutes of a meeting of the Parish Council held on 21 st November 2016 at Brompton Village Hall commencing at 7.35pm

Present, Cllr S Triffitt (Chairman), Cllr Mrs M.K. Stockill, , Cllr Mr S Willbourne, Cllr Mrs Cllr J Gray, Cllr Mr D Jeffels, Cllr Mrs H Phillips, E. Steele (Clerk), 6 parishioners.

Apologies for absence: Mr R Carey (Vice Chairman), Cllr Mr M Evans.

1 The chairman opened the meeting and welcomed everyone, he mentioned that the ditches have been dug out at the Butts.

2 Absence – As above

3 Minutes of the last meeting The minutes of the last meeting held on 17 th October 2016, previously circulated were accepted as a true and accurate record and signed by the Chairman.

4. Matters arising - Clerks appraisal completed. The Clerks holiday request Friday 16 th December to Monday 2 nd January was accepted and the working contactable hours for the clerk were accepted. They are Monday to Friday 9am to 7pm, weekend emergencies only. These were accepted.

5 Declarations of interest – None

6 Police report- The clerk read out the report as no police officers were able to attend the meeting. Since the last meeting the reports are as follows, 6th October – Assault at Brompton Hall School between pupils, youth dealt with. 20 th October – Damage caused to a radiator at Brompton Hall School, youth dealt with. 7 Report by Borough/County Councillor(s). Cllr H Phillips mentioned that an open meeting had been held regarding the Futurist Theatre and how strong opinions were expressed on the future of the building and the fact of possible demolition. The council should have more information on this in 2 week’s time. Also Cllr H Phillips and Cllr D Jeffels mentioned that Garden waste charges are being reduced following the success of the first year of the scheme which has seen 17,000 households using brown wheelie bins for garden waste with a further 600 using the garden waste bags. Cllr D Jeffels went on to mention that North has won the bid to host Yorkshire Road World Cycling Championships event in 2019 which will generate worldwide promotion for the county. This will not only put the county in a key position in the tourism marketing scene but hopefully also promote the county from a point of view of enhancing its image as a great place for investment by businesses etc.

Highways - At a meeting with senior highway officers local County Councillors were told that the programme of works for the coming financial year would be announced next month. Parish councils will be advised, if not directly by NYCC, then by the Councillors representing their area. Cllr Jeffels urges PCs which are in part, or whole, in the National Park to respond to the consultation, not just looking at issues in your own parish but on a wider scene on such matters as the future provision of housing (where it should be and what type) creation of employment opportunities, landscape, conservation, tourism etc. Your views will most certainly be taken on board by the Park Authority. Cllr Jeffels would appreciate being sent a copy of your observations as a member of the authority. The council's overview and scrutiny board, of which Cllr Jeffels is a member, has been told that the authority needs to make savings of £5 million by 2020. Various ways are being explored by a transformation working group which has been set up. They are likely to include more use of technology, and encouraging the public to use on-line information joint working with other authorities and partner organisations. As with Scarborough BC, NYCC budgets are being prepared for the next financial year (2017/18). No indication has yet been given regarding the impact on council tax, but NYCC will have saved £167m by 2020. Priority remains to provide the best services to older and younger vulnerable people, education, highways. Wykeham C of E School: The school has achieved national recognition winning a major prestigious award for science. A wonderful achievement and proof - if proof were needed - of the value of village schools. Teachers and pupils are to be warmly congratulated on their great success! Syrian refugees: The first group of 200 refugees from Syria has arrived in the county and being cared for in the western side of the county. Scarborough expects to receive its quota of refugees in the New Year. While it has been encouraged to hear of the generosity and care being offered by many organisations and individuals, it has also been reported that there has been criticism on social media and even some offensive comments made. Broadband: The provision of the third phase of broadband technology for NY to deliver superfast broadband to all premises in the county is progressing well. The value of this phase is £20.5m and should lead to a further 12,500 households and businesses being connected at an average cost of £1500 per property/business. Locality Budgets: While no decision has yet been made on allocating Locality Budgets for the coming financial year it is likely that such sums will be provided, although not to the same level as the past two years. If the scheme is approved it will be important for villages in this division to come forward with funding schemes for projects to enable the allocation to be used. Nomination: NYCC has been shortlisted for the national Local Authority of the Year Awards. This is a great accolade at a time when the authority, the biggest in , has had to wrestle with stringent budget cuts and members have attended many meetings to ensure the best possible services are delivered. Gritting: County Highways has 55,000 tonnes of grit in stock in preparation for the winter. Some of the 93 gritting trucks have already been in action following the change in the weather. Wykeham Forestry: the park's planning committee is to produce a design statement with the Forestry Commission on the future of this vast forest. Cllr D Jeffels is to be attending a conference regarding rural transport. 8 Open Forum . Cllr D Jeffels reported back regarding the email from the clerk regarding the water level in the Brompton Fish pond. Andy Crossley is investigating the matter and Cllr D Jeffels will report to the Parish council with further information. Page - 2 - of 5

Cllr D Jeffels is to speak to highways regarding Sawdon Balk, to look into the possibility of improving the boggy and rutted area at the bottom of the Balk and also the Grips from Brompton to Sawdon that need clearing.

