This report is to update the Committee on the region’s passenger services with respect to how the proposed service improvements and changes are progressing. 2. All service improvements have been budgeted for in the Long Term Plan 2015-25. 4. COMMUNITY ENGAGEMENT 4.1. Consultation was undertaken through the Regional Public Transport Plan 2015-25 (RPTP) and Long Term Plan processes. Engagement with affected communities on service changes or implementation of new services will be undertaken as part of the communications and promotions plan for each project. 5. SIGNIFICANT BUSINESS RISK IMPACT 5.1. There is no significant risk. 6. BACKGROUND 6.1. Through the preparation of the RPTP, a number of service improvements were proposed to better provide a reliable, integrated, accessible and sustainable public transport system for the region. It is therefore prudent to track and report on how the service improvements and retenders of existing services are progressing. 6.2. Martin Gledhill has an MA degree in Natural Sciences (Physics) and an MSc in Medical Physics. He is a member of the Australasian Radiation Protection Society and of the Bioelectromagnetics Society. Before forming MAASNZ he was head of the non-ionising radiation section at the National Radiation Laboratory of the New Zealand Ministry of Health. In this position he provided advice to central and local government, the public and industry on the health effects of EMFs, and carried out measurement and assessment services in this area. This work included providing policy advice to the Ministries of Health and the Environment, preparation of public information material, presenting expert evidence at local authority and Environment Court hearings, and assessing exposures to EMFs by both measurements and calculations.     EDITORIAL BRENDAN HOKOWHITU Voice and the Postmodern Condition “Subjectivity” and “voice” are inextricably tied. Indeed, as many of the contributors to this issue of Junctures: The Journal for Thematic Dialogue argue, voice is the expression of the subject. The modern Western conceptualisations of one’s voice, one’s voting rights, one’s right to communicate, one’s right to be heard, scream, laugh, burble, talk in one’s own language, one’s demand for self-determination, one’s right to be silent etc., describe products of the Enlightenment’s humanistic argument for individual freedom and expression. But is one’s right to an individual voice merely an illusion? Certainly Foucault’s “death of man” – where he claims that the humanist conception of “man” (as a self-contained rational agent) was the creation of a unique set of historical contingencies – would suggest accordingly that voice as “self-expression” of subjectivity is a mirage.1 Likewise, contributor Pat Hoffie’s thoughts on reality and representation in an “Age of Terror” problematises the notion of individual voice, especially in relation to the recently deceased Jean Baudrillard’s response to the events of 9/11 in Der Spiegel where he argued that globalisation has reduced everything into “a negotiable, quantifiable exchange value.”2 The central question here then is how voices emanate in the postmodern and postcolonial contexts? That is, how do voices resonate in conjunction with the purported “death of the subject”? Using a text for probing this question, I focus on Fredric Jameson’s primarily descriptive yet immensely influential and polemic essay Postmodernism, or, the Cultural Logic of Late Capitalism.3 In his essay, Jameson draws from the cultural fields of architecture, painting, film, literature and music to describe a “decentring of the subject”, which he believes was a result of an economic shift from modernism’s “imperialistic stage” to the postmodern conditions of “consumer” or “late” capitalism.

Kelvin Grove Cemetery, the main city cemetery, is situated within 22ha of park-like surroundings on the outskirts of the city. At the time of the 2006 Census older people1 made up around 11.5% of the local population (around 9,000 older people). In New Zealand overall older people were 12.3% of the population in 2006. 2. Population projections show that by 2031 there will be 18,500 (18.9%) people aged 65+ years living in Palmerston North. 3. The older population in Palmerston North is much less ethnically diverse than the population overall. The vast majority (93.3%) of older people identify as ‘European or other’, compared to 82% of the wider population. It is projected that this will decrease by ten percent over the next ten years, with a corresponding rise in the percentage of people identifying as Maori, Asian and Pacific. 4.
