Chair Hinkins called the meeting to order at 8:10 a.m.

4 . Approval of Minutes from October 19th, 2020

MOTION: Rep. Albrecht moved to approve the minutes of October 19th, 2020. The motion passed with a vote of 15 - 0 - 3.

5 . Utah State Fair Corporation

Lacey Moore presented the Agency Overview for the Utah State Fair.

Sen. Sandall asked about the projections for the coming year and if the Utah State Fair Corporation is eligible for the Cares Act funding. Lacey Moore responded.

5) Utah State Fair Corporation

Larry Mullenax, Executive Director, Utah State Fair Corporation, presented the Agency's mission and gave an overview on the September 2020 fair and Fairpark events.

Sen. Iwamoto thanked Larry Mullenax for his help on COVID testing for the community.

Sen. Sandall congratulated the Legislature and the Subcommittee on enabling the State Fair to become self- sufficient in the last six years, prior to the pandemic.

Chair Hinkins commented on last year's request to add another facility to the skatepark and asked about the possible revenue or value of that addition. Larry Mullenax responded.

Rep. Chew asked about the structures and how they held up during the windstorm in September of 2020. Larry Mullenax responded.

6 . Office of Energy Development

Lacey Moore presented the Agency Overview for the Office of Energy Development.

Thom Carter, Governor's Energy Advisor and Executive Director of Office of Energy Development (OED), presented the Agency's mission and discussed their current projects.

Rep. Handy asked if the ten-year energy plan is going to be updated. Thom Carter responded.

Rep. King asked about the approach and commitment to renewable resources and how the Governor's office should move forward. Thom Carter responded.

7 . Public Lands Policy Coordinating Office

Lacey Moore presented the Agency Overview for the Public Lands Policy Coordinating Office.

7) Public Lands Policy Coordinating Office

Redge Johnson, Executive Director of Public Lands Policy Coordinating Office (PLPCO), presented the Agency's mission and objectives.

Tony Rampton, Assistant Utah Attorney General, talked about the current cases in the office, focusing on the Bellwether Trial.

Rep. Snider asked if litigating these cases can be expedited and what the state's options are moving forward to reach a solution. Tony Rampton responded.

Rep. Lyman shared his concerns about the state and county relationships with the Federal Government and the state's strategy for public lands. Redge Johnson responded.

Rep. Handy asked about the breakdown of the current PLPCO employees. Redge Johnson committed to follow up with a summary.

Rep. King reflected on the 2021 Utah Transfer of Public Lands Act and asked PLPCO's opinion on taking litigation to the Supreme Court. Tony Rampton responded.

8 . RFA: H.B. 197 Fishing and Hunting Restrictions for Nonpayment of Child Support

Rep. presented the request for funding.
