Mr. Brunwin then took the Chair. 2» Mij|utes The (abridged) Minutes of the A.G.M. held on 27th Jan. 1990 and circulated with the Agenda were taken as read and approved, 3. Matters Arising It was reported that Mr. A. Fidoe had resigned as Kuns Leader of the Stevenage/Nth. Herts Section in May 1990 and -had been succeeded by Mrs. Carole Green, 4. General Secretary's Report Mr.-Rowland said that the Club had concmued to floutish in" 'Strength of membership, finances, and in a wide range of cycling activities, these latter oeing mainly organ• ised locally by the txveive Section Secretaries, The main cycling event open to all was the 100-mile reliability ride organised by Doug Brunv^in which again had been well supported. During the year efforts had been maintained to achieve good commun- ication within the membership by regular reports of Committee activities in "Signpost'' and by the publishing of t3;ped minutes of meetings to all committee members so that those not attending-were kept informed. Apart from routine business the main items dealt with were % - Set-up of tVie Map Lending Library by Jim Stevens - • - - Re-write. of the Club's-history by Rose Ford and Eva Paine The decision to hold a 3-day event to celebrate the Club's 40th anniversary The renaming of certain sections The use of a computer to maintain membership records During the year some controversy arose on the venues for Committee Meetings being held outside London (allowed by the .rules since 1989) and from the implications of a letter published in '"Signpost", Both these matters were reflected by motions on the current A,G.M, Agenda (items 8 and 9). ^^p^^^ concluded Mr, w. Turner then asked whether the nominal entry fee of £1 for the 100 was sufficient to cover Mr, Brunwin s cost's. Mr. Brunwin replied that he was content to meet the balance of the costs involved. ^ ^ ^ , « i The report was.accepted unanimously 5. Treasurer's Report Mr. E. Gobell referred to the audited Statement of Accounts for the year ended 30th Sep.t, ,;1990, published with the Agenda and which showed an excess of Income over Expend• iture of £168 and a closing balance of £2064, The main item of expenditure was again the publication of "Signpost''' (£1251), an increase of some l5'/o on the previous year, being mainly cue to increased postal rates. In reply to a questioner, Mr, Gobell said that the Question of tax avoidance on building societj^ interest rates vjould be investigated. Mr. Gobell was thanked for his report X'jhich was accepted unanimously, 6. Membership Secretary's Report Mrs. E. Blake, reporting on her first year in office, said that membership vjas now approaching 800, Some 80 new members-had joined in the year but there had been several deaths. About 100 subscriptions due for renewal had not yet been paid . Now tb^t m.embershio records were maintained by computer only brief details of new members registered would appear in issues of 'Signpost", This point v^as queried by Mr. D. Ledger who proposed that the complete list of members be available to any member, subject to payment. over i';r. G. Hooper seconded the rfiotion. Procedure for nomination of Officers & Committee Members for election at A.G.M. The proposition by Mrs, M. Wright.that advance, nominations for all posts be obtained in writing and published in Signpost' prior to each A.G.M. v;as discussed. It apoeared that some misunderstanding of the circumstances of the election'of the MembershiD Secretary at the 1990 A.G.M. had occurred. The General Secretary stated that two nominations had been out to the meeting although one candidate had not^been present and tliat Mrs. S. Blake had been elected on a show of hands, r^^^ motion was then put and- LOST, 10. Club Map Librarian The Committee's proposal that this post be recognised and added to Committee was CARRIED, 11. Other Business (a) Fortieth Anniversary The Chairman report on the plans made for the proposed 3-=-day event on 14~16 May. 1991 He anticipated that overnight accommodation would be available at Club huts at Ugiey. There v7ouid be organiseo rides each day and was hoping that evening meals could be provided at the local Womew ^ Institute/ Hall using an outside caterer. Further details and a booking form would be included vjith the March issue of Signposf and Section Secretaries would be kept advised. The proposals, were given a general welcome, but one member regretted that no provision had been made for a week-end event to cater ror those still at work. Suggestions for the place of meeting on each date will be welcomed, bearing in mind that the total attendance could be 25 persons, although normally not more than 15 are present, and that nembers may be expected to contribute to the costs of any light •refreshments provided.

