Vice Chair Reedy called the meeting to order at 10: 00 a. m.

Ron Fox, Executive Director of Southern Regional Economic Development, Inc. ( SOREDI), reviewed

Exhibit A — Josephine County Activity Report July 2011 through April 2012 with the Board. He discussed several current and future projects that SOREDI is working on.

Mr. Fox reviewed Exhibit B— Impact of SOREDI Lending: January 2010 through March 2012 and discussed the job and wage impact SOREDI has had across the region. He discussed SOREDI' s lending process, which is not in competition with lending institutions.

Mr. Fox reviewed Exhibit C — Grants Pass Company, Ladder-Tite, Wins Grant and Readies for Growth and

explained the Angel Investment Network program. He informed the Board that SOREDI supports the North Valley Sewer District Project. Commissioner Haugen questioned the over-capacity of Exit 61, which currently would not allow growth. Mr. Fox said that Oregon Department of Transportation ( ODOT) has been working on a plan to update Exit 61.

Mr. Fox reviewed Exhibit D —Josephine County Industrial Lands Report and explained that SOREDI' s focus is on the Rendata Industrial Park and North Valley Industrial Park for potential expansion. He said SOREDI has been focusing on possible grants and funding for the North Valley Industrial Park and will continue with the Board' s support.

Commissioner Haugen said he felt that there wasn' t as much growth in Josephine County as Jackson County; the regional banks were all located in Medford, which doesn' t benefit Josephine County, and asked for a breakdown of the membership. He described several members he would like to see involved with SOREDI including residential realtors.

The Board asked Mr. Fox to give a quarterly report to the Board and to invite the SOREDI Board Members from Josephine County to attend occasionally. Mr. Fox agreed and said he would contact their Board Members.

It's kind ofsurprising to learn all the resources that are available to help us start-up our business, and it's certainly encouraging," said Ron Gandy, afterhis company Rogue Valley Innovations recently won a$ 7500 value Concept Grant, amidstiffcompetition.

In the spring of 2010, Ron Gandy and his son, Justin, developed a safety device to use in their own small roofing company, and began to show friends and family their" invention." The enthusiasm from family, friends, and other contractors was so encouraging they couldn't help but get a little excited about the possibilities. They began to investigate whether there was anything else like it. After searching online for ladder safety products and finding nothing even close, they took the leap and contacted a legal firm to file a provisional patent. All the details of bringing a new product to market- from fine tuning the design, naming the product, setting up the business structure, finding the components for product and packaging, website development, navigating the patent process, and getting the word out was more complex than they imagined. Rogue Valley Innovations was incorporated in January of 2011 and the work had just begun.

When Justin, the corporate Vice Preside,nt and most enthusiastic advocate, died suddenly in May of 2011, the company nearly died too.

f Ron and his wife Carrie decided in the fall of 2011 that pushing ahead with the business would honor Justin's contribution. They began to try and rekindle the progress Ron and Justin had made. Carrie took on the role and responsibilities of Vice President.

In January, Ron read a story in the local paper about the Southern Oregon Angel Investors Conference that was to be held in April. He and his wife contemplated whether they were at the point where they could take on the challenge of presenting to potential investors. After figuring the experience itself would probably provide a variety of opportunities- from preparing the pitch, to meeting people with business start-up experience- they decided to give it a shot.

SOREDI( Southern Oregon Regional Economic Development Inc.), the umbrella organization that hosts the Conference, put together their first ever UpStart Day, where Concept Stage companies were invited to give their best pitch in front of a panel of business start- up experts. Panelists with expertise in marketing, finance, private investment and other areas were ready to coach all of the applicants. The Gandys gathered their ladder accident data, put together a three-minute presentation, and Ron was ready to go. The day before the presentation he came down with the flu! Rather than quit, he convinced his wife to step in for him on UpStart Day. When she arrived, Carrie was shaking like a leaf and doing her best to memorize Ron's notes. She had no idea what to expect from the group.

After delivering her presentation, Carrie was beaming. She learned that a group of business experts doesn't have to be intimidating and the questions from the panel were helpful in actually very focusing her message. Some of their questions were directed at the business and operation, but some of it was a direct critique of her presentation style.

