Functions of the Dean of Students’ Welfare

The office of the Dean Students’ Welfare continued to serve as the nodal agency for student services and their welfare. The Dean also looks after the following:  The Dean, Students’ Welfare co-ordinate the policies and procedures of the admissions to the various Under-Graduate, Post-Graduate, Research Degree programmes.

 Assist the Vice-Chancellor in supervising and controlling the residents of all students.

 Deal with the matters of management, overall discipline and conditions of living in the halls of residence of the University.

 Advise the University in the matter of organizations and development of student bodies.

 Co-ordinate the activities of the different bodies concerning student welfare.

 Co-ordinate the elections of the office bearers and other representatives of the NEHU Students’ Union and other student bodies in the campuses as per the rules of the University.

 Advise the University on the nomination of student representatives on various bodies of the University.

 Co-ordination of students’ sports and cultural activities of the Under-Graduate, Post-Graduate Students and Research Scholars in the campuses.

 Supervise and/or organize the co-curricular and sports activities.

 Supervise the funds allocation for the cultural and sports activities of NEHU students union and other student bodies in the campuses.

 Organizing academic study tours through the Departments,

 Award of the Non-Net fellowships for Ph.D./M.Phil/and Post-graduate scholarships, grant to outstanding students, and grant of Students’ Aid to economically weak students.

 The office of the Dean Students’ Welfare facilitates admission of Foreign Students.

 Facilitates travel concession to the students and the educational tours/excursions of the students.

 Supervise and/or organize such programmes and activities which shall strengthen the students-teacher relationship, student-administration and student-society relationships.

FINANCIAL STUDENTS SUPPORT

1. POST-GRADUATE MERIT SCHOLARSHIPS ON THE AWARD OF THE NORTH-EASTERN HILL UNIVERSITY POST GRADUATE SCHOLARSHIPS (Section 26 (1) (f) of the NEHU Act, 1973) Objective 1. To prevent hardship of meritorious students who have passed their Degree Examinations and who are pursuing their Post-graduate studies at this University in subjects for which Post-Graduate departments have been opened.

Eligibility 2. Students who have secured 55% and above or at least a B+ in the 7 point grade system at the Degree Examinations conducted by the University are eligible for consideration for the award of NEHU Post-Graduate Scholarships. Provided that the Committee at its discretion may award a scholarship to a fresh candidate of the final year Class taking his/her performance at the previous examination if he/she has obtained at least 55% marks. Note: 5% of the marks will be relaxed in the case of Scheduled Caste and Scheduled Tribe students. A candidate who is in full time employment will not be eligible for the award of scholarship.

Selection 3. i. The applications received by the University from the candidates shall be sent to the Heads of respective departments by 1st September each year for screening and recommending the award. ii. Selection for the award of the scholarships will be made by a committee to be appointed by the Vice- Chancellor consisting of not less than three persons including the Dean of Students’ Welfare who shall be the Chairman thereof. The selection by the Committee in each case, shall be on the basis of merit and shall be subject to the approval of the Vice- Chancellor.

Renewal 4. The Scholarship may be renewed for a second year provided the student secures at least 50% marks (or ‘B’ grade) at the I & II Semester examination and maintains an all round satisfactory record of work and attendance to be certified by the Head of the Department concerned.

Value 5. The value of the scholarship shall be as determined from time to time by the University.

Conditions of i. The candidates selected for award of scholarships for Post-graduate Award 6. studies shall pursue their course at the North-Eastern Hill University in subjects for which Postgraduate courses have been opened. ii. The selected scholars shall not accept or hold any appointment, paid or otherwise, and will not receive any emoluments, salary, etc. from any other source during the tenure of scholarship. iii. The selected scholars shall not accept any other scholarship simultaneously with the NEHU scholarship. They will however be eligible to receive free studentships if granted by the University. iv. The scholarship may be suspended or terminated at any time on the grounds of misconduct on the part of the student concerned or on continued absence for more than one month except on medical grounds.