MINUTES OF COMMITTEE MEETING HELD ON 2ND MARCH, 1991 AT 1. THE AVENUE. BRENTWOOD, ESSEX

Present; Mr. D.W. Brunwin (Chairman) and 13 members, including co-opted member Mrs, Mo Wright, Apologies for Absence: Ms, C, Green; Mr, & Mrs, J, Rainbow; Mr, G, Hooper 1, Minutes of Meeting 10th November 1990 Mr, E, Gobell pointed out an error in Minute No, 5, The Club's operating surplus in 1989/90 had been £168 (not £18,6), Subject to this correction the Minutes were accepted as a true record. Arising therefrom the Secretary reported that a donation of £16 had been sent to the Luton and South Beds Hospice on behalf of Mr, J, Jefford in lieu of the tankard to which he had been entitled. 2, A.G.M. 26th January 1991 Mr, Rowland referred to the notes he had issued to all committee members summarising the decisions taken at the A,G,M, He had also written to the Chalice Foundation regarding the lack of cleanliness of the kitchen but had received no reply, although a verbal explanation of the difficulties had been given. The Chairman commented on the problem of hearing speakers in the hall, which might be mitigated by re-arranging the seating. It was then AGREED that the hall be booked again for 1992. Copies of the full minutes of the A.G.M, were then distributed to members present and on the proposition of Mr. W. Newman, Seconded by Mr. W, Godfrey, it was AGREED that these would be distributed to the club membership with the Agenda for the 1992 A,G,M.^ in preference to the abridged minutes previously issued. Arising from the Minutes, Mr, Gobell reported that he had ascertained that tax would not be avoided oh interest from the Club's building society account. 3, General Secretary's Report Mr. Rowland said that '80 Plus' tankards had been ordered for Mr. W.J. Paget (Benington) and Mr, Ben Crooke (Letchworth); seven more awards were due in 1991. Sadly, the deaths of Philip Boyden (Beckenham), Roger Harvie, Alice Kersey and Nobby Townsley had occurred since the last meeting, 4, Membership Secretary's Report Mrs, E, Blake reported that 30 new members had joined the Club and one former member had rejoinedo 71 members had not yet renewed their subscriptions. The meeting was reminded that Club Rule 6(d) stipulated that a member who had not renewed his subscription by 3rst January "may be deemed by the Committee to have resigned!' over...,. - 2 - The question of the further issue of "Signpost" to non-payers was then discussed and on the proposal of Mr, J» Stevens, seconded by Mr« H« R-umball, it V7as AGREED that the March issue of "Signpost" should not be sent to such members,