After UpStart Day, Carrie integrated the panel' s suggestions into her presentation and went on to present LadderTite at upcoming events. Each step of the way Carrie sought help from those who had volunteered to assist competitors in improving their pitch. Olga Agnew from the SBDC gave Carrie a crash course in Power Point, The Grants Pass Toastmasters offered their public speaking expertise, SOREDI and the Sustainable Valley Technology Group each offered critique on the quality and content of the pitch, and two weeks later in front of almost two hundred investors they gave it their best, AND WON!

The Concept Stage Company Grant includes attendance for the business's officers at the Oregon Entrepreneur Network's Jefferson U - a seven- week business training " bootcamp," office space in Medford at Sustainable Valley Technology Group's Small Business Incubator and a cash grant to help the business with expenses during its" pre-revenue" stage.

From all the books, articles, and advice I've read on business start-ups, the marketing stage is always the biggest hurdle to get over. This has been an invigorating experience. The Angel Conference introduced us to SO many people who are supportive, and they are as excited about our product and our business success as we are!" gushes Carrie.

SOREDI represents economic development efforts and coordinates business development activities to promote Jackson and Josephine Counties, with the help of various partners and resources. One of those resources in Josephine County is The Boardroom, where Ron and Carrie Gandy met to receive their check for$ 2500 from Linda Ganim of CFO Solutions- NW, who provided the cash portion of the grant. A striking building located on Williams Highway, the Boardroom provides meeting and office space, complete with a shared office staff, for a low monthly rent. As a result of the publicity announcing the Gandys' win at the Angel Conference, the Corporate Safety Director of a national industrial roofing company recently met with Ron to discuss the development and purchase of a customized adaption for their safety program. Further, a regional utility provider is meeting with them to discuss integrating the product into their safety procedures and they have also been contacted by Home Depot.

Purpose To define and recommend industrial sites for potential state certification as " Project Ready" or" Decision Ready" by Oregon State. Certified properties have shown a far higher rate of occupancy and desirability to end users than non- certified properties, and certification opens the door to increased opportunities with site selectors and companies looking for confidence in their selections. This report was commissioned by Josephine County's contract with SOREDI, with the desired end result to certify 2 properties in the near future.

Recommendations All industrial zoned properties in Josephine County were examined for their possibilities as certified sites. From this report, two sites are to be chosen for this certification process. Per the attached maps and certification guide, and after meeting with principals for each site, the following sites are recommended, in this order, with the justifications and challenges for each site included:

1- Rendata Industrial Park, (approx. 111. 6 acres total)- This privately owned industrial park is currently undergoing master planning with Ausland Builders, and is also currently pursuing phased certification of its industrial zoned property. At this time, no natural gas is available at Rendata, although it is available at the junction of Merlin/ Galice road and Monument Drive, with the option to bring it to Rendata as it is needed. Sewer service is currently septic or holding tanks, until the planned sewer system in the North Valley is in place. The certification of these properties will likely encourage these infrastructure improvement timelines to accelerate.

2- North Valley Industrial Park- (approx. 20 acres) - Two contiguous parcels at the end of Tech Way provide good opportunity and minimal challenges to certification. One property is owned by the county, and the other property's owners have expressed interest in selling. The properties have I5 Freeway frontage (not specific access) and are within one mile from it by vehicle on Monument Drive. All utilities are stubbed in at the entrance to the properties, with the challenges being adequate sewer service, and wetlands mitigation. The projected cost for a sewer system in the North Valley area is approximately$ 2.5 million, and the timeline for that system to be operational is within the 2012 calendar year.

3- Old mill site, Spalding Industrial Park( approx. 17 acres)- This site has the best overall infrastructure, and is a large property close to Grants Pass. It is within 1 mile of I5. This property is located within the City Limits of Grants Pass, so any contemplation of certifying this site would involve City input. Some of the footwork certification would require has already been accomplished, but not in relation to the actual certification process. That review is in process.

4- Illinois Valley Airport Industrial Park( 11 acres total)- These properties made the list due to the most need and open possibilities for smaller parcels at an Industrial Park in the County. While this project has stalled in recent years for many

reasons, this report suggests that the County could take aggressive action with attractive leases in an effort to attract businesses that might want to locate there. All utilities are in except natural gas. The one major impediment to development at this time is a fire suppression system that needs to be replaced or repaired at an estimated cost of 200,000, per the past Airport Director.