2. UGC-NON- NET FELLOWSHIP for Research Scholars admitted to the M. Phil./Ph. D programmes of the North-Eastern Hill University. TERMS AND CONDITIONS 1. The fellowship is applicable to Scholars who are not in receipt of financial assistance from any source. 2. The award and extension of fellowship is subject to compliance with stipulated conditions and availability of funds from the UGC. 3. Scholars are not permitted to avail more than one fellowship at a time. On completion of a fellowship a scholar may avail another, if available. However, the combined duration of all fellowships shall not exceed five years w. e. f. the date of registration. A scholar has to refund the entire amount drawn against the UGC Non-NET fellowship while availing a higher fellowship. 4. UGC Non-NET fellowship discontinued for higher fellowship of Research Projects may be revived if project is discontinued/terminated before the stipulated duration for any reason not related to lapse on part of Research Fellow of the project. PROCEDURE FOR MONITORING THE PROGRESS OF THE SCHEME The performance of the Research Fellow would be monitored by their respective supervisor/Guide and reflected in the half yearly progress report submitted to the University for Consideration. Each Scholar will be required to present the work annually in the seminar which will be evaluated by a committee constituted by the Department. The concerned Departments are expected to monitor the work of the Fellow continuously. He/She shall not accept or hold any position, paid or otherwise, or receive emoluments, salary, stipend, etc. from other sources during the tenure of the award. The condition of the Ordinance (OD-1) Clause 4 (a-e) may kindly be consulted.

OTHER CONDITIONS The Fellow, with the consent of the Guide/Head of Department, may assist the University/Institution in its Academic work, including tutorials, evaluation of the test papers, laboratory demonstration, supervision of fieldwork, library activities like group seminars and symposia, provided such work is not likely to hinder the research programmes on hand. The total amount of time to be spent on such activities should not exceed ten hours a week. CANCELLATION OF AWARD The fellowship is liable to cancellation in case of: i) Misconduct; ii) Unsatisfactory progress of research work/failure in any examination related to P.Phil./Ph. D; or iii) He/She is found ineligible later. DURATION/EXTENSION OF NON-NET FELLOWSHIP

GUIDELINES FOR EXTENSION OF NON-NET FELLOWSHIP In the guidelines, it is provided that a THREE MEMBER “EVALUATION COMMITTEE” chaired by the Head of the Concerned Department/Centre shall evaluate the progress of work and recommend the application for extension. A standing “EVALUATION COMMITTEE NON-NET FELLOWSHIP” of the Department/Centre comprising the following is hereby constituted for the purpose: 1. Head of Department/Centre (Chairman) 2. One Professor/Associate Professor of the Department/Centre (by rotation) to be nominated by the Head. 3. One Professor/ Associate Professor of the Department/Centre from within the school (by rotation) to be nominated by Dean of the School. All applications for extension of NON-NET FELLOWSHIP should be routed through the Standing Committee of the Department/Centre.

3. Under Graduate (Professional Courses) and Post-Graduate students of NEHU seeking aid from the “THE NORTH-EASTERN HILL UNIVERSITY STUDENTS’ AID FUND.”

THE NORTH-EASTERN HILL UNIVERSITY ORDINANCES OF-2 ON THE STUDENTS’ AID FUND (Under Section 26 (1) (f) of the NEHU Act, 1973)

Name of the Fund 1. There shall be a Fund called “The North-Eastern Hill University Students’ Aid Fund” instituted out of the contributions from the students and staff of the university and collections from other sources as well as the contributions received from the University Grants Commission.

Objects of the Fund 2. The objects of the Fund shall be: i. to render financial assistance to poor and deserving students for payment of tuition fees, examination fees, purchase of text books, stationery etc.; ii. to grant limited assistance to students to meet their hostel

charges, expenses on clothes and emergency medical expenses, if their needs are considered genuine; iii. to grant interest-free loans to deserving students subject to a maximum of 50% of the total amount standing to the credit of the Fund; and iv. to meet any other needs of students considered to be genuine by the committee referred to in rule; Note: The fund shall not be utilised for award of scholarship/ fellowships or stipends or for payment of prizes, rewards etc., to students.

Contribution to.the i. Each student of the University shall, contribute annually a sum Fund 3 which may be prescribed by the Ordinance. The sum shall be realised from the students along with the first installment of fees in the academic year. ii. Voluntary contributions received from the staff and from students shall also be welcomed as well as the unclaimed refund of any amount lying to the credit of a student within one calendar year of his leaving the University. iii. The Finance Officer shall maintain an account of the Fund and submit it annually to the Executive Council and the U.G.C. after it is audited in the manner laid down in Section 29 of the North- Eastern Hill University Act, 1973.

