1.0 INTRODUCTION

1.1 This Transport Statement (TS) has been prepared by Cole Easdon Consultants Limited (CEC) on behalf of Hills Homes Developments Limited, in respect of a full planning application for a proposed development comprising 26 dwellings on land off Sand Pit Road, Calne. Refer to CEC Plan 5001/202 [Site Location and Accessibility Plan] contained in Appendix 1.

1.2 This TS considers the traffic, transportation and highway implications associated with the development, including matters specific to the local highway network, the accessibility of the site by sustainable transport modes, the proposed access arrangement and parking provision, and the predicted vehicle trip generation.

Requirement for Study 1.3 National Planning Practice Guidance (NPPG; March 2014) includes guidance on the need for and scope of Transport Assessments and Travel Plans. The NPPG requires the need for a Travel Plan, Transport Statement or Transport Assessment where a development will generate a significant amount of movements. The NPPG adds that Local Planning Authorities must make a judgement as to whether a development proposal would generate a significant number of movements based on local context.

1.4 The NPPG states that the scope and level of detail in a transport assessment will vary depending on the site. The modest scale of the proposed development is such that, ordinarily, neither a Transport Assessment or Transport Statement would be necessary, where typically the threshold for these begins at developments of 50+ dwellings. Notwithstanding, this Transport Statement has been prepared for completeness and to demonstrate that the proposal is considered to be acceptable in highway and transport terms.

Background 1.5 CEC has the benefit of having been involved with the outline planning application (reference N/11/03524/OUT) and, indeed, the subsequent reserved matters application, relating to the development of 200 dwellings on land on the opposite (northern) side of Sand Pit Road. As such, this TS has been informed by the Transport Assessment prepared for that planning application, and has adopted common threads such as the vehicular trip rates for example.

Scope 1.6 The structure of this Transport Statement is as follows: . Section 2.0 describes the transportation planning policy considerations; . Section 3.0 provides an appraisal of the existing site conditions, local highway network and accident record; . Section 4.0 outlines the development proposals; . Section 5.0 demonstrates the site's accessibility by sustainable modes of travel; . Section 6.0 discusses the predicted vehicular trip generation of the proposed residential use; and . Section 7.0 summarises with discussion and conclusions.

2.0 PLANNING AND POLICY CONTEXT

2.1 This section of the report presents an appraisal of the relevant planning and policy documents at national and local levels: National . National Planning Policy Framework (March 2012)

Local . Wiltshire Core Strategy (January 2015) . Third Wiltshire Local Transport Plan (March 2011)

National Planning Policy Framework (March 2012) 2.2 The National Planning Policy Framework (NPPF) was adopted in March 2012 and sets out the Government's view of what sustainable development in England means in practice. The NPPF replaces over a thousand pages of national policy in order to allow 'people and communities back into planning'.

2.3 The NPPF makes clear that there is a presumption in favour of sustainable development, stating 'planning should operate to encourage and not act as an impediment to sustainable growth'. With regard to transport, one of the policy's objectives is to 'support reductions in greenhouse gas emissions and reduce congestion'. The requirement for Transport Assessments, is retained for developments that generate significant amounts of movement. The NPPF continues that 'Plans and decisions should take account of whether: . the opportunities for sustainable transport modes have been taken up depending on the nature and location of the site, to reduce the need for major transport infrastructure; . safe and suitable access to the site can be achieved for all people; and . improvements can be undertaken within the transport network that cost effectively limit the significant impacts of the development'.

2.4 The conclusion to these points is that 'development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe'.

Wiltshire Core Strategy (January 2015) 2.5 The Calne Area Strategy, contained within the Core Strategy, relates that 'the close proximity of the area to the M4 has attracted key employers in the past and it is identified as a strategic employment location in Wiltshire'. should be brought forward in accordance with Core Policy 2 (relating to a sustainable delivery strategy) and phased throughout the plan period to deliver homes in a balanced manner that will enable infrastructure and traffic congestion issues to be addressed. Core Policy 8 [Spatial Strategy: Calne Community Area] states that over the plan period (2006- 2026), some 1,605 new homes will be provided within the Community Area, of which 1,440 'should occur at Calne… Growth in the Community Area over the plan period may consist of a range of sites in accordance with Core Policies 1 [Settlement Strategy] and 2'. The Core Strategy states that the actual level of growth proposed for Calne could not facilitate the delivery of an eastern distributor road to alleviate town centre traffic. Whilst the proposed development site is not specifically allocated within the Core Strategy, an additional 26 dwellings will not alter this potential piece of infrastructure's current delivery status.

