1961] THE CONCEPT OF STATEHOOD IN UNITED NATIONS PRACTICE * ROSALYN COHEN t The topic of "statehood under international law" has long been a favorite with jurists. The problem of what constitutes a "state" has been extensively examined and discussed, but all too often in absolutist terms confined to drawing up lists of criteria which must be met before an entity may be deemed a "state." The very rigidity of this approach implies that the term "state" has a fixed meaning which provides an unambiguous yardstick for measuring without serious fear of error, the existence of international personality. The framework of examination being thus constricted, traditional inquiry has endeavored to meet some of its inadequacies by ancillary discussions on the possi- bility of a "dependent state" in international law, of the desirability of universality in certain organizations set up by the international com- munity, and of the rights of peoples to national self-determination. It would appear, however, that these questions, far from being ancillary, are integral to any discussion of "statehood." Even the language of the law-or perhaps especially the language of the law-contains ambiguities which are inherent in any language system, and the diffi- culties presented by this fact can only be resolved by an analysis which takes full cognizance of the contextual background. Thus, when ex- amining what is meant by the word "state," an appraisal of the com- munity interests which will be affected by the decision to interpret it in one way rather than in another is necessary. Discussions, for example, of whether a "dependent state" can exist under international law become meaningless unless there is first an examination of whether the community of nations would find it appropriate, in the light of its long range objectives, to afford the rights which follow from "state- hood" to entities fettered by restrictions which impair their independ- ence. -

110 Regionalism, Security & Cooperation in Oceania Chapter 8 Acting West, Looking East: Timor-Leste’s Growing Engagement with the Pacific Islands Region Jose Kai Lekke Sousa-Santos Executive Summary • Timor-Leste is situated geopolitically and culturally at the crossroads of Southeast Asia and the Pacific Islands region, and has pursued a two-pil- lared neighborhood foreign policy of “comprehensive and collective en- gagement,” which is defined by “Acting West” and “Looking East.” • Timor-Leste is seeking to integrate itself within regional governance and security structures, and institutions of both Southeast Asia and the Pa- cific Islands, thereby increasing its strategic role as a conduit for cooper- ation and collaboration between the two regions. • Timor-Leste is of increasing geostrategic importance to the Asia Pacific in view of the growing focus on the Pacific Ocean in terms of resource security and the growing competition between China and the United States. • Timor-Leste could play an increasingly significant role in regional de- fense diplomacy developments if the Melanesian Spearhead Group re- gional peacekeeping force is realized. Neighbourhood Components Analysis Jacob Goldberger, Sam Roweis, Geoff Hinton, Ruslan Salakhutdinov Department of Computer Science, University of Toronto {jacob,roweis,hinton,rsalakhu}@cs.toronto.edu Abstract In this paper we propose a novel method for learning a Mahalanobis distance measure to be used in the KNN classification algorithm. The algorithm directly maximizes a stochastic variant of the leave-one-out KNN score on the training set. It can also learn a low-dimensional lin- ear embedding of labeled data that can be used for data visualization and fast classification. Unlike other methods, our classification model is non-parametric, making no assumptions about the shape of the class distributions or the boundaries between them. The performance of the method is demonstrated on several data sets, both for metric learning and linear dimensionality reduction. 1 Introduction Nearest neighbor (KNN) is an extremely simple yet surprisingly effective method for clas- sification. Its appeal stems from the fact that its decision surfaces are nonlinear, there is only a single integer parameter (which is easily tuned with cross-validation), and the expected quality of predictions improves automatically as the amount of training data in- creases. These advantages, shared by many non-parametric methods, reflect the fact that although the final classification machine has quite high capacity (since it accesses the entire reservoir of training data at test time), the trivial learning procedure rarely causes overfitting itself. However, KNN suffers from two very serious drawbacks. The first is computational, since it must store and search through the entire training set in order to classify a single test point. -