5- Spalding Industrial Park" Back 40" ( approx. 35 acres)- These three parcels add up to approximately 35 acres of excellent industrial opportunity, but lack established infrastructure of any kind. Most pressing is a sewer lift station, estimated at about $ 2.5 million. This property is recommended due to having the most flexible and open possibilities due to its size and location.

Current Project Status A meeting was held June 23rd with state, county, and city representatives, property owners, and other interested parties to decide which 2 properties will be undertaken for certification. Concurrence from all parties was made on the attached recommendations. The Rendata Project is already underway through Ausland Builders, and will be supported as the top choice for that reason. Spalding has also gathered some related info towards possible certification. SOREDI has prepared the checklists and backup information to support the certification process, and will assist with letters of support and other technical efforts.

Next Steps SOREDI will support all certification projects as directed by the principals, including backing up Ausland Builder's private efforts at the Rendata site. Assuming concurrence by the County and the private property owners at the recommended North Valley Industrial Park site, the certification process will begin there as soon as those approvals are gained. Spalding Industrial Park Manager Richard Ward will submit information he has already gathered to Business Oregon' s Lands Specialist Michael Williams to see how far those efforts might get the Spalding site in the process. If that site is determined to be ready to move towards certification, and the ownership decides to pursue it, this site will be added as a third project, and supported as needed.

11. Oregon State Treasurer Ted Wheeler

Since entering office as the 28th State Treasurer of Oregon, V Wheeler has directed several efforts to help make the State Treasury a more efficient operation, a more responsible inves- tor and also more relevant to Oregonians. He was appointed by Gov. John Kitzhaber to help draft new economic develop- ment strategies for the state.

Wheeler has increased transparency of Treasury data, pushed for money- saving technology changes, strengthened invest- ment travel rules and safeguards, authorized securities fraud lawsuits against firms that misled investors, and announced a revamped 529 college savings plan with lower costs and more options for families. He launched a new consumer financial protection web site, GuardYourMoney.org.

He is also committed to helping Oregon families become more financially secure, to be a careful steward of state debt, to make smart investments to benefit the state and pub- lic trust fund beneficiaries, and to advocate for reforms that will put the state on a more stable financial footing - which will improve Oregon's important credit rating.

One of three Oregon Constitutional officers, the Treasurer sits on several important corn- mittees including the State Land Board, which oversees economic activity on state-owned waterways and Common School Fund lands. He is a member of the Oregon Investment Council and chairman of the Oregon 529 College Savings Board.

Born in Portland and educated in Oregon, the Treasuer's family has deep Oregon roots. The town of Wheeler, located on Nehalem Bay on the Oregon coast, is named after his great- grandfather.

Before entering elected office, Wheeler worked in the financial services industry, and his career included posts at Bank of America and Copper Mountain Trust, where he was a se- nior manager. He was elected in 2006 as the chief executive of Multnomah County, where he oversaw a workforce of more than 4,400 and was responsible for reducing and balancing the budget and also cutting the county's debt. er iiir et

Diane was previously Senior Vice President of Marketing and Business Development for Sanctum, a VC- backed startup providing Web application security software (acquired by Watchfire) and Vice President of Worldwide Marketing for the database company Infor- mix Software (acquired by IBM), both based in Silicon Valley. Prior to her move to Silicon Valley, Diane was Vice President of Marketing for Tektronix (acquired by Danaher) in their Video and Networking Division and a marketing executive with Sequent Computer (ac- quired by IBM), both based in Oregon. She previously spent 16 years in sales and marketing roles at Digital Equipment Corporation in the US, Europe and Asia Pacific.

For years I have dreamed of discovering a simple combination of materials, which when assembled properly, create visual magic. I recently achieved that design criteria with a device I find very exciting. It holds potential to be the Lava Lamp of the new millennium.

r I now have a working prototype of this small device. It projects kinetic images of stunning composition and detail. The progressions of these images are completely fluid in their mo- tion. The device is very articulate in its ability to aim the projections on a desired surface. The images are always in focus regardless of the projection distance. The farther the projec- tion distance the larger the images, even to the point of covering an entire wall or ceiling.

I have a clear vision of a production design that would make the unit much higher in design elegance, style and simplicity. It would be sealed for safety and to avoid optical system contamination.