5, TREASURER'S REPORT Mr, E. Gobell reported a current balance of £3081.69 in the Building Society account, plus £31.66 held in cash. This was effectively a "start of the year" figure following the receipt of subscriptions and would reduce progressively as 1991 running expenses were paid, 6. SIGNPOST TEAM In reply to the Chairman's question. Editor Rose Ford said she had not so far received any response to her request for a3:^ticles on "Memories of 40 Years Ago", The March "Signpost" comprised 37 pages, printing was proceeding but despatch would not take place for at least another week, Mr, J. Stevens referred to the comparative purchase and postage costs of despatch in manilla and polythene envelopes. He: had decided to reserve the remaining stock of "polylopes" for overseas postage. The publication problems of the June issue were reported due to the holiday arrangements of both printer and despatcher. It was finally AGREED to bring forward the closing date for contributions to "Signpost" to 8th May 1991, Section Secretaries would need to prepare their next issue of runs lists early to enable typist Mary Cheesman to meet that date, 7, Map Librarian Mr, Stevens said that a supplement to the catalogue would be issued with the March "Signpost", After the first rush, relatively few further maps were being received, but some borrowings were taking place, 8, Section Secretaries - nothing special to report, 9, 40th Anniversary Celebrations (li^th-l^th May 1991) Mr. Brunwin reported on the enquiries he had made to date and the provisional arrangements made, which were summarised as follows:- (a) Club Huts - Victoria C.C. and Crest C.C, reserved for two nights. Comrades C,C, would be approached if numbers warranted, (b) Village Hall at Ugley - expected to be available on ^th and l^Tth May for evening meals - hire charge £5 per hour - maximum capacity 75 persons. Possible overflow hall at Newport, (c) A caterer was available who was also prepared to run a bar in the annexe to the hall. (d) A social evening was planned, the main event being a "Quiz" which Ken and Mavis Jones had offered to organise, A . raffle was also a possibility, subject to a volunteer organiser coming forward. (e) The proposed day runs would be in three groups - (a) 60-70 miles led by John Scrutton; (b) 40-60 miles led by Jim Stevens; (c) 30 plus miles which could include a conducted tour of arranged by Maisie Wright, over,,.,, - 3 -

(f) The estimated costs of overnight stay were £13 per night including meals. Following discussion it was proposed by Mr. W. Godfrey, seconded by Mr, E. Gobell and AGREED that a firm booking of Ugley Village Hall be made for ll^th and iSth May. It was further proposed by Mr. J. Stevens, seconded by Mrs, E. Blake and AGREED that the cost of hiring the hall and annexe be met from Club funds. Mr. Brunwin said he would proceed on the agreed lines. It would be impracticable to enclose a booking form in the March "Signpost" due to lack of time but he had produced a questionnaire giving details of the proposals. Interested members should then respond to him, following which booking forms would be issued, Mr, Brunwin was thanked for his hard work in preparing the proposals and it was suggested that Mr, John Coulson be approached on arranging further publcity for the event. 10. Date and Place of Next Meeting The Secretary said that he had received no suggestions as to venues for future meetings. It was agreed that the next meeting be held on 11th May 1991, the location to be decided later.

(c) Data Protection Act - reported no objection from any member to keeping names and addresses on computer - exemption from registration under the Act anticipated. (d) "Rose Ford" Plaque for best "Signpost" contribution in 1990 awarded to Mr. W.A. Newman, following postal ballot.

2. Club Rules 1991 A new set of rules will be published shortly, to incorporate the changes agreed at the A.G.M. 3. MINUTES OF COMMITTEE MEETING HELD ON 25TH MAY, 1991 AT 180, WESTERN ROAD, BILLERICAY