2.6 Core Policy 3 [Infrastructure Requirements] requires all new development 'to provide for the necessary on-site and, where appropriate, off-site infrastructure requirements arising from the proposal'. Core Policy 60 [Sustainable Transport] relates that 'the council will use its planning and transport powers to help reduce the need to travel… and support and encourage the sustainable, safe and efficient movement of people and goods within and through Wiltshire'.

2.7 Core Policy 61 [Transport and New Development] requires that new development should be located and designed to reduce the need to travel particularly by private car, and to encourage the use of sustainable transport alternatives. Core Policy 62 places a further requirement on the developer to provide appropriate mitigating measures to offset any adverse impacts on the transport network at both the construction and operational stages. Core Policy 64 [Demand Management] refers to, amongst other measures, minimum residential parking standards.

Third Wiltshire Local Transport Plan (March 2011) 2.8 The local highway authority's third Local Transport Plan (LTP3) sets out the council's objectives, implementation plans and targets for transport in Wiltshire. The LTP3 aims to contribute to the DfT's overarching national transport goals to support economic growth; reduce carbon emissions; promote equality of opportunity; contribute to better safety security and health and improve quality of life and a healthy natural environment.

2.9 Policy SO12 of the LTP3 seeks to support planned growth in Wiltshire and ensure that new developments adequately provide for their sustainable transport requirements and mitigate ______QMF 12.25 ISSUE 5 Cole Easdon Consultants (CEC) 4 JULY 2016 TRANSPORT STATEMENT PROPOSED RESIDENTIAL DEVELOPMENT, LAND OFF SAND PIT ROAD, CALNE, WILTSHIRE ______

their transport impacts. An identified indicator to measure progress against the aims of this policy includes accessibility from developments to a range of services by walking, cycling or public transport, against which the proposed development rates highly. Indeed, the accompanying Accessibility Strategy describes how, in 2011, only 14.8% of households did not have access to a car but that 'through sustainable development and appropriate transport planning the need to own and travel by car could be reduced'.

Proposed Development 2.10 This Transport Statement seeks to identify how the various policies identified above are supported by development at Sand Pit Road, Calne.

3.0 SITE LOCATION & HIGHWAY NETWORK

Site Location 3.1 The proposed development site is located south of Sand Pit Road in Calne, Wiltshire and comprises of land as shown on CEC Plan 5001/202 [Site Location and Accessibility Plan], included within Appendix 1.

3.2 The site is bound by Oxford Road to the west, by a field boundary (hedgerow) to the east and by the rear curtilage of existing dwellings off the highway known as both Oxford Road and The Kilns. The site currently comprises of agricultural land, and has an existing gated access from Sand Pit Road. Directly opposite the site is the Porte Marsh Industrial Estate, which offers significant employment opportunities.

3.3 Calne town centre is located approximately 900m (0.5 miles) to the south of the site, whilst Chippenham is located some 9.0km (5.5 miles) to the west. Swindon is located approximately 20km (12.4 miles) to the northeast, whilst Trowbridge is located approximately 20km to the southwest.

Other Nearby Developments 3.4 The proposed development site lies adjacent to other recent and consented residential developments. These are referred to as necessary throughout this TS and can be summarised as follows. These sites are also shown on CEC Plan 5001/202 [Site Location and Accessibility Plan] within Appendix 1: . GFL Developments – land to the immediate east of the proposed development site. Outline planning approval was obtained for 12 dwellings in May 2015 (ref. 14/03053/OUT), with reserved matters approval obtained in January 2016 (ref. 15/07282/REM); . Robert Hitchins Phase 1 – land southeast of Sand Pit Road, to the southeast of the proposed development site. The outline planning application (ref. 08/02438/OUT) submitted in October 2008 for up to 350 dwellings was allowed on Appeal in January 2010. This development has subsequently been largely built out by Redrow (development known as 'Steeple Chase') and Persimmon (development known as 'The Oaks') and is understood to comprise 285 dwellings; . Hills Homes Developments – land off Oxford Road, and north of Sand Pit Road. The outline planning application (ref. N/11/03524/OUT) was submitted in October 2011 for 200 dwellings and was allowed on Appeal in September 2012. application (15/05831/REM) is currently under consideration. Access is proposed via a new roundabout junction on Oxford Road; and . Robert Hitchins Phase 2 – land south of Abberd Lane. The outline planning application (ref. 13/02833/OUT) submitted in August 2013 for up to 125 dwellings was allowed on Appeal in October 2014. A reserved matters application for 124 dwellings was approved in August 2015. Barratt Homes are marketing this development as 'The Rushes'.

