LCL - Persis Cup 2017 T10 – Rules T10 Format: • Total 8 teams in the league and divided into 2 groups. • First round of matches is round robin, each team play 3 matches in the group. • All the teams are ranked from 1 to 8 based on the results. • In case of same points, (scores/NRR) are considered for the difference, Captains should ensure scores are done properly/correctly on both innings. • Top two teams from each group qualify for semifinals. • Bottom 2 teams from each group will be eliminated from tournament. • Teams ranked A1, A2, B1, B2 will play in semifinal. o A1 x B2 o A2 x B1 • Maximum of 11 players per side all the time except during power play. • Two bowlers can bowl maximum of 3 overs. Generic Guidelines: • All the games have to played on the scheduled date and time. If a scheduled game cannot be completed within the scheduled date and time the game will be called a no result and no points will be awarded to either team. • A minimum of 7 players have to be present on the field by the time of the toss. Failing to do so can result in forfeit of the toss (only if opposition asks for the rule to be enforced). • The umpires will wait a maximum of 30 minutes from the scheduled game time and if any of the teams does not have a minimum 7 players on the field the umpire can award the game to the opposition (only if opposition asks for the rule to be enforced). In this instance all the points will be awarded to the team which is present on the field. • Both captains have to declare the playing 11 before the start of the game (toss), it is the captain’s responsibility to collect list from the opposing team. In situations where this action is not done there cannot be any argument from either team about who the playing 11 are. • A player showing up late when batting first has to wait same number of overs before he sent for batting or has to wait until 5 wickets are down on batting side and he has to wait/field same numbers of overs before he is called for bowling. e.g. If player shows up while 5th over in play, he has to wait until 10th over to bat or if batting side lost 5 wickets. While fielding player has to wait for 5 overs before he asked to bowl. • Catch on the boundary line is umpire call, if umpire needs, he may ask player to stay at the location of the catch until umpire makes decision. • Each team will be given 45 minutes to complete its quota of 10 overs. Failure to do so will result in fine for the captain (Please refer to fines section for details). Umpire will consider additional time for any unforeseen delays during the innings. • If the umpires can’t resolve an on field dispute, they can contact the committee to find out the true interpretation of the rules. Any committee member who is playing in the game in dispute can’t represent the committee to resolve the dispute. • During the game if any dispute occurs, only captains are allowed to discuss with umpires. • Any indiscipline reported/recorded by the umpire to committee, such team/team member will be fined and suspended from the league. • Fines can only be monetary or suspensions for the players/captain and cannot include win points accrued by the offending team. Boundary: • The length of the boundary needs to be 165 feet. • The batting team provides the balls for their innings. • Tournament will be played with T ball numbered A1227. • In the event of loss/tear of the playing ball, an older ball in the same condition can be used. If the same is not available a new ball can be used. Power Play: • Power play will be in place for 3 consecutive overs chosen by the batting team in each innings. • If the batting does not choose a power play for the first 7 overs, last 3 overs of the innings will automatically be enrolled as power play. • Two fielders from the bowling team need to sit during the power play. i.e. only 9 fielders are allowed on the field. On power plays, in any circumstance only 9 fielders allowed in the ground. • A fielder who is sitting out during the power play is allowed to bowl the intermediary over and go back to pavilion again as long as two fielders are sitting out. Fine/Penalty: • Every team should umpire for 2 weeks, as stated in the fixtures. • Please note that this is mandatory and will help us for smooth scheduling of the league. • Please note that penalty of $30 per umpiring no-show must be paid by the team to the committee. • A fine of $25 will be levied on the captain if his team cannot complete its quota of 10 overs with 45 minutes. Umpire will consider additional time for any unforeseen delays during the innings. No Balls/free hit/Wide and other extras: • There will be no leg-byes and a batsman cannot be run out for a leg bye. • Batsman can run byes. • Wide line will be marked 2 feet from off stump. • Any ball bowled on the leg side will be called a wide. • Any ball bowled by the bowler while overstepping the popping crease is called a no ball and a free hit will be awarded for the next legitimate ball. • If the ball deemed a free hit is a wide or a no ball, the free hit will be carried over to the next legitimate ball. • Any ball bowled full toss above waist height to the batsman is called no ball and this is not a free hit. Contrary to this situation if the ball hits the wickets, the batsman will be adjudges as being bowled. • A batsman can only be run out on a free hit and any other mode of dismissal (including stumping) is invalid. • Bowler must declare the guard before the start of his first ball, in case of not informing guard, umpire can call it as no ball, this is not eligible for free hit. • If bowler is in continuous spell he doesn’t need to declare guard on start of every continuous over. If batsman changed, its umpire to inform guard to the batsman if at all required. Any rule not defined in this document will by default be aligned with ICC rules, in case of any confusion while interpreting any of the rules please reach out to committee. Points calculation: The following point system will apply: 1) Win 4, Tie / No Result 2, Loss 0. 2) 1 Bonus Point will be awarded to the Winner if [(WinnerRunRate - LoserRunRate) / WinnerRunRate] >= 0.15, else the Loser gets the bonus point. In case of a tie/rainout/cancelled game, no team gets the bonus point. In the event a result is decided by extra-ordinary means [e.g. game awarded to a team based on a technicality], the bonus point is not awarded. 3) In the event of teams finishing on equal points in any division (or pool or group), rankings will be decided as per the following criteria: Ø Team with higher number of wins will get a higher rank Ø When two teams have equal points and equal wins, the team which was the winner of the head to head match played between them will be placed in the higher position. When more than two teams have equal points and equal wins, the team which was the winner of most number of matches played between those teams will be placed in the higher position. For example, if 3 teams are tied in the following scenario: a) Team A beat team B but lost to Team C b) Team B lost to A but did not play Team C c) Head-to-head: Team A is 1-1 (50% win) Team B is 0-1 (0% win) and Team C is 1-0 (100% win) d) So Team C is ranked higher than Team A and Team A higher than Team B. Ø If still equal, the team with the higher net run rate (overall NRR considering all the matches played at that point) will be placed in the higher position (refer to NRR section below for the calculation of net run rate). Ø If still equal, the team with the higher number of wickets taken will be placed in the higher position. Ø In the highly unlikely event that teams cannot be separated by the above this will be done by a random draw. 4) Example Scenarios: Scenario 1: Team A, Team B, Team C are all tied with 6 points Team A beat Team B, Team B beat Team C and Team A did not play Team C Among the 3 teams: Team A has won 1 out of 1 game head to head - their win percent is 100% Team B has won 1 out of 2 games head to head - their win percent is 50% Team C has won 0 out of 1 game head to head - their win percent is 0% So Team A is ranked 1, Team B 2, Team C 3 - NRR does not matter Scenario 2: Team A, Team B, Team C are all tied with 6 points Team A beat Team B, Team B beat Team C, Team C beat Team A Since the 3 teams are tied on head-to-head record, ranking will be based on NRR Scenario 3: Team A, Team B, Team C are all tied with 6 points Team A beat Team B, Team C did not play either Team A or Team B Among the 3 teams: ………Team A has won 1 out of 1 game head to head - their win percent is 100% ………Team B has won 0 out of 1 game head to head - their win percent is 0% ………Team C did not play either Team A or Team B but has 0 losses Team C is ranked higher than Team B because they have neither won nor lost and Team A ranks highest because they won and Team B ranks lowest because they lost.
