Washington, D.C. 20573 Dear Chairman Khouri, We write to express concern with the reported practices of certain vessel-operating common carriers (VOCCs) related to the denial of carriage for agricultural commodities. If the reports are true, such practices would be unreasonable and would hurt millions of producers across the nation by preventing them from competing in overseas markets. We support the Federal Maritime Commission’s current efforts to investigate these reports, and call on the Commission to quickly resolve this critical issue. As you know, ports across the United States are experiencing unprecedented congestion and record container volumes, which alone pose significant challenges for agricultural exporters seeking to deliver their products affordably and dependably to foreign markets. In the midst of this challenge, reports that certain VOCCs are returning to their origin with empty containers rather than accepting U.S. agriculture and forestry exports not only greatly exacerbates the problem, but potentially violates the Shipping Act as an unjust and unreasonable practice.1 We understand that the Commission in March 2020 initiated Fact Finding No. 29 – led by Commissioner Rebecca Dye – which was expanded in November 2020 to investigate reports of potentially unjust and unreasonable practices by certain VOCCs discussed above. We support this investigative effort, and – in the event that unjust or unreasonable practices by certain VOCCs are discovered – urge the Commission to take appropriate enforcement actions under the Shipping Act to put an end to such practices. The need is urgent, especially with record container volumes at the nation’s major ports.

Biden and Harris will take office on January 20, 2021. Currently, President-elect Biden is leading in the electoral college and popular vote. Votes are still being counted so final electoral college and popular vote counts are not available. NASTAD will provide transition documents to the incoming Administration, highlighting agency-specific recommendations that pertain to health department HIV and hepatitis programs. Additionally, the Federal AIDS Policy Partnership (FAPP) and the Hepatitis Appropriations Partnership (HAP), two coalitions that NASTAD leads, will also submit transition documents stressing actions the next Administration can take relating to the HIV and hepatitis epidemics, respectively. House and Senate Results Several House races are still undecided, but Democrats have kept control of the chamber. Republicans picked up several House districts but did not net the 17 seats they needed to gain the majority. Control of the Senate is still unknown with two uncalled seats (Alaska and North Carolina) and two runoffs in Georgia. The runoff races in Georgia will take place on January 5, 2021, so the Senate make up will not be final until then. While it remains likely that Republicans will remain in control of the Senate, if Democrats win both run off races, they will gain control of the Senate with Vice- President-elect Harris serving as tiebreaker. Campbell ew observers of American politics deny that in recent Fyears religion has come to play an increasingly important role in the nation’s elections, especially the presidential election. To some, per- haps many, religion may appear to be a new factor in national politics. But today’s focus on religion is really just a variation on what has been a common theme throughout U.S. history. In 1800, Thomas Jefferson had to deal with accusations that he was an atheist; in the late 1800s, William Jennings Bryan invoked biblical themes to support economic policy; in 1928, Al Smith faced anti-Catholic mobs on the campaign trail; in 1960, John F. Kennedy too had to forestall anti-Catholic sentiment that, while muted when compared with what Smith faced in 1928, lingered nonetheless. Religion, then, has long been a feature in national elections. Yet that does not mean that the religious cleavages of the past correspond to those of the pres- ent. Rather, the last thirty years have seen a re-sorting of the parties’ electoral coalitions along religious lines. No longer are Democrats and Republicans divided along the old lines, defined by whether they are Catholic or Protestant. Instead of religious denomination, the parties are divided by religious devo- tional style—that is, a way of being religious. People who are more devout— regardless of denomination—are more likely to favor the GOP. Obviously, such a statement is a generalization.

Baldwin’s Jobs for Economic Recovery Act of 2020 would immediately expand subsidized Transitional Jobs programs and finance six months of wages for unemployed workers to meet the needs of employers and workers suffering because of the COVID-19 pandemic. Her Child Poverty Reduction Act of 2020 sets the national goal of cutting child poverty in half in the next decade, and sets up a framework of accountability for measuring and meeting the goal. The Jobs for Economic Recovery Act would immediately pay for state, tribal, and local subsidized employment programs. Amending the Social Security Act, it would finance six months of wages and payroll taxes for public, private, or nonprofit jobs. Funds could also be used for job training and child care. Baldwin is leading this effort with Senate Finance Committee Ranking Member Ron Wyden (D-OR) and Senators Chris Van Hollen (D-MD), Michael Bennet (D-CO), and Cory Booker (D-NJ). Transitional Jobs, when combined with other work-based supports, are a proven tool to reduce all poverty, including child poverty.

In order for our economy to recover, and for working families to return to work, the next supplemental package must include at least $50 billion in immediate child care stabilization funds and long-term investments to ensure access to quality, affordable child care for workers. As we continue to navigate the devastating impacts of the pandemic, the National Association for the Education of Young Children estimates that 40% of child care providers expect they will close permanently without additional assistance.[1] This would be devastating for children, families, child care providers, and businesses. Unfortunately, the CARES Act did not provide enough funds to stabilize the industry and the Paycheck Protection Program provided short-term relief to less than 6 percent of all child care providers.[2] Child care is too essential to fail. The upcoming stimulus must invest in child care so that we can stabilize and secure American families and our economy. The House passed the Child Care is Essential Act (H.R. 7027) in a bipartisan manner. This was a monumental first step.

Israel has emerged as a global leader in developing technologies for homeland security. Recognizing Israel’s expertise, the United States is partnering with Israel through the U.S.-Israel Homeland Security Program to advance first responder technologies; secure critical infrastructure and public facilities; provide maritime, aviation, and border security; and prevent and respond to cyber-attacks. The Program is administered by the U.S.-Israel Binational Industrial Research and Development Foundation, in cooperation with the U.S. Department of Homeland Security Science and Technology Directorate and the Israel Ministry of Public Security. Congress has supported the Program for years, having provided its initial authorization through the United States- Israel Advanced Research Partnership Act of 2016, P.L. 114-304. The U.S.-Israel Homeland Security Program received $2 million in Fiscal Year 2020, and is leveraged by Israeli funding. Examples of recent bilateral projects that support the U.S. homeland security mission include development of an unmanned search and rescue system to find victims under ruins and in disaster areas by locating their cellular phones, a wearable indoor positioning system that first responders can use when GPS and other satellite-based technologies fail, and an artificial intelligence-based analytics video security solution used to protect public facilities.