Recommendations Each School shall have a Committee consisting of: for Assistance 4. a. The Dean of the School (Chairman) b. One Head of the Department (by rotation) c. The Registrar or his representative. d. The Committee shall consider the applications from the students and forward its recommendations to the Registrar.

Management of Fund 5. The recommendations of the various School Committees shall be considered by the Deans’ Committee.

Application for i. A student requiring financial assistance or loan from the fund Financial Assistance shall apply in the prescribed form to the lone Dean of the School or Loan 6. concerned through the Head of his Department. ii. No application for loan for a second time shall be considered before the expiry of three months after the clearance of the earlier loan. iii. Applications for financial assistance/loan should reach the Committee within the notified dates.

Consideration of i. The Committee shall consider the application of students for Application by the School assistance/ loans with regard to their merit and Committee Committee 7. means and may, if it so desires also interview them. ii. The Committee shall make recommendations in conformity with

these rules after due consideration of: a. the purpose for which assistance/loan is asked for ; b. the number of applicants seeking assistance/ loan; c. the progress maintained by the applicant in his studies; d. the fact that during a Semester/Academic Year financial assistance shall not exceed Rs.1000/- for each student (including assistance given in the form of loans): Provided that in very exceptional cases the Committee may recommend, for reasons to be recorded, financial assistance exceeding Rs.1000/-.

Recovery of i. Students granted financial assistance (excluding loans) may Assistance Loans 8. repay the amount if convenient to them. ii. The loan shall be advanced on a guarantee to be accepted by the Committee in each case. The guarantee shall be given by any of the following on a prescribed form: a. Any permanent member of the teaching or nonteaching staff (other than a lower subordinate staff); b. Any Scholarship/Fellowship holder provided his Scholarship/Fellowship is tenable upto the date by which the loan will be fully repaid. iii. The loans shall be repaid in such number of installments as may be fixed in each case by the Committee. iv. The number of installments shall, however be so fixed that the last installment of the loan is repaid before the end of the ensuing April. v. The recovery of the loan shall commence from the month following that in which the loan is paid. vi. The account of loans granted to Scholarship/ Fellowship holders shall be realised from their Scholarships/Fellowships and it shall be a condition of the Grant of loans.

Auditing of the Fund. 9. The accounts of the Fund shall be audited in the manner laid down in Section 29 of the North – Eastern Hill University Act, 1973. The audit fee or any other related expenditure shall not however, be charged to the Fund.

Annual Report 10. The Registrar shall prepare in consultation with the Dean of Schools, a Report at the end of each financial year on the administration of the Fund and send one copy of the Report to the University Grants Commission and place one copy before the Executive Council.

Academic Study Tour from Departments

The Dean, Students’ Welfare invited Academic study Tour from those Departments where STUDY TOUR IS NON-CURRICULAR. The prescribed profoma completed in all respect may be submitted to the office of the DSW on every Academic year on or before 30th of September. Proposal received after the last date will not be entertained. The following conditions are to be observed: 1. For the Departments where study tour is not a Credit Course, priority will be given to those Departments, which have not undertaken study tour in the preceding year (s). 2. Proposals for visit to two places will be entertained only if two places are on the same route and maximum duration of the tour shall not exceed 14 days. 3. The extent of financial support will depend on the budget provision of the year. FOREIGN STUDENTS The office of the Dean, Students Welfare also facilitates admission of Foreign Students Regulationon Admission of Foreign Students (Under OC-1) 1. Eligibility: All foreign students seeking admission to any programme of study of NEHU or college affiliated to it shall fulfill the minimum eligibility criteria as provided for in the relevant ordinance/ regulation etc. for that particular programme of study. The eligibility criteria for short-terrm programmes not leading to award of any degree/diploma/ certificate or training/ internship shall be as such as decided by the concerned department. 2. Equivalence: The equivalence of Degree/ Diplomas from foreign universities, boards of higher education, etc shall be decided in accordance with the norms of the Association of Indian Universities (AIU). In case of any confusion/ ambiguity the matter shall be referred to the Equivalence Committee of the University whose decission thereon shall be final. 3. Reservation: All foreign students shall be admitted under supernumerary category only which shall be restricted to a maximum of 10% of the authorized seats in a programme. 4. Procedure of admission: a. Foreign students seeking admission under categories (i) and (ii) of OC-1 (3) shall send their applications ( complete in all respect) along with the supporting documents, either directly or through the Indian Council of Cultural Relations