Local Highway Network 3.5 The site is considered to offer good access to the local highway network, being located adjacent to Oxford Road, which links to the A3102 Beversbrook Road (Calne Western Bypass), and also to Lyneham, Wootton Bassett, and Swindon via the A3102.

Oxford Road 3.6 Oxford Road is a single carriageway road linking the A4 at Curzon Street, in the town centre to the south at a mini roundabout junction, with the A3102 Beversbrook Road, to the north at a roundabout junction. Beyond this junction, the A3102 continues north through Lyneham, Wootton Bassett, and Swindon. Adjacent to the northwest corner of the site Oxford Road forms a roundabout junction with Sand Pit Road.

3.7 In the vicinity of the site, Oxford Road has a footway principally along its western side, facilitating pedestrian movement north to and from the Porte Marsh Industrial Estate. The roundabout with Sand Pit Road is covered by a 30mph speed limit which continues south into the town centre. North of the roundabout with Sand Pit Road, it is subject to a 50mph speed limit. Footways are available along both sides of the carriageway south of the boundary with proposed development site. Views of Oxford Road looking north from the roundabout with Sand Pit Road and looking south from adjacent to the site are shown within Photographs 3.1 and 3.2 respectively.

3.8 The Appeal Decision for the 'Robert Hitchins 1' development refers to a unilateral undertaking that includes '£250,000 of improvement works to Oxford Road, footpaths and cycle links'. The existing 30mph / 50mph speed limit change is proposed to be relocated to northern side of the new roundabout that will serve the Hills development. Such measures will serve to 'downgrade' Oxford Road with respect to its attractiveness to drivers as a through route.

A3102 Beversbrook Road 3.9 The A3102 Beversbrook Road acts as a western bypass for Calne, linking the A4 at a roundabout junction with Curzon Street on the western edge of Calne, with Oxford Road in the northeast corner of the town. Its junction with the latter is shown within Photograph 2.3. Linking with the A4, it provides an important vehicular through route, allowing north and southbound traffic to avoid Calne town centre. It also facilitates convenient vehicular access from the site to the A4, particularly for westbound traffic to Chippenham, Bath and Bristol etc.

3.10 It is a single carriageway road and has a footway on its southern side for much of its length. Some 600 metres west of its junction with Oxford Road it forms a junction with Stanier Road facilitating access to the Porte Marsh Industrial Estate. It also serves a large area of new housing on the western side of the town. Views of the A3102 Beversbrook Road are shown within Photographs 3.3 and 3.4.

Sand Pit Road 3.11 Sand Pit Road bounds the site to the north and is an adopted single carriageway road of 7.3m in width, subject to a posted 30mph speed limit. It leads southeast, uphill, from the roundabout with Oxford Road. Sand Pit Road facilitates vehicular access to the Robert Hitchins' developments, Phase 1 of which is nearing completion. It also provides access to Calne Quarry and a landfill site further east of the site. A 1.5m wide footway has recently been introduced along the northern side of the road, together with street lighting.

3.12 It is approximately 600 metres in length between its roundabout junction with Oxford Road at its western end and a currently under-construction mini-roundabout with Abberd Lane at its eastern end. The latter forms part of the mitigation measures required as part of the 'Robert Hitchins 2' proposals. The first 150 metres of Sand Pit Road, from the Oxford Road roundabout, fronts the proposed development site. Sand Pit Road and its roundabout junction with Oxford Road are shown in Photographs 3.5 and 3.6.

Personal Injury Accidents 3.13 CEC has obtained Personal Injury Accident data for the 5-year period to October 2015 from Wiltshire Council. The accident data is summarised below within Table 3.1 whilst the full data (including a plan showing the accident locations) is included within Appendix 2 of this report.

3.14 There have been a total of six personal injury accidents recorded within the study area which comprises the majority length of Oxford Road (from its roundabout junction with Beversbrook Road to beyond Woodhill Rise), as well as Sand Pit Road between Oxford Road and the access to Penn Hill Farm (a total highway length of some 1.3km [0.7 miles]). One of the six accidents resulted in 'serious' injuries; the others resulted in 'slight' injuries.