This paper focusing on how to increase such regional social-economic structure by developing better transportation services system which is assumed could attract tourism traveling number, i.e. based on integration between railways transportation system and local natural resources and/or social-economic activities. The indication of technical, economic, social and environmental as well as institutional arrangement feasibility then was analyzed using SWOT model. 28.0 Development Permit Area #2 (Neighbourhood District) Goals and Objectives To provide a guide for infill and new development in the Neighbourhood District. To outline the nature, form and character of new development and redevelopment of commercial, industrial, institutional and residential properties in this area. Context (Purpose and Justification) As per Section 488 of the Local Government Act, the purpose of the designation of lands in the Neighbourhood District as a Development Permit Area is the: a. Protection of the natural environment, its ecosystems and biological diversity b. Protection of development from hazardous conditions c. Protection of farming d. Revitalization of an area in which a commercial use is permitted e. Establishment of objectives for the form and character of intensive residential development f. Establishment of objectives for the form and character of commercial, industrial or multiple family residential development g. Establishment of objectives to promote energy conservation h. Establishment of objectives to promote water conservation i. Establishment of objectives to promote the reduction of greenhouse gas emissions The Neighbourhood District, as identified on Map 14, is roughly bounded by several ALR properties to the north and the east, large agricultural lands to the south, Okanagan Lake to the west, the City boundary to the north and the north-east. This area includes East Hill, Mission Hill, Alexis Park, West Vernon. Harwood, portions of Okanagan Landing, South Vernon and North Vernon. Development in this diverse area will take on many forms. The Development Permit guidelines for the Neighbourhood District are intended to provide a guide for enhancing the form and design of new development as well as providing guidelines for the possibility of infill. -
East Asia and the Pacific Also Assist in finalising Comprehensive Procedures for the Man- Arate Chapters
Recent Developments In Indonesia, the brutal killing of three UNHCR staff members in Atambua, West Timor, on 6 September 2000 was a shock to UNHCR and the international com- munity and a tragic illustration of the difficult security environment in which staff were working to protect and assist East Timorese refugees. After the murders, all UN staff were evacuated from West Timor and activities suspended. On 8 September, the UN Security Council adopted resolution 1319, condemning the murders and insist- ing that the Government of Indonesia take a number of concrete steps to improve the security situation in the refugee camps. UNHCR’s return to West Timor and the resumption of operations will be contingent upon the achievement of non-negotiable benchmarks communicated formally to the Government. These include the arrest and prosecution of those responsible for the murders, disarmament, disbanding and removal of the militias from the refugee camps; and the restoration of law and order in West Timor. UNHCR maintains a dialogue with the Government, notably on its Comprehensive Plan of Action for East Timorese Refugees, which was developed in July. This dialogue continues on the clear understanding that UNHCR will not resume its activities in West Timor until the above-mentioned benchmarks have been East Asia fully met. From 11 to 16 November, the Office participated in a Security Council mission to Indonesia (including visits to camps in West Timor) and East Timor, intended to assess the Government’s follow-up to resolution 1319. At the time of writing, UNHCR had not yet taken a decision to resume operations in West Timor. -

Russia: Background and U.S. Policy Updated August 21, 2017 Congressional Research Service https://crsreports.congress.gov R44775 Russia: Background and U.S. Policy Summary Over the last five years, Congress and the executive branch have closely monitored and responded to new developments in Russian policy. These developments include the following: increasingly authoritarian governance since Vladimir Putin’s return to the presidential post in 2012; Russia’s 2014 annexation of Ukraine’s Crimea region and support of separatists in eastern Ukraine; violations of the Intermediate-Range Nuclear Forces (INF) Treaty; Moscow’s intervention in Syria in support of Bashar al Asad’s government; increased military activity in Europe; and cyber-related influence operations that, according to the U.S. intelligence community, have targeted the 2016 U.S. presidential election and countries in Europe. In response, the United States has imposed economic and diplomatic sanctions related to Russia’s actions in Ukraine and Syria, malicious cyber activity, and human rights violations. The United States also has led NATO in developing a new military posture in Central and Eastern Europe designed to reassure allies and deter aggression. U.S. policymakers over the years have identified areas in which U.S. and Russian interests are or could be compatible. The United States and Russia have cooperated successfully on issues such as nuclear arms control and nonproliferation, support for military operations in Afghanistan, the Iranian and North Korean nuclear programs, the International Space Station, and the removal of chemical weapons from Syria. In addition, the United States and Russia have identified other areas of cooperation, such as countering terrorism, illicit narcotics, and piracy.