9 Highways matters - Planned road works on the A64 between and East . The works involve resurfacing of the A64 carriageway, along with associated high friction surfacing, road marking and stud renewal. Due to other works taking place on the diversion route, the weekend closures required for some of the works have had to be delayed. Three full closures are still planned with these provisionally taking place 25th-28th November, 2nd-5th and 9th-12th December (weather permitting). During these weekends the A64 will be closed from 8pm on Friday until 6am Monday, between Pine Tree Avenue, Rillington and the B1258 (Malton Road) West Knapton. During the closures a signed diversion will be in place using the A169 and A170. 10 Planning matters a.) To discuss whether the PC wishes to make a personal appearance/submission to The Planning Committee regarding the Golf course application. This was agreed that Cllr Willbourne should attend. b.) To discuss how the PC look at Planning applications it was agreed that notification sent to the clerk will be emailed to the councillors upon receipt of the application and that planning applications are looked over before planning meetings.

(2) Update on the Councils current financial position - The Clerk updated the Council on its current financial situation. It had a total of £27640.29p in the bank at the end of October 2016 and £4808.73p in the business saver account. a.) To discuss and confirm precept and model Agreement. – It was agreed that the precept and Model agreement schedule should remain the same for the year 2017/2018.

13 Brompton and Sawdon Village Halls Brompton Village Hall -. The clerk has had information back from YLCA and a meeting is to be organised with YLCA, Mary Jones, Di Ford and the parish councillors. The boiler is faulty in the village Page - 3 - of 5

hall and also needs a new cooker. Di ford explained that they have a contingency fund for a new boiler, but if was to cost more than the fund, if the parish council would be willing to loan the extra money to cover the cost. It was agreed that the parish council would do this. Mary Jones said that the functions that are held at the village hall are doing extremely well this includes Village Ventures and the Variety show. Village Ventures will be providing a Christmas lunch with the school children attending to do a performance. Sawdon Village Hall – Foundations are almost completed behind the village hall and a goods container purchased to store all the equipment, Protected electric cable has been laid underground to supply light in the container when delivered. Drains and a soakaway have been installed by the front steps to deal with the flooding issue, this seem to be successful. Work started yesterday on the refurb itself, this will consist of the following ; Floor to be replaced and floor joists replaced where necessary. Ceiling to be replaced and insulation installed into the loft space to reduce heat loss. The lobby kitchen area to be completely re- designed to make the lobby/foyer smaller and the kitchen much larger. New kitchen units will be supplied and fitted in the enlarged kitchen space. These units are in addition to the new cooker and fridge already purchased a few weeks ago. The windows will be replaced with new more efficient double glazed units, Electrics and plumbing altered/renewed to suit the new design. The village will be closed until at least March 2017 for the work to be undertaken. Bonfire night was enjoyed by all, the night made a loss but was held for the enjoyment not for the profit.

14 Update on attendance at outside meetings – Cllr Stockill attended the Patient Participation Group at East Ayton, which was very good. Cllr Stockill has also attended the Southern area Parish forum. Matters raised were a Community Led Housing Presentation by Pete Duncan and also information on a village caretaker grant scheme. Cllr Stockill is to follow up a possible grant for work to be undertaken on Sawdon Dale footpaths by the caretaker.

17 Parish Issues Cllr Triffitt asked if a tree survey should be carried out at the Butts. He is going to discuss with Cllr Evans as to when it was last completed. Clerk to contact Scarborough Borough council to request a street sweeper for up Sawdon Village. Clerk to ask the caretaker if he could sweep the paths and around the bus shelter in grass cutting season. John Mudd kindly removed and disposed of the hedge cuttings from the cemetery. Clerk to write a letter of thanks. The yew bushes at the cemetery need cutting back, the council agreed that this would need to be the responsibility of the church. Cllr Gray would like to thank PCSO Richard Newcombe for delivering the neighbourhood watch sign to her. The footpath from Snainton to Brompton is slippy after the grass is cut and also is inaccessible for prams, motorised disability vehicles – clerk to contact Snainton Parish Council. 2 potholes outside Oakridge Farm on the Sherburn to Brompton Road – clerk to contact highways