3.15 No accidents have been recorded along the length of Sand Pit Road under consideration, nor at its roundabout junction with Oxford Road. Indeed, the nearest recorded accidents (2 No.) occurred on Oxford Road, south of Porte Marsh Road. Both of these incidents were influenced by on-street parking that takes place at this location; whereby existing dwellings on the western side of Oxford Road do not benefit from off-street parking. In one of these incidents, a rear-end shunt occurred when a car failed to stop in time for a motorcyclist who braked due to an oncoming vehicle passing some parked cars. In the other incident, a driver struck a parked vehicle.

3.16 The serious accident involved a motorcyclist who struck a car pulling out from Stanier Road. The recorded notes of the incident suggest the motorcyclist was travelling at speed (the speed limit at this location is 50mph), although this length of Oxford Road has a straight alignment and so there could have been errors made by both parties. ______QMF 12.25 ISSUE 5 Cole Easdon Consultants (CEC) 12 JULY 2016 TRANSPORT STATEMENT PROPOSED RESIDENTIAL DEVELOPMENT, LAND OFF SAND PIT ROAD, CALNE, WILTSHIRE ______

3.17 North of the junction with Stanier Road, a rear end shunt-type incident occurred when a car driver struck an agricultural vehicle. South of the junction, a van driver suffered a medical episode which led them to drift into the path of an oncoming car. In the final incident, an 82-year-old car driver turned out from a unit on Porte Marsh Industrial Estate, onto Oxford Road, into the path of a bus.

3.18 No incidents were recorded during the first half of the period under consideration (the 30 months to May 2013). Then, three incidents took place during the last seven months of 2013, followed by one incident in 2014 and two incidents during 2015 (to October). Five of the six accidents occurred in dry conditions; and four of the six accidents occurred during the hours of daylight.

3.19 In summary, there appears to be no particular pattern associated with the recorded incidents with respect to when they occurred, the ambient conditions (e.g. weather and surface conditions) or geographical distribution. The total number of recorded incidents is considered to be low for a five-year period and over a highway length of 1.2km. Sand Pit Road and its junction with Oxford Road are shown to have a good road safety record (no incidents recorded). Although the on-street parking that takes place south of Porte Marsh Road appears to have played a part in two of the six recorded incidents, this is to be weighed against the beneficial traffic calming effects that this on-street parking most likely provides. At least two of the other recorded incidents can be attributed to driver or rider error; and another was due to an unfortunate medical episode. It is notable that no recorded incidents involved pedestrians or cyclists.

3.20 CEC therefore considers that the prevalence of accidents on the local highway network in the vicinity of the site is unlikely to be materially affected by the proposed development. Furthermore, the additional traffic calming measures along Oxford Road that are to be provided in connection with the consented Robert Hitchins Phase 1 development will further enhance road safety in the vicinity of the site. The proposed new access roundabout to serve the Hills development off Oxford Road, which includes uncontrolled dropped kerb pedestrian crossings on each of the three arms, will assist in reducing vehicle speeds. That development is also understood to be providing new pedestrian and cycle crossing facilities to cater for the new pedestrian and cycle movements that will be generated by that development and this proposed development.

4.1 The full planning application seeks permission for 26 dwellings with associated access roads, parking and landscaping.

Development Schedule 4.2 Drawing No. 2062-150 [Proposed Site Plan] by Ian Sullivan Architecture Ltd, contained within Appendix 1 of this report, shows the following development schedule. . 4 No. 1-bed units; . 9 No. 2-bed units; . 12 No. 3-bed units; and . 1 No. 4-bed unit.

4.3 Should planning approval be gained in 2016, it is anticipated that the development will be constructed and complete during 2017.

Car Parking 4.4 Wiltshire Council's LTP3 has an accompanying 'Car Parking Strategy' (March 2011). This document sets out the following relevant car parking standards: . 1 bedroom dwellings: 1 space per unit; . 2 - 3 bedroom dwellings: 2 spaces per unit; . 4+ bedroom dwellings: 3 spaces per unit; and . visitor parking: 0.2 spaces per unit (unallocated).

4.5 Wiltshire Council's parking standards do not include garages as part of the allocated parking provision except, they say, where there are over-riding design considerations. Our recent experience with Wiltshire Council Highway officers is that garages can count towards the parking provision where the internal dimensions (for single garages) are 3.0m x 6.0m, as proposed for this development. This is becoming common accepted practice amongst local highway authorities, where garages of these dimensions allow them to be used for both car parking and storage.