Present; Mr, D.W. Brunwin (Chairman) and 9 members. Apologies for Absence; Ms. C. Green; Mr. & Mrs. J. Rainbow; Mr. C. Oxley; Mr. W. Newman: Mrs. E, Blake; Mr. E. Gobell. 1. Minutes of Meeting, 2nd March, 1991 Accepted as a true record. There was no matter arising from the Minutes. 2. General Secretary's Report Mr. Rowland read out a letter addressed to the Editor of "Signpost" from Mr. Jim Shaw of Marlow, Bucks, regarding the apparent lack of interest in 40-Plus recruitment in his locality. The letter would appear in the June issue of "Signpost". After discussion it was agreed that no action need be taken by the Committee. The forthcoming awards of '80 Plus' tankards to George Whybrow (10/6/91) and Syd Lydall (11/7/91) was reported. It was hoped that a joint presentation ceremony might be arranged, possibly at the "Black Horse", Paslow Common. (Report accepted) 3, Membership Secretary's Report A written report from Mrs. Edie Blake was read out. 22 new members had joined since the March meeting, total membership on 11/5/91 standing at 746. Quite a number of foraer members had not renewed in 1991. There were two deaths - Doug Wade and Harry Sharratt. The report was accepted without comment but, sadly, it was noted that Mrs. Lily Turner, wife of Bill Turner, had recently died. Mr. J. Stevens asked whether proposers and seconders were called for to support applications from new members as a precaution against unsuitable recruits. No such practice existed and on balance it was felt that no action need be taken as these problems generally resolved themselves. (Report accepted) 4, Treasurer's Report A written report from Mr. Eric Gobell was read out, indicating that Club funds totalled £2,989.54 at 18/5/91, prior to any financial consquences arising from the 40th Anniversary celebrations (14-16/5/91) being taken into account. Mr. Gobell further reported that he had investigated the suggestion that the Club should open a Post Office Investment Account to obtain tax-paid interest. He had been advised that these accounts were for private individuals only and not available to clubs. (Report accepted) 5, "Signpost" Team Report Editor Rose Ford reported that the June issue, about to be published, would be slimmer than usual, and be within the 100 gram postal charge band. Jim Stevens said that the manilla envelopes would bear an additional 2%% VAT charge. (Report accepted) over. -2- 6. Map Librarian Mr. J, Stevens referred to his report in the June "Signpost". The quoted total of 466 maps held in stock had now increased to 520. A full set of Barts %-inch series was held, no more being required. He had also received a set of 36 maps of the O.S. Landranger series, retrieved by Mr. Len Maxwell from a closed library. 7. 40th Anniversary Celebrations Chairman Doug Brunwin reported on the outcome of the three-day event held at Ugley 14th-16th May. Due to his wife . Maisie's accident he had not been able to be present full time but had received the impression that the event had been generally successful. Three letters of thanks had been received - from founder-member Ted Groom, Alec Cliff and Fred Mehew, The sub• committee had spent a full day in the area in preparation and others had made their contribution to the success of the venture. Some difficulty had been caused by ten members not returning their booking forms after indicating their interest on the enquiry forms, necessitating extra telephone calls. Two people had failed to pay for what they had received. Financially the event had been largely self-supporting, charges to members being £8.50 per evening meal and £3.00 per overnight stay at the Club huts. £12 had been received from overnight campers and . £44 profit from the raffle organised by Mrs. Barbara Woods. 103 people had taken part in the events. Total income was £t211.5P- and expenditure £1270,39. In addition to payments to caterers, £250 had been paid to the Crest, Shaftesbury and Victoria C.C. for use of their huts. The Eagle R.C. hut and car park had been used on 16th May for toilet facilities etc. and members had been asked to place donations in the box provided. The Eagle R.C. would be asked if they were satisfield with whatever was received. The loss of £58.89 included £25,90 incurred for telephone and postal charges. On the proposition of Mr, J. Stevens, seconded by Mrs. K, Coldwell, it was agreed that the latter sum be debited to normal Club administration charges, leaving a sum of £32,99 as a nett loss on the event. In discussion members expressed their appreciation of the success of the event. The catering had been very good and the lunch at Gamlingay had been very well organised and served. The runs had been most enjoyable although the 'A' ride had perhaps been a little too far. (The 'C' ride leader said he had started out with some 25 followers but only 3 had survived the full 36. milesi). There was a general feeting that a similar form of get-together might be held at intervals (say 3-5 years), perhaps organised by another section but it was agreed that reactions should first be received and discussed at a later meeting, over i -3-

The Chairman then put forward the suggestion that the facilities at Ugley might be used as the base for a future '40-Plus 100* event, say in 1992, to enable new countryside to be visited and more people to take part, including new helpers, Mr, J, Scrutton then proposed a hearty vote of thanks to Chairman Doug Brunwin for his outstanding efforts to ensure the success of the 40th Anniversary celebrations, at a time of great personal stress. This was carried with acclamation. 8. Section Secretaries' Reports John Scrutton referred to the car assisted iltun by Essex 'A' on 27th June from Castle Hedingham. MINUTES OF COMMITTEE MEETING HELD ON 17TH AUGUST, 1991 AT 58 WOODWAY, HUTTON. BRENTWOOD

Present: Mr. D.W. Brunwin (Chairman) and 11 members.

