Je me souviens des nombreuses parties de cartes joyeusement animées que nous avons dis- putées en avion ou dans le bureau du gérant Dick Williams, tout comme des excursions de pêche auxquelles nous avons pris part, Jacques et moi, aussi bien en Floride qu’au Québec. Le jour où les Expos m’ont appelé pour m’offrir le poste d’entraîneur-chef, j’étais justement en sa compagnie sur un bateau de pêche, au lac Saint-Pierre, non loin de Trois-Rivières. Je ne connais pas beaucoup de gens mieux placés que Jacques Doucet pour raconter l’histoire des Expos. Peu de gens ont suivi l’équipe pendant 36 ans comme il l’a fait, et, sauf erreur, personne n’a passé autant de temps à côtoyer les gérants de l’histoire de l’équipe. Les amateurs de baseball du Québec ont de la chance que Jacques ait entrepris de leur laisser cet héritage que constituent ces volumes sur l’histoire des Expos. Tout comme Jacques, de nombreuses années de ma vie sont associées aux Expos – plus de 20 ans, en fait. Arrivé à Montréal en 1973, à la fin de ma carrière de joueur, j’ai par la suite géré plusieurs clubs-écoles du club – en plus de deux séjours chez les Expos comme entraîneur adjoint – jusqu’au jour où la direction de l’équipe m’a offert de piloter le grand club. Les équipes que j’ai dirigées pendant 10 saisons à Montréal ont connu des hauts et des bas mais à mes yeux, l’édition 1994 des Expos est la meilleure équipe à laquelle j’ai été liée en carrière, supérieure aux Giants de San Francisco de 2003 (gagnante du championnat de l’Ouest en vertu de 100 victoires). Quand la grève a été déclenchée à la mi-août 1994, notre équipe venait de remporter 20 matchs sur 23, elle s’améliorait de match en match ; rien ne semblait pouvoir l’arrêter. Je n’aime pas tourner le fer dans la plaie mais je suis convaincu que si la saison avait suivi son cours, nous aurions remporté le championnat, peut-être aussi la Série mondiale. Quand nous avions les devants après cinq manches, nos releveurs nous rendaient tout simplement imbattables. Je sais que la suite a souvent été difficile pour les amateurs de baseball québécois. Ce n’est pas agréable de voir ses favoris quitter l’équipe année après année. Je sais que moi, comme fan, je ne pourrais pas appuyer une équipe comme celle-là. Or, je crois profondément que cet exode des joueurs aurait pu être freiné si Montréal s’était dotée d’un stade véritablement conçu pour le baseball.

After posting a 79-83 record with the majors’ highest payroll, the Baltimore Orioles were hit with a $3,138,621 luxury tax bill for the 1998 season. Other taxpayers included the Red Sox ($2,184,734), Yankees ($684,390), Braves ($495,625) and Dodgers ($49,593). The tax threshold, originally expected to reach $55 million in 1998, actually leaped to $70,501,185, including $5,576,415 per team in benefits. This figure represents the midpoint between the fifth- and sixth-highest payrolls. The luxury tax rate falls from 35% to 34% in 1999, then disappears entirely in 2000. Owners go 9-2 in arbitration. Derek Jeter and Mariano Rivera of the Yankees were the only players to win their arbitration hearings, although 51 of the 62 cases settled before a ruling.

Through my research I have found that both entities follow a very similar timeline with highs and lows coming around the same time in the same province; although, I have not found any direct linkage between the two. My analysis begins around 1837 and continues through present day, and by analyzing the histories of each movement demonstrates clearly that both movements followed a unique and similar timeline.

Yet more than one million students give up on school in the United States every year. The high school dropout crisis is a national epidemic that requires bold action. There is hope. We know how to identify the students most at risk and we know what they need to succeed. Research shows that we can identify students who are likely to drop out as early as middle school by tracking early warning indicators of poor attendance, behavior issues and course failure in math and English. City Year is harnessing the energy and idealism of young adults in national service and placing them in these high-need schools to help students stay on track – and get back on track – to graduation and life success. This year, City Year united more than 1,500 diverse young leaders in full-time service to help turn around our lowest performing schools, close the education achievement gap and help students succeed. City Year deploys our AmeriCorps members into high-poverty schools, serving as "near-peer" role models and performance coaches, helping students develop socio-emotionally and achieve academically. Corps members work with at-risk students from 7:30 a.m. until the last student leaves the after-school program at dusk. We are seeing promising results: sharp increases in student attendance, progress in behavior and improved course performance in math and English. In 2010, 90% of all students tutored by City Year improved raw literacy scores, and the number of students with less than 90% attendance was cut in half as a result of City Year’s attendance support activities.