4.6 Application of the parking standards to the proposed development schedule detailed in paragraph 4.2 above suggests a requirement for 49 allocated spaces plus five visitor spaces. The indicative site layout plan is in accordance with the parking standards.

Cycle Parking 4.7 Wiltshire Council's LTP3 Cycling Strategy (March 2014) provides the following minimum cycle parking standards for dwelling houses and flats: . 1 covered space per bedroom for up to 3-bedroom dwellings; . 3 covered spaces per unit for 4-bedroom dwellings; . 4 covered spaces per unit for 5-bedroom dwellings; and . 1 visitor space per 20 bedrooms.

4.8 The Cycling Strategy advises that cycle parking should be in an internal area or within a covered, lockable enclosure, i.e. garage, shed or locker. There should be suitable access to the highway. Where cycle parking is provided in a garage, this is additional to space for car parking. Cycle sheds in front gardens are permitted but should be an appropriate size and design and / or appropriately screened so as not to create a visual intrusion. Minimum and recommended parking dimensions for cycles are also provided.

4.9 Application of the cycle parking standards to the proposed development schedule detailed in paragraph 4.2 above, suggests that a total of some 64 cycle parking spaces will be required, including three visitor cycle spaces. Cycle parking will be accommodated within sheds or garages.

Proposed Means of Vehicular Access 4.10 Vehicular access to the proposed development will be via a simple priority-controlled T- junction with Sand Pit Road, broadly in the same location as the existing gated field access.

4.11 Whilst on site, CEC observed vehicles using Sand Pit Road to be travelling faster than the 30mph speed limit. It is therefore proposed that a junction visibility splay of 2.4m x 90m is provided looking right (southeast) from the junction. A 'Y' visibility distance of 90m is in accordance with Design Manual for Roads & Bridges (DMRB) criteria for 30mph design speeds, rather than Manual for Streets criteria. Under Manual for Streets criteria, a 90m 'Y' distance would be appropriate for vehicle approach speeds of c.41mph, with the differences to the DMRB criteria relating to differing driver reaction times and vehicle deceleration rates. Looking left (northwest) from the proposed junction, a view to drivers exiting from the roundabout with Oxford Road is available, relating to a 'Y' distance of some 80m (appropriate for vehicle approach speeds of c.38mph under Manual for Streets criteria).

4.12 To achieve these junction visibility splays, the existing hedgerow along the frontage of the site on Sand Pit Road will require trimming back. The visibility envelopes will fall either within public highway land or over the proposed development site and they are therefore achievable. Notwithstanding, it is noted that from the reserved matters planning application for the adjacent GFL Developments proposal that junction visibility splays of only 2.4m x 43m are shown (Manual for Streets criteria for 30mph).

Pedestrian Access and General Layout Considerations 4.13 Footways are proposed on both sides of the internal carriageways at 2.0m wide, and lead out to Sand Pit Road. Pedestrians will be able to cross from here onto the recently implemented footway on the northern side of Sand Pit Road, via proposed uncontrolled dropped kerb arrangements with tactile paving.

4.14 An existing public right of way (CLAN58) leads along and within the southern boundary of the site. The right of way will be retained as a 1.2m-wide footpath. The right of way leaves Sand Pit Road and enters the site on its eastern boundary (note that, when constructed, it will first pass through the adjacent GFL Developments proposal). It passes through the proposed development site and meets with Oxford Road at the southwest corner, where it connects with the existing off-site footway network. Refer to Photograph 4.1. A dropped kerb crossing arrangement with tactile paving is proposed at this location to assist pedestrians to reach the existing footway on the western side of Oxford Road. Vegetation to the immediate north of where the public right of way meets with Oxford Road will require cutting back to facilitate adequate inter-visibility between pedestrians and drivers exiting the Oxford Road / Sand Pit Road roundabout. Two separate footpath connections to the right of way are proposed from within the site, each leading from the internal road. The right of way will be used by future residents of the development to reach the town centre, and other destinations within Calne to the south and west of the site.