1. Minutes of Meeting, 25th May, 1991; Accepted as a true record subject to the deletion in Minute 6 of the name "Len Maxwell" and insertion of "Doug Brown".

2. Matters Arising (a) Signpost postage cost - Mr. Stevens reported that the June issue had in fact fallen into 150 gram price band, despite trial weighing of sample copy, therefore incurring a postal charge of 32p per copy. (Minute 5) (b) Cross Keys Caf^ had now resumed Sunday opening (Minute 8). 3. General Secretary's Report; Mr. Rowland said that Club activities in the last quarter had been overshadowed by the tragic death of Alan Emery (Billericay) following a road accident and serious injury to Charlie Merrett (). A donation of £65 had been paid to the CTC Action Fund in Alan's memory, from contributions received from local 40+ members. Bob Rolfe (Romford) had died in his 80th year and £70 had been similarly donated to St. Francis Hospice at Havering-atte-Bower. Sadly, the loss of Tony Perkins (Newport Pagnell) and of Ron Drew (Luton) had also been reported. But all were delighted by the good recovery of Maisie Brunwin (Brentwood) after a long period of anxiety following her accident. The main club event had been the 40-Plus '100' held on 11th July (Minute 9). An '80-plus' tankard had been presented to George Whybrow and a plaque to Syd Lydall (both Southend) and a belated tankard had been ordered for 84-year-old George Canham (Worthing) who had held the post of Secretary in the years 1955-59. Three further members were expected to qualify for tankards in October. 4. Membership Secretary's Report Mrs. Blake said that 14 members had joined (or renewed) since the last meeting. 5. Treasurer's Report Mr. Gobell said that Club funds stood at £2,562 including £31 held in cash. Despite the healthy balance much of this sum represented commuted subscriptions paid in advance and a slight loss was anticipated on the year's working. Postal charges for 'Signpost' would be going up and the Committee would need to consider a recommendation to the next A.G.M. for a further increase in annual subscriptions. Continued over.,, - 2 -

Officers were reminded that the financial year would end on 30th September and claims for expenses etc. should be submitted without delay for inclusion in the annual balance sheet. 6. "Signpost" Team Editor Rose Ford said that she had received only one reply (from Mrs. E. Engel) on the "What Were You Doing In 1951?" theme. Mr. J. Stevens said that distribution of the September issue would be somewhat delayed due to holidays of himself and printer Bill Newman. 7. Map Library Maps held now totalled 553. Use continued to be made of the borrowing service. 8. Section Secretaries' Reports; Mr. J. Scrutton said that arrangements for the Essex 'A' Section's steak and kidney lunch at White Roding had been delayed due to a change of licensee at the 'Black Horse'. Mrs. E. Engel had again agreed to organise the Christmas lunch on 5th December ^t Epping. Mr. J. Rainbow referred to a recent "Train & Bike" run organised in Kent to Crafty Green, near Headcorn. The Wednesday runs were attracting over 20 members and were to be divided into "A" and "B" sections, the younger element to be led by Ray Belsey. Following a suggestion that a combined run between Essex "B" and Stevenage sections might be feasible using car assistance the Chairman asiced whether the Committee should take on the organisation of an inter-section run in 1992, posisibly to be based on the Eagle R.C. hut at Ugley, where car parking space was available. In view of the likely numbers special arrangements would need to be made for meals, etc. Members agreed to put out "feelers" and report again in due course. It was also reported that the Women's Institute at North Weald had been forced to close down their facilities after the local council had increased the rent. 9. 40-Plus '100' Mr. D, Brunwin said that this event had attracted 75 members on 11th July, of whom 64 started, most of whom completed the course within their allotted times, only a few had failed to complete the event. The 'Black Horse' at Paslow Common ad done well in providing facilities, but he had received a complaint that the men's toilet at the Buttery, White Roding, had been left in a bad state. Members felt that one W.C. was inadequate to cope with the numbers involved, the main problem being felt to be water splashed on the floor from the wash-basin. The Chairtiian agreed to write to the proprietor expressing concern and offering an apology. Continued over.. - 3

10, "Get Well Cards" In reply to an enquiry by Mr. J. Scrutton it was agreed that cards should continue to be sent, but any help with locating cards with a cycling theme would be welcomed.

