S A J _ 2009 _ 1 _ UDK BROJEVI: 72(497.11)”19/20” ID BROJ: 172311564 THE ZERO DECADE OF ARCHITECTURE IN BELGRADE AND SERBIA A B S T R A C T The intention of this paper is to contemplate the root problem that was prevalent in the architecture in Serbia and in Belgrade in the last decade, and to try to provide some insight into few issues and discuss the future solutions: what are the core values and what is specific in the recent architecture of Belgrade/ Serbia, what was lacking in the theoretical and practical areas of architecture and what is the significance of the realized architecture at the local, regional or the European level. The challenge of keeping the traditional architecture, yet incorporate proven global concepts that are both aesthetically pleasing, yet serve a practical purpose, was in conclusion presented as the emulation of the new ideas on old notions, integration of global concepts, local knowledge and experience to deliver superior quality architectural achievements, based on highly motivated, professional, visionary, resourceful, experienced or promising Serbian architects. Located on this particular site on the river near the city center, it is influenced by contrasting hard elements of ship building constructions and on the other side the soft transparancy of water. The design object is inspired by marine flora and fauna with the goal of preserving and further research of the marine life, as well as increasing awareness of environmental issues and importance of marine ecosystem. The systems of aquariums and exhibitions are allocated in the object depending on the temperature requirements for the animals and the plants, as well as the movement of hot air, so e.g. Rain Forest exhibition is in the south part of the object above the ground level and the North Pole exhibition area is located in the north part. -

Republic of Serbia DEPUTY PRIME MINISTER AND MINISTERY OF CONSTRUCTION, TRANSPORT AND INFRASTRUCTURE P R O J E C T S DECEMBER 2017 2 3 4 Dear reader, Serbia has from ancient to modern times been a bridge between the West and the East, the shortest and most comfortable continental route between Europe and Asia. The Government of Serbia recognizes the importance of securing efficiency in connectivity on the national level and its obligations to the international community that this natural bridge persists and develops further for the benefit of generations to come. As a part of the Government’s economic and reform program in full compliance with the EU transport connectivity agenda and Serbia’s path to achieving full EU membership, during the past three years, infrastructure projects of total value of around six billion euro have been initiated, accelerated or successfully completed. Major projects have been contracted and new projects, including new transport corridors, of total value of six billion euro, have been prepared to be implemented within the next three to five years. To these projects, with this booklet we draw the attention of our bilateral and multilateral partners, private investors and business community inviting to a mutually beneficial cooperation. The underlining idea, connecting all the different projects, is to create a more modern, successful and more organized and efficient Serbia. A lot of effort has been put into reconstructing the legal and social framework and modernizing and expediting neccesary procedurs. That the process is going in the right direction is confirmed with the achievement in the area of issuing of construction permits where Serbia, according to the World Bank Doing Business ranking, joined the top ten in the world. -

Urban Regeneration Policy in Serbia- three case studies from Belgrade, Snežana Đorđević, Faculty for political sciences, Belgrade University Panel: T18P34 - Urban regeneration policies in Europe: Theory and practice. This article presents the way of creation of urban and spatial policy in Belgrade, the capital of Serbia, as transitional society. This ambience characterizes insufficient normative regulation, weak institutions, small transparency in decision making process, insufficient participation of important professional subjects in big projects, corruption and ad hoc arrangements which seriously favor private and group interests (income, profit) over public interests etc. Text has three case studies: Belgrade Port is an example for misuse of privatization procedure for getting valuable cities` lots and building land cheaply; Resettlement of wild Roma settlements represents ad hoc project which "cleaned" vital city locations without plan, and with jeopardizing elementary human rights of this ethnic group; and ambitions project Belgrade Waterfront (redevelopment of Sava amphitheater) has been created as arrangement between top Serbian leadership and foreign company, without including public and domestic experts and their associations in this project. The most important missing factors are: project justification study, "value for money" analysis, risk matrix, clear share of responsibilities for the risks between partners, and guarantees given by private partner for protection of Belgrade concerning various risks, absence of public competition, as well as absence of monitoring mechanisms for contract implementation. INTRODUCTION Belgrade is a capital of ex Yugoslavia, and now capital of Serbia with the population around 1.7 million inhabitants. Belgrade is the most developed part of Serbia and participates with over 40% in GDP; it is located on corridors 10 and 8, and has excellent connections with neighboring countries. -

