[Laughter.] Tuesday 30 September 2014 [The Presiding Officer opened the meeting at 14:00] Time for Reflection The Presiding Officer (Tricia Marwick): Good afternoon. The first item of business is time for reflection, for which our leader today is Mr Jamie Stuart, who is an elder of High Carntyne parish church and author of “The Glasgow Gospel” and “A Glasgow Bible”. Mr Jamie Stuart (High Carntyne Parish Church): Presiding Officer, members of the Scottish Parliament, I thank you for this opportunity to address you. For most of my life I have cherished our Scots language. I believe that it has power and eloquence, so I offer you, from the guid book, 1 Corinthians, chapter 13. “I may speak wi the tongues o men an angels but if I hiv nae luve In ma hert, I’m just a noisy gong or a clangin cymbal. I may hiv the gift o prophecy, An ken aw aboot life’s mysteries; I may hiv faith Strang enough tae shift mountains—but still in aw, hiv nae luve In ma hert—I am nothing. I may dole oot aw that I possess, An even gie up ma body tae the flames, But if I hiv nae luve in ma hert, I am nane the better o it. Luve is aye patient an kind; Isnae aye graspin; it disnae blaw Its ane trumpet. Luve has guid manners—very guid manners Luve disnae gloat ower ither folks sins, but rejoices wi the truth. Luve kens nae limit tae its endurance, Nae end tae its trust, nae fadin o its hope: it will exist for aw eternity. Luve will not fail. Dae we hiv prophets? Their day will be ower. Are we carried awa wi tongues? They will cease. Is there knowledge? It will vanish awa. For we ken noo in pairt, an we prophecy in pairt; But when perfection comes, the partial will finish. When I wis a bairn, I had the speech o a bairn, the mind o a bairn, an the thochts o a bairn; But noo that I am grown tae manhood, I have pit awa bairnlike things. For just noo we can see an hear jist a wee bit aboot God; But wan day we will see him in aw his glory; aye, face tae face. Thank you for being with us today. On behalf of all of us who were at the funeral, I say to James that the eulogy he gave was the finest eulogy from a son to a father that I have ever heard. David and I started together as part of the first intake of MSPs in 1999. In those early days, I would come into the chamber when I knew that David was due to speak. He was always witty, clever and a great debater, and I wished that I could be like him. I had a great personal relationship with David. We were often on opposite sides of an issue, and we both served on the first Scotland Bill Committee. It is fair to say that that committee was more than occasionally fraught and regularly robust, and David and I were often at the heart of that.

The Annual General Meeting (“AGM”) opened in Committee Room 2 at 12.45pm and was chaired by Tavish Scott MSP, Member of the Commonwealth Parliamentary Association (CPA) Scotland Branch Executive Committee. In accordance with the Branch Rules, Mr Scott also asked Members if they were content that he should chair the meeting in the absence of the Presiding Officer. Members present unanimously agreed. 4. The Chairperson passed on his best wishes, and that of the Branch, to the Presiding Officer, wishing her a full and speedy recovery. 5. The Chairperson welcomed the Members and noted that the quorum for the AGM of one twelfth of the membership of the CPA Scotland Branch (“the Branch”) had been met. 6. The Chairperson mentioned that the Annual Report of the CPA Scotland Branch detailed activities of the Branch over the last year.

    Advisory Committee on Business Appointments Eighteenth Annual Report 2016-2017 1 20 July 2017 Dear Prime Minister, This letter accompanies the eighteenth report of the Advisory Committee on Business Appointments, which covers the year to 31 March 2017. The Committee continued to see a high volume of applications in 2016-17, with the numbers similar to those dealt with in the preceding year. This was in part due to the change of Prime Minister in July 2016 and following Ministerial reshuffle, combined with the on-going effect of the May 2015 General Election. The Committee gave advice on 104 applications from former Ministers in 2016-17, compared to 123 applications in 2015-16 (substantially higher than the 49 dealt with in 2014-15). There were 140 applications from former Crown servants, compared with 110 in 2015-16 (89 in 2014-15). It was a challenging year for the Secretariat; with new personnel settling in after a period of change and an increase in casework. This included many cases which required significant work by the Secretariat; in particular, seeking further information from applicants about the nature of proposed roles; and former Government departments about individuals’ responsibilities held whilst in office. This year 70% of applications were dealt with within our target deadlines, compared to 75% in 2015-16. Those Ministers who left Government at the May 2015 General Election are no longer subject to the Business Appointment Rules, which apply for two years from last day of service. However, the Committee will continue to see applications from those leaving Ministerial posts, including those who left Government in July 2016 and following the recent General Election.

    Monday 10 March 2014 SCOTTISH GOVERNMENT Governance and Communities Mary Fee (West Scotland) (Scottish Labour): To ask the Scottish Government how many new homes local authorities have completed since May 2011; how many are being built, and how many are planned to be completed by the end of the current parliamentary session. (S4W-19695) Margaret Burgess: Official statistics in respect of the Affordable Housing Supply Programme are published by quarter and financial year. A total of 2,999 homes have been completed by local authorities since 1 April 2011 to the end of December 2013. A further 1,239 local authority homes had started on site but had not yet completed by 31 December 2013. At least 5,000 homes are expected to be completed by the end of the current parliamentary session. Mary Fee (West Scotland) (Scottish Labour): To ask the Scottish Government how many towns submitted bids for the Town Centre Housing Fund; how much each submitted, and how many homes will be affected. (S4W-19696) Margaret Burgess: There were 25 proposals submitted to the Town Centre Housing Fund, received from 11 local authorities, five housing associations and eight private developers. The proposals encompassed empty properties in 21 towns across Scotland. Mary Fee (West Scotland) (Scottish Labour): To ask the Scottish Government how many homes have been redeveloped as a result of the Town Centre Housing Fund. (S4W-19697) Margaret Burgess: The Town Centre Housing Fund will see 82 new homes developed from empty or derelict properties in seven towns across Scotland.