4.15 The internal access roads will be 5.5m wide and have been subject to swept path analysis for a refuse collection vehicle. Refer to CEC Plan 5001/203 [Refuse Vehicle Swept Path Analysis] within Appendix 1. The five visitor parking spaces are shown within laybys adjacent to the internal carriageways, and measure 2.0m x 6.0m. A design speed of c.20mph has been created by means of the layout of the proposed development and the alignment of the internal carriageways,

5.0 ACCESSIBILITY & SUSTAINABILITY

5.1 This section of the report considers the accessibility of the proposed development site to local services and facilities by sustainable modes of transport, specifically walking, cycling and public transport. Refer to CEC Plan 5001/202 [Site Location and Accessibility Plan] within Appendix 1.

Pedestrians 5.2 The application site offers good pedestrian access, with the existing footway network along Oxford Road facilitating safe and convenient access to and from Calne town centre (1.2km [0.7 miles] from the centre of the site via the footway network); Porte Marsh Industrial Estate (135m) and Marden Vale CE Academy (400m). Footways are available on both sides of Oxford Road south of the proposed development site (Photograph 5.1), and principally only on the western side of Oxford Road north of the site. The proposed roundabout access off Oxford Road to Hills' development north of Sand Pit Road will provide additional safe and convenient crossing points of Oxford Road and includes the extension of the 30mph speed limit.

5.3 A footway has recently been provided along Sand Pit Road as part of the residential development to the southeast of the proposed development site. This, together with street lighting and the formalisation of the 30mph speed limit along Sand Pit Road as part of its recent adoption has enhanced the pedestrian environment in the vicinity of the site.

Local Facilities 5.4 Although now superseded by the NPPF, Planning Guidance Document PPG13: Transport outlines that walking is the most important mode of travel at the local level and 'offers the greatest potential to replace short car trips, particularly under 2 kilometres'. The good pedestrian accessibility of the site is therefore further evidenced when considering that the following facilities as displayed within Table 5.1 can be reached within this distance. These facilities include employment, retail, education, and health facilities, and are shown illustrated on CEC Plan 5001/202 [Site Location and Accessibility Plan], included within Appendix 1.

5.5 In particular, Marden Vale CE Academy (primary) on William Street and St Edmund's Roman Catholic Primary School on Duncan Street can each be reached easily on foot via Porte Marsh Road. Walking to these schools would take 5 and 11 minutes respectively, based upon a walking speed of 1.4 metres per second (5.04kph)1. The National Travel Survey 2012 reports that 79% of primary school trips are made on foot when the trip is less than one mile in length, as is the case for both of these schools.

5.6 The site offers good accessibility with respect to secondary education, with St Mary's School being situated within a comfortable walking distance (1.5km; 18 minutes), and John Bentley School being situated only a little over the 2.0km comfortable walking threshold (PPG13) from the site but which is nevertheless still easily reached on foot (26 minutes) or by bicycle (11 minutes; assuming a cycling speed of 12kph2).

Local Employment Opportunities 5.7 Being located opposite the Porte Marsh Industrial Estate and in close proximity to Calne town centre, the site benefits from excellent accessibility to local employment opportunities. Furthermore, these employment areas are readily accessible on foot from the site, thereby offering potential for many peak hour trips to be made by non-car modes.

5.8 Indeed, reference to Census 2011 data indicates that some 27% of people, resident in the 'super output area' within which the site lies (refer to the Map below), work in Calne which suggests that the Porte Marsh Industrial Estate will be a major source of employment opportunities for future residents of the site. Of these people working within Calne, 60% travel sustainably (either on foot, by bicycle, by bus or as a passenger in a car or van).

5.9 It should also be noted that some 7.8% of residents in the super output area work in Swindon, and some 11.9% work in Chippenham. As outlined later in this section, both of these neighbouring towns are readily accessible by public transport from the site, with the 20-minute frequency No. 55 bus service which passes the site, linking Calne, Swindon, Lyneham, and Chippenham. A significant proportion of employment-related trips are therefore likely to be made by sustainable modes of transport.

Cyclists 5.10 Dedicated cycle infrastructure in the vicinity of the site is limited. National Cycle Network route 403 (NCN403) does, however, pass east-to-west through Calne town centre, from Low Lane in the east, to Curzon Street and Chilvester Hill in the west. Future residents of the proposed development will be able to reach NCN403 via the adjacent residential streets.

5.11 PPG13 also outlines that cycling can replace car trips up to 5km in distance travel. It should be noted, therefore, that the whole of Calne is accessible within this 5 kilometre distance.