11. Next Meeting By invitation of Mr. W. Godfrey, to be held on Saturday, 16th November 1991 at 91 Kirkland Avenue, Clayhall, Ilford, Essex.

2. Matters Arising (a) Possible combined run Essex 'B' and Stevenage Section - Ted Brampton said he had spoken again to Carole Green. The idea of a lunch-time meet at Barwick Ford had not been pursued. A summer meet at Haultwick was to be considered, where there would be sufficient space in the garden, (b) The Chairman said he had decided not to write a letter of apology to The Buttery, White Roding. Various members had visited the cafl on occasions since, without any comment being made, and the matter could be considered closed. An alternative venue for the 40-Plus '100' tea stop might be possible,

5. General Secretary's Report Mr, Rowland reported on letters received from Mrs. Maisie Crooke (Ben's widow) thanking the Club for their sympathy; and from Charles Cossor (Barking) on the BB^ programme "Prime Time" aimed at 55+ year olds. He had passed information regarding the Club to the producer, Jill Cain, via his daughter who worked for the BBC. Members, suggested that the 40-Plus '100' could form the basis of a programme on 55-year-old plus riders in 1992. Mrs. J, Rolley had written to advise of her move from Stevenage to Northumberland and had expressed her appreciation of the Club's activities, especially "Signpost", Following the recent death of John Sams (Romford) his family had written to thank the Club "for the flowers sent to the funeral". These had, in fact, been arranged by Frank Wright on behalf of the Crest c,C, The family had been advised accordingly and they had asked for help in selling their father's cycle (action being taken by W,R,). A letter from Peter Painter offering to set up Sunday runs in E, Herts had been withdrawn. Frank Lake (Tolworth) had been presented with an ^0 plus' tankard and those for Cyril Henrv (Cookstown, Nthn. Ireland) and Kenneth Hulme (Hatfield) were now in hand. Joe Simpson (Worthing) had declined the offer, asking that its cost (approx. £20) be regarded as, in effect, a donation to the Club. Awards to 1991 qualifiers were now completed, 4. Membership Secretary's Report Mrs, E. Blake reported that membership now totalled 780, including 21 new members. The recent letter in "Cycling Weekly" by Heather Reeves had prompted 5 enquiries, two of whom had joined the Club, Six persons would become eligible for life membership in 1992 (Club Rule 6(b) ) and she hoped that a complete list of life members could be published in the next issue of "Sigpost", Sadly, the Club's oldest member, Bert Harris, had died on 13th November aged 94. Mrs. Blake produced a list of 12 members who were due to qualify for '80-plus' awards in 1992 and drew attention to the unhappy situation of Charlie Merrett, now domiciled in a nursing home in Hitchin. In view of the state of his memory it was doubtful whether he could appreciate the award of a tankard or take any interest in issues of "Signpost". Members felt that the situation should be discussed with Mrs. Eve Engel and her advice taken. (Mr. W. Newman later referred to his own visit to Chas. Merrett). It was also agreed that renewal reminder slips should again be sent out to the relevant members paying commuted subscriptions and that Mrs. Blake could set up a payments table at the Eastern Sections' Christmas lunch. Discussion on the need to order a further stock of metal badges was deferred until the next meeting.