The value of this phase is £20.5m and should lead to a further 12,500 households and businesses being connected at an average cost of £1500 per property/business. Locality Budgets: While no decision has yet been made on allocating Locality Budgets for the coming financial year it is likely that such sums will be provided, although not to the same level as the past two years. If the scheme is approved it will be important for villages in this division to come forward with funding schemes for projects to enable the allocation to be used. Nomination: NYCC has been shortlisted for the national Local Authority of the Year Awards. This is a great accolade at a time when the authority, the biggest in England, has had to wrestle with stringent budget cuts and members have attended many meetings to ensure the best possible services are delivered. Gritting: County Highways has 55,000 tonnes of grit in stock in preparation for the winter. Some of the 93 gritting trucks have already been in action following the change in the weather. Wykeham Forestry: the park's planning committee is to produce a design statement with the Forestry Commission on the future of this vast forest. Cllr D Jeffels is to speak to highways regarding Sawdon Balk, to look into the possibility of improving the boggy and rutted area at the bottom of the Balk and also the Grips from Brompton to Sawdon that need clearing.

9 Highways matters - Planned road works on the A64 between Rillington and East Knapton. The works involve resurfacing of the A64 carriageway, along with associated high friction surfacing, road marking and stud renewal. Due to other works taking place on the diversion route, the weekend closures required for some of the works have had to be delayed. Three full closures are still planned with these provisionally taking place 25th-28th November, 2nd-5th and 9th-12th December (weather permitting). During these weekends the A64 will be closed from 8pm on Friday until 6am Monday, between Pine Tree Avenue, Rillington and the B1258 (Malton Road) West Knapton. During the closures a signed diversion will be in place using the A169 and A170. 10 Planning matters a.) To discuss whether the PC wishes to make a personal appearance/submission to The Planning Committee regarding the Golf course application. This was agreed that Cllr Willbourne should attend. b.) To discuss how the PC look at Planning applications it was agreed that notification sent to the clerk will be emailed to the councillors upon receipt of the application and that planning applications are looked over before planning meetings.

(2) Update on the Councils current financial position - The Clerk updated the Council on its current financial situation. It had a total of £27640.29p in the bank at the end of October 2016 and £4808.73p in the business saver account. a.) To discuss and confirm precept and model Agreement. – It was agreed that the precept and Model agreement schedule should remain the same for the year 2017/2018.

13 Brompton and Sawdon Village Halls Brompton Village Hall -. The clerk has had information back from YLCA and a meeting is to be organised with YLCA, Mary Jones, Di Ford and the parish councillors. The boiler is faulty in the village Page - 3 - of 5

hall and also needs a new cooker. Di ford explained that they have a contingency fund for a new boiler, but if was to cost more than the fund, if the parish council would be willing to loan the extra money to cover the cost. It was agreed that the parish council would do this. Mary Jones said that the functions that are held at the village hall are doing extremely well this includes Village Ventures and the Variety show. Village Ventures will be providing a Christmas lunch with the school children attending to do a performance. Sawdon Village Hall – Foundations are almost completed behind the village hall and a goods container purchased to store all the equipment, Protected electric cable has been laid underground to supply light in the container when delivered. Drains and a soakaway have been installed by the front steps to deal with the flooding issue, this seem to be successful. Work started yesterday on the refurb itself, this will consist of the following ; Floor to be replaced and floor joists replaced where necessary. Ceiling to be replaced and insulation installed into the loft space to reduce heat loss. The lobby kitchen area to be completely re- designed to make the lobby/foyer smaller and the kitchen much larger. New kitchen units will be supplied and fitted in the enlarged kitchen space. These units are in addition to the new cooker and fridge already purchased a few weeks ago. The windows will be replaced with new more efficient double glazed units, Electrics and plumbing altered/renewed to suit the new design. The village will be closed until at least March 2017 for the work to be undertaken. Bonfire night was enjoyed by all, the night made a loss but was held for the enjoyment not for the profit.

14 Update on attendance at outside meetings – Cllr Stockill attended the Patient Participation Group at East Ayton, which was very good. Cllr Stockill has also attended the Southern area Parish forum. Matters raised were a Community Led Housing Presentation by Pete Duncan and also information on a village caretaker grant scheme. Cllr Stockill is to follow up a possible grant for work to be undertaken on Sawdon Dale footpaths by the caretaker.

17 Parish Issues Cllr Triffitt asked if a tree survey should be carried out at the Butts. He is going to discuss with Cllr Evans as to when it was last completed. Clerk to contact Scarborough Borough council to request a street sweeper for up Sawdon Village. Clerk to ask the caretaker if he could sweep the paths and around the bus shelter in grass cutting season. John Mudd kindly removed and disposed of the hedge cuttings from the cemetery. Clerk to write a letter of thanks. The yew bushes at the cemetery need cutting back, the council agreed that this would need to be the responsibility of the church. Cllr Gray would like to thank PCSO Richard Newcombe for delivering the neighbourhood watch sign to her.