Public Transport - Bus 5.12 The nearest bus stops to the site are located on Oxford Road, approximately 210 metres (three minutes walk) from the centre of the proposed development site at the Bug & Spider Public House. These bus stops (refer to Photograph 5.2) comprise of shelters with seating and timetable information, as well as a raised bus kerb to facilitate easier passenger boarding. The location of the proposed development site in relation to these stops is such that future residents will not need to walk more than 400 metres to and from a bus stop, as is recommended by the Chartered Institution of Highways and Transportation.

5.13 Oxford Road is served by the route No. 55 bus service, which operates seven days a week between Swindon and Chippenham via Royal Wootton Bassett, Lyneham and Calne. It operates with a typical 20-minute frequency during the day Monday to Saturday, reducing to an hourly frequency in the evening, with a 30-minute daytime frequency service on Sundays. The evening and Sunday services go by No. '55A'.

5.14 Early morning services (departing Calne between 05:30 and 08:00) provide realistic opportunities for future residents of the site to access the employment and retail facilities within Calne town centre, Swindon and Chippenham by bus, as well as providing opportunities for public transport interchange at Swindon bus and railway stations, and Chippenham railway station.

5.15 The typical bus journey time from Oxford Road to Swindon bus station is some 52 minutes, whilst the typical journey time to Swindon railway station is approximately 49 minutes. Chippenham railway station is typically 28 minutes by bus.

5.16 It is understood that both the adjacent planned Hills development and the adjacent Robert Hitchins development will be providing financial contributions towards supporting public transport, where this contribution is likely to be used to support the existing 55 bus service so as to maintain an hourly service on Sundays.

5.17 In addition to the No.55 bus service, there are a number of other bus services that are accessible from the town centre (at The Pippin, Bryans Close and Coopers Cars / St. Marys; approximately 10-16 minutes walk from the site). Table 5.2 below summarises the operational details of these additional services.

5.18 Table 5.2 indicates that a number of other important local destinations are accessible via public transport, including Marlborough, Devizes, nearby villages and a daily return service to Royal United Hospital, Bath. In addition, the half-hourly No. 40 is also a town circular service, enabling those residents less able to walk or cycle to easily reach most parts of the town.

Public Transport - Rail 5.19 The nearest rail station to the development site is located at Chippenham, which is some 11.6km (7.2 miles) from the site. It is possible to cycle from the proposed development site to Chippenham railway station in just under an hour via the largely traffic free National Cycle Network route 403. However, in reality, future residents of the proposed development would likely choose to take the bus or drive rather than travel by train to local Wiltshire destinations. Bus route 55 (described earlier) provides access to Chippenham Railway Station within approximately 28 minutes, and provides opportunities for public transport interchange for residents who may occasionally wish to travel to and other larger conurbations. As described above, bus route 55 is a frequent service that operates between Swindon and Chippenham seven days per week.

5.20 Chippenham railway station is situated on the , and as such benefits from regular direct services to London Paddington. Trains to Bath, Bristol, Swindon, Reading and London Paddington operate on a half-hourly basis during the traditional commuting and working hours on weekdays. Trains to Southampton Central operate twice daily during the early morning and late evening. operates all services and is the operator of Chippenham Railway Station. More frequent services to South Wales (for Central and ) and the south coast (for Melksham, Trowbridge, Westbury, Salisbury, Romsey, Southampton and Portsmouth) operate from Swindon and Bath Spa respectively.

5.21 Table 5.3 below provides a summary of the direct rail services available from Chippenham Railway Station.

5.22 Chippenham station benefits from cycle storage facilities, with a new sheltered storage facility planned to be installed providing 24 additional spaces. There is also a 640-space car park.

Summary 5.23 This section has demonstrated that the site offers excellent accessibility by sustainable modes of transport, with there being a range of important day-to-day facilities including primary and secondary schools as well as significant employment opportunities within easy walking and cycling distance. The immediately adjacent Oxford Road is served seven days a week by a regular and frequent bus service. There is therefore potential for a significant proportion of trips to and from the site to be made by non-car modes. It is therefore considered that the site would facilitate a very sustainable residential development. Most day-to-day destinations can be reached on foot or by bicycle, including the town centre which can also be accessed by the frequent No. 55 bus service.

6.0 PREDICTED FUTURE TRIP GENERATION

Trip Generation 6.1 The predicted trip generation associated with the proposed development is, like the planning application for the adjacent Hills development of 200 dwellings, based on the trip rates derived as part of the TA prepared for the consented and now substantially completed residential development further south and east of Sand Pit Road ('Robert Hitchins Phase 1'). Those trip rates were approved by WC as part of the outline planning application process for that development. Table 6.1 summarises those agreed trip rates and Table 6.2 identifies the resultant predicted volume of traffic likely to be generated by 26 dwellings at the proposed development site. It is noted that the trip rates are more robust than those presented within the June 2013 TA for the second phase of development on behalf of Robert Hitchins.