over - 2 - 5* Treasxirer's Report Mr. E, Gobell reported that the Club accounts for the year ended 30th September had been duly completed and audited, showing a net profit of £247.47 on the year's working. However, there would have been a deficit of some £252 had not the Club received £500 under the will of Mr. A.V. Palmer of Stevenage. The Club's funds currently stood at £2,514.45, Mr, Gobell then explained that there had been a fall in subscription income in 1991 compared with the previous year due to comparatively few members needing to renew their commuted five-year subscriptions. He recommended that the committee should propose an increase in subscriptions at the next AGM, There followed a full discussion during which it was pointed out that the cost of producing and dispatching "Signpost" would inevitably rise with inflation and that any decision at the AGM could not be applied until January 1993. I't was then proposed by Mr. J. Rainbow, seconded by Mr. W, Godfrey and RESOLVED TO RECOMMEND to the AGM:- (a) That annual subscriptions be raised by £1.00 to £3.50 per annum (£4.00 p.a. for married couplies) from 1st January 1995* commuted subscriptions being adjusted accordingly as they fell due. (b) That the Committee be empowered to set the level of annual subscriptions from January 1994 onwards. Approval was also given to the reimbursement of £241.13 due to Mr. W. Newman for purchase of stationery, etc.. It was noted that delay could occtir if authorisation had to wait for a full meeting of the Committee and AGREED that in future the Chairman and General Secretary be authorised to approve payments exceeding £100. Finally, Mr. Gobell announced that he wished to resign from the post of Treasurer after five years' service - a decision received with regret. 6. "Signpost" Team Mrs. R. Ford reported that the Christmas issue was well in hand. She had been asked by the Secretary of the Kent D.A. of the CTC to judge the year's best article in that D.A.'s magazine, Mrs. E. Paine had agreed with her choice. It was then suggested that information regarding the "Fellowship of Cyclists - London East" might appear in "Signpost", and agreed, Mr. Rowland said it would be necessary to hold the dispatch of the Christmas issue until 15th December in case any last-minute items had to be included on the AGM agenda, 7. Section Secretaries' Reports Mr. J, Scrutton said that 40 Eastern section members had attended the Steak & Kidney Pie lunch at White Roding. Mr. J. Rainbow referred to the film show and supper attended by 18 members in Kent and announced the holding of a Christmas lunch on 11th December at the "Chequers", Crouch, near Borough Green. All would be welcome subject to advance booking. Mr. Brampton had found a new place for 'll's' at North Weald Golf Course. Mr. Stevens said that there was now a caf^ available at the Garden Centre on the A 414 near the turn-off for . . Mr. Rumball reported that 20 members had attended the East Herts lunch at Ware. 8. Annual General Meeting ; 25/l/92 Mr. Rowland reported that Mrs. Eva Paine had again volunteered to organise the catering arrangements. The full minutes of the I99I AGM would accompany the Agenda. To date he had received no motions for the Agenda from outside the Committee. On the election of officers for 1992, a new President would need to be nominated at the conclusion of Mrs. Rose Ford's year of office, as well as a new Treasurer following Mr. Gobell's resignation. The remaining club officers indicated their willingness to serve for a further year, subject to re-election. It was hoped that all Section Secretaries would

continue in office, it being noted that Mr. Roy Challenger had given up his work with the Southend Section and Mr. Francis Barrett had taken over.

9. Boulogne Randonn^e 1991 Mr. W. NewTTian paraded the trophy awarded to the 40-plus for providing the 3rd highest Club attendance. Mr. W. Turner had won the award for the oldest member to complete the 100 km. course.

10. Next Meeting To be determined after the AGM. Meanwhile, thanks were due to Mr. & Mrs. Godfrey for their excellent hospitality.