Response to questionnaire for: Assessment of strategic plans and policy measures on Investment and Maintenance in Transport Infrastructure Country: Serbia 1 INTRODUCTION Transport competitiveness depends on quality of the infrastructure but also on the efficiency of services provided. Transport in Serbia is considered as a system which includes all transport modes, as well as intermodal transport. Each transport mode contributes to the overall competitiveness of the transport system only if there is a synergy of actions related to deferent transport modes. This means implementing a purposeful planning and results- approached management, transport flows management, transport network development, increase in safety and efficiency, fair determination of prices, environmental protection, social responsibility, and strengthening of the internal market and the market external dimension (transit and export of transport services). In the context of EU accession, transport system of Serbia is considered as future part of EU transport network, so development plans and other initiatives should correspond/correlate with the initiatives at the EU level. In the area of transport policy, the process of integration of Serbia with the European Union brings very specific requirements for the gradual liberalisation of the transport market. From the modal split1 point of view, the core actors in Serbian freight traffic are the railway and road modes, with a significant contribution from inland waterways transport. Though the roads represent a dynamic and most dominant transport mode, the road freight performance expressed in tkm represents 23.6%, while railways reaches 59.0%. The largest share in passenger transport being held by urban transport with 45% and road transport mode with 40% of total usage expressed in pkm. -

The whole Belgrade riverfront area along the Sava and the Danube Rivers has a large number of abandoned industrial buildings that have significant value and need to be preserved and revitalized. This paper represents a research project conducted by lecturers at the Faculty of Architecture in Belgrade in the course History and Theory 1—Visual Culture in Architectural Theory and Practice. In order to provide productive research, we have employed the case study method based on the old Mint “A.D.”, which we have chosen as a characteristic example of Belgrade’s industrial heritage architecture. An important goal of this research is to provide professional information and raise public awareness about the importance and potential of industrial heritage for the future economic, cultural, social and tourist development of the city. This paper analyzes possibilities to comprehend the problems of the city’s industrial heritage protection regarding its historical and urban context, its genesis, authenticity, identity, cultural, architectural, economic, social, productive, creative and environmental values. -

Strategy of Railway, Road, Inland Waterway, Air and Intermodal Transport Development in the Republic of Serbia, 2008 - 2015
On the basis of Article 45, paragraph 1 of the Law on Government, ("Official Gazette RS", No. 55/05, 71/05 – rectification and 101/07), the Government adopts STRATEGY OF RAILWAY, ROAD, INLAND WATERWAY, AIR AND INTERMODAL TRANSPORT DEVELOPMENT IN THE REPUBLIC OF SERBIA, 2008 - 2015 I. INTRODUCTION Strategy of railway, road, inland waterway, air and intermodal transport development in the Republic of Serbia from 2008 until 2015 (hereinafter: Strategy) identifies the condition in the transport sector, puts forward a concept of the development of infrastructure and transport, defines goals and objectives of transport system development and Action Plan for their implementation, bearing in mind a need for a sustainable development of the transport in the Republic of Serbia. Guidelines for such development have been drawn up on the level of the whole system and are based on safety and intermodality principles, the application of new technologies, complementary use of all transport modes and, above all, on the rational exploitation of available capacities and resources in the country, to the benefit of all inhabitants of the Republic of Serbia. This strategy is goal oriented and based on the vision for 2015, taking into account the social development, determination to accession to the European Union, sustainable development of the transport system and stable institutions. When considering the importance of the transport sector in any country, two dominant aspects are observed: the quality of life and overall economic development . Transport has direct influence on individual mobility and accessibility of closer and more remote areas, but, due to its significant impact on the rational use of time, it influences the quality of life in a broader sense.
