• Equipment: medical equipment (also for intensive care), hospital beds, fully equipped ambulance cars, respirators, digital mobile x-rays, testing kits personal protecting equipment

• New EU Initiative on Health Security for the EU neighbours with the European Centre for Disease Prevention and Control

• On 4 May, EU co-organised an international pledging conference to accelerate development and deployment of vaccines for COVID-19. In the meantime almost EUR 16 billion raised worldwide.

• Commitment to COVAX (vaccines pillar of the Access to COVID-19 Tools Accelerator); Encouraging all the partner countries to express interest and join COVAX (Many signed already agreements). Western Balkans,Turkey

• Assistance in Clusters 1 & 2 - EUR 61 million • Regional Support to vulnerable groups of immigrants worth EUR 8 million and support to ECDC and WHO activities worth EUR 5 million

• EU Health Security Committee (HSC) opened to all Western Balkan countries as observers. WB also part of EU’s Joint Procurement Mechanism since April

• Turkey: Redirection of EU funding not requested, but implementation period for some IPA projects extended • Under Facility for Refugees, Turkey agreed to mobilisation of savings and contingencies to support COVID-19 response. • Some EUR 57 million being redirected under the Facility to the prevention and treatment of COVID-19 cases, including EUR 52 million for clusters 1&2 Eastern Partnership

• Assistance in Clusters 1 & 2 - EUR 89 million • Regional programmes: (inter alia) • A EUR 30 million project with WHO - delivering medical devices and personal equipment, such as ventilators, laboratory kits, masks, goggles, gowns, and safety suits

Selected examples of assistance: • Ukraine: Support in Clusters 1 & 2 over EUR 26 million–delivery i.a. through CSOs • Georgia: EUR 2,2 million Resilience Facility for equitable access to healthcare • Belarus: Personal protective equipment worth EUR 2,8 million delivered in June • Azerbaijan: 129 oxygen concentrators and 60 pulse oximeters, 10,000 face shields, 10,000 protective goggles, 8,000 isolation gowns and 140,000 respirators • Armenia: EUR 4,46 million E-health component under Public Administration Reform budget support programme • Moldova: EUR 5 million facility to support the health response to the COVID-crisis Neighbourhood South • Just over EUR 1 billion for instruments and programmes under cluster 1 and 2

Selected examples:

• Tunisia: Saha Aziza programme worth EUR 70 million expanded to cover all public hospitals - purchase of medical supplies, training and technical assistance

• Egypt: EUR 89 million to support the Egyptian public health system

• Libya: Programmes addressing resilience&health challenges, adding EUR 45,2 mln fresh funding to the EUTF Africa portfolio for Libya (now amounting to €455 mln)

• Lebanon: Ongoing projects worth EUR 86 mln reoriented to ensure continuity of critical health care reorienting up to EUR 80 mln from EUTF Syria committed for health programmes incl. additional assistance for Palestine refugees

• Jordan: re-oriented ENI and the MADAD funding, topped-up MADAD (EU regional trust fund in response to the Syrian crisis) contracts; assistance includes health interventions in Azraq and Zaatari camps worth EUR 0.5 mln for health education, capacity building

• Palestine**: Health response in Gaza, West Bank and East Jerusalem worth more than EUR 2 mln; EUR 15 mln. support to UNRWA (UN Relief and Works Agency for Palestine) activities for immediate priorities and needs for health and other services related to the pandemic in the West Bank and Gaza

• Morocco: Support health access by migrants (EUTF North Africa window) – EUR 7 mln and EUR 77 mln in budget support to government for strengthening the health system Thank you

https://ec.europa.eu/regional_policy/sources/coo perate/crossborder/cbc_health/cbc_health_en.pdf 3 Programming 2021 -2027 A Strong Heath Dimension in Cohesion Policy 2021-2027: • With more than 7,000 health-related projects financed through the European Structural and Investment Funds (ESIF) in the programming period 2014-2020, cohesion policy demonstrated its crucial contribution to supporting social and economic convergence around Europe and ensuring the health of EU citizens.

• When defining health policies at the EU, national and regional levels, there should be the willingness to overcome the silos approach and ensure the development of more integrated solutions. Policy Objective (PO)4 - Healthcare and long- term care / ESF+ & ERDF : • Healthcare systems face increasing needs due to ageing populations and other non-demographic factors, such as:

• the increased use of more costly technological and pharmaceutical innovations

• and increased expectations from citizens and patients.

• The COVID-19 pandemic has also highlighted the need to build more resilient healthcare systems that are better equipped to respond to crises. PO4 - ERDF Specific Objective 4.4 Ensuring equal access to health care and fostering resilience of health systems: • Health infrastructure and equipment, moving away from a hospital-centred model to more person-centred approaches,

• Primary healthcare (e.g. facilities for general practitioners, nurses), secondary healthcare (e.g. facilities for specialists, outpatient clinic), tertiary healthcare (e.g. acute and long-term care hospitals, emergencies services), including measures to foster resilience of healthcare.

• Integration of care between the above three and between health care, social care and long term care, including through integrated IT systems;

• In the scope of digitalisation of health services: e-health, m-health, telehealth, public information systems and telemedicine Policy Objective (PO)1 – Innovative and Smart Industrial Transformation: • The eHealth and ageing initiatives - Three priorities:

• Citizens' secure access to their health data, also across borders.

• Personalised medicine through shared European data infrastructure - allowing researchers and other professionals to pool resources (data, expertise, computing processing and storage capacities).

• Citizen empowerment with digital tools for user feedback and person-centred care. Integrated approach and synergies with other policy objectives:

• Interreg specific objective (ISO)1 ‘A better Interreg Governance’

• Joint actions (ERDF/ESF+ types of measures)

• Other EU programmes will also make important contributions to health and healthcare of citizens, in particular:

• the Health programme, , the Digital Europe Programme and InvestEU. 4 Provisional timeline until 2022

Conclusion “We need to make our new EU4Health programme future proof. This is why I had proposed to increase funding and I am grateful that this Parliament is ready to fight for more funding and remedy the cuts made by the European Council. (…) And because this was a global crisis we need to learn the global lessons. This is why, along with Prime Minister Conte and the Italian G20 Presidency, I will convene a Global Health Summit next year in Italy.”