Matters Arising It was reported that Mr. A. Fidoe had resigned as Kuns Leader of the Stevenage/Nth. Herts Section in May 1990 and had been succeeded by Mrs. Carole Green; 4, General Secretary's Report Mr, Rowland said that the Club had concmued to flourish "in" 'strength of membership, finances, and in a wide range of cycling activities, these latter oeing mainly organ• ised locally by the welve Section Secretaries. The main cycling event open to ail was the 100=mile reliability ride organised by Doug Brunvjin which again had been vijell supported. During the year efforts had been maintained to achieve good commun• ication within the membership by regular reports of Committee activities in "Signpost" and by the publishing of typed minutes of meetings to all committee members so that those not attending were kept informed. Apart from routine business the main items dealt with were;- Set-up of the Map Lending Library by Jim Stevens Re-write of the Club's history by Rose Ford and Eva Paine The decision to hold a 3-^day event to celebrate the Club's 40th anniversary The renaming of certain sections The use of a computer to maintain membership records During the year some controversy arose on the venues for Committee Meetings being held outside London (allowed by the rules since 1989) and from the implications of a letter published in ^""Signpost'"', Both these matters were reflected by motions on the current A.G.M. Agenda (Items 8 and 9). Report concluded Mr. w. Turner then asked whether the nominal entry fee of £1 for the '100' was sufficient to cover Mr. Brunwin's costs. Mr, Brunwin replied that he was content to meet the balance of the costs involved. ^, ^ ^ , . The report was accepted unanimously 5. Treasurer's Report Mr. E. Gobell referred to the audited Statement of Accounts for the year ended 30th Sept. 1990, published with the Agenda and which showed an excess of Income over Expend• iture of £168 and a. closing balance of £2064. The main item of expenditure was again the publication of Signpost''' (£1251), an increase of some 15% on the previous year, being mainly due to increased postal rates. In reply to a questioner, Mr. Gobell said that the Question of tax avoidance on building society interest rates would be investigated. Mr, Gobell was thanked for his report which was accepted unanimously, 6, Membership Secretary's Report Mrs, E. Blake, reporting on her first year in office, said that membership vjas now approaching 800, Some 80 nevi members had joined in the year but there had been several deaths. About 100 subscriptions due for renewal had not yet been paid , Now that membership records were maintained by computer only brief details of new members registered would appear in issues of 'Signpost'-. This point was queried by Mr, D, Ledger iv4io proposed that the complete list of members be available to any member, subject to payment. over Mr. G. Hooper seconded the motion. After an amendment that such a charge should be £20 per time was carried, the motion was put and lost by a large majority. . Engels- Club Rule 5(a.) = Delete after "Presiaent (v7ho may be elected etc.) and insert "who shall not be eligible for re-election'' - was put to the meeting and CARRIED. 8 .Location of ^Cpmmittee. Meetings The Cliairman stated that as the four proposals 8(a) to 8(d) 'i^er^ contradictory, each would be taken separ• ately.- 8(a) - Proposed by Mrs. M, Wright "that Committee Meetings be held within the London Transport area" - was discussed in the light of two members' complaints that it was impracticable for them to attend meetings in Essex and Kent and that it would be fairer if all had to travel to London, The motion was put and LOST. 8(b) - As neither proposer nor seconder was present and no proposal made from the floor the motion was not put.i 8(c) - Proposed by Mrs. R. Ford ''that the venue for Committee Meetings shall be at the discretion of the General Secretary etc... - was. ' then put and CARRIED. 8(d) - (Meetings to, be held at a Central point in London) was conseq• uently considered lost and not put to vote. 9. Procedure for nomination of Officers & Committee Members for election at A.G.M. The proposition by Mrs. M. Wright that advance, nominations-for all " ' posts be obtained in writing and published in Signpost prior to each A.G.M, was discussed. It appeared that some misunderstanding of the circumstances of the election of the Membership Secretary at the 1990 A,G.M, 1-iad occurred. The General Secretary stated that two . nominations had been put to the meeting although one candidate nad not been present and that Mrs. £. Blake had been elected on a show of hands. The motion was then put and LOST. 10. Club I^Iap Librarian The Committee's proposal that this post be recognised and added to Committee was CARRIED. 11.