6.2 Reference to Table 6.2 indicates that a proposed development comprising 26 dwellings in this location is likely to result in some 16 and 17 two-way vehicle trips (arrivals + departures) during the AM and PM peak hours respectively. Some 29-33 two-way person trips are expected during these peak hours.

6.3 The predicted volume of vehicle trips is not significant, and it is not anticipated that they will unduly affect of the operation of the local highway network. Such an assertion is implicit in the scale of the proposed development which, ordinarily, would fall below the threshold for requiring a Transport Statement; junction capacity analyses are normally

7.0 SUMMARY & CONCLUSIONS

7.1 This Transport Statement has been prepared on behalf of Hills Homes Developments Limited in respect of a full planning application for a proposed residential development comprising 26 dwellings on land off Sand Pit Road, Calne.

7.2 This report has considered the highway and transportation matters associated with the proposed development, including an appraisal of the local highway network, the site's accessibility by sustainable transport modes and proximity to local services and facilities, parking provision and predicted vehicle trip generation.

7.3 The conclusions of this report are thus: . the proposal accords with the wealth of transport planning policy that seeks to locate development where occupiers have a choice in the mode of travel they use to reach everyday services and facilities. Recent planning consents for residential development adjacent to the site have confirmed this point; . the small scale of the development proposed is such that the highway impacts will be limited and, in the context of relevant transport planning policy, significant mitigation interventions are not necessary; . the proposed development site is easily accessed from principal highways, including the Calne Western Bypass; . the site lies adjacent to Porte Marsh Industrial Estate, for possible employment opportunities, and also adjacent to similar recently consented residential developments. These developments will be improving the environment along the Oxford Road corridor to the benefit of residential and pedestrian amenity. Financial contributions towards similar improvements may similarly be forthcoming from this development, in proportion to its scale; . the rate of accidents over a significant length of the adjacent highway network is low. None involved pedestrians or cyclists, and none occurred on Sand Pit Road or at the Sand Pit Road / Oxford Road junction. Two incidents occurred in close proximity to on- street parking that takes place on Oxford Road, south of Porte Marsh Road, but this is to be weighed against the likely traffic calming effects that this on-street parking has and in the context of the committed improvements to the Oxford Road corridor; . vehicular access to the proposed development site will be via a simple priority- controlled T-junction from Sand Pit Road. Appropriate junction visibility splays can be achieved. access to the site is likely to utilise the position of the existing public right of way which enters the site from Oxford Road at the site's southwest corner. Crossing facilities are proposed to assist pedestrians to reach the existing off-site footway network. The alignment of the right of way will be retained and it will be upgraded to an all-weather surfaced route, similar to that agreed for the adjacent GFL Developments proposal; . the internal layout of the proposed development will be in accordance with Manual for Streets design principles, with the objective of providing a sense of place and an environment that is not dominated by the motor vehicle. A 20mph design speed it achieved by means of the site layout and highway alignments. Swept path analysis has been undertaken to ensure on-site highways can accommodate a refuse collection vehicle; . car and cycle parking will be provided in accordance with Wiltshire's adopted standards. Cycle parking will be provided for each dwelling, in the form of a shed in rear gardens, or garages with internal dimensions of 3.0m x 6.0m; . the aforementioned public right of way connects with the off-site footway network on Oxford Road. Many everyday amenities can be reached within a 2.0km walking distance of the site, and the whole of Calne lies within 5.0km meaning few areas are beyond a comfortable cycling distance. Existing bus stops are situated approximately 210m from the site and provide access to the 20-minute frequency No.55 service that operates between Chippenham and Swindon. This bus service calls at both Chippenham and Swindon rail stations for onwards sustainable travel nationwide. It has been demonstrated within this report that future residents of the proposed development will not be reliant on travel by private car; and . based on accepted trip rates for the adjacent development proposals, it is envisaged that the proposed development will generate 16-17 two-way vehicle movements during each of the traditional weekday highway network peak hour periods. Impacts on the operation of the local highway network from these low volumes of vehicle trips will be minimal.

7.4 Based on the information provided above, it is concluded that there are no highway or transportation reasons to preclude the approval of this application.