(ICCR) or other sponsoring agencies to the Offivce of the Dean, Students Welfare, NEHU by 15th May. Applications under category (iii) of OC-1 (3) may be made any time during the year. Incomplete appliacations shall not be considered. b. The entire application materials after an initial sreening by the Office of the Dean, Students Welfare shall be forwarded to the concerned department for vetting of the eligibility (on the basis of the equivalence decision if required) and suitability of the applicant. The department shall send back the application materials to the Dean, Students’ Welfare with its unambiguous recommendation. c. A central Admission Committee (CAC) constituted under this regulation shall decide the grant of Provission Admission to a foreign student on the basis of: i. Recommendation of the concerned department; ii. Submission of a medical certificate to the effect that the candidate does not suffer from any contagious disease issued by a competent medical authority of the concerned foreign country; iii. Any other condition deemed fit by the CAC d. The CAC shall be constituted as follows: i. Senior-most Professor – Chairman ii. Three Professors, one each from Sciences, Social Sciences and humanities to be recommended by the Vice Chancellor – Members iii. Finance Officer – Member iv. Dean, Students’ Welfare – Ex-officio Member cum Convener e. The decission of the CAC shall be endorsed to the concerned Head of the Department who shall issue the offer of provisional admission to the student and communicate it through ICCR or other sponsoring agency of the applicant directly via email/ air mail. The application materials shall thereafter be maintained I the office of the concerned Department. f. The final admission shall be granted to a foreign student by the concerned Head of Department on the following additional conditions:- i. Verification of original documents; ii. Proff of payment of prescribed fee as per the rate approved by the University from time to time ( for ICCR/ GOI sponsored candidates this condition shall be in accordance with the institional arrangement); iii. Possession of valid visa/travel documents for the purpose issued by the concerned Indian consulate abroad or Residence permit issued by competent authority in India. 5. Study Programme and Academic Calendar: The foreign students shall be governed by the provission of the Ordinance relating to their respective programme of study and the academic calendar of the university. 6. Registration with Police Department: All foreign students shall register themselves with the fForeigners’ Registration Office, Shillong within 30 days of admission and the same shall be intimated to the Head of the concerned Department an the Office of the Dean, Students’ welfare. 7. Accomodation: After being granted final admission a foreign student may apply to the Dean, Students’ Welfare for accomodation availble on first come first serve basis in the International Students’ Hostel. The allotment of accomodation shall be subject to payment of hostel fee as approved by the university from time to time.

8. Migartion certificate for registration: A migration certificate issued by the competent authority of the foreign university/ country of origin may be submitted for registration in case, the foreign university/ country of origin does not have this practice, registration may be granted based on the visa/ travel document. 9. Maintenance of discipline: A foreign student admitted to NEHU shall be governed by the same ordinance/Regulations/Rules regarding discipline applicable to other students of the university. 10. Fee Structure: A foreign student admitted to a programme of study shall pay fees either in US dollars or equivalent in Indian rupees as per the prevailing exchange rate. Ref: Notification note No. F. 24-40/DSW/2013-2319, Dated 23rd July, 2013 & D.O. No. F.1-15/2015 (ARC), dated 4th February, 2016 In pursuance to the Judgment of the Hon'ble Supreme Court of India dated 8.5.2009 in Civil Appeal No. 887/2009), the University Grants Commission has framed "UGC Regulations on curbing the menace of ragging in higher educational institutions, 2009" which were notified on 4th July, 2009 in the Gazette of India. These regulations are mandatory for all Universities/Institutions. The UGC had made it mandatory for all students (UG, PG & RS)/Parents to submit anti ragging related affidavits to the institutions at the time of Admission. Now it is brought to the notice of all Universities, Institutions, Students and Parents that these affidavits can be downloaded from the web site of UGC (www.ugc.ac.in) and or related other web sites. In compliance of the 2nd Amendment in UGC Regulations, you are requested to make it compulsory for each NEHU student (UG, PG & Research Scholars) being admitted every academic year and parents to submit an online undertaking/compliance at www.antiragging.in & www.amanmovement.org (See NOTIFICATION) with a maximum time limit of 30 days as per the order of the Hon’ble Supreme Court of India. In case of any difficulty in executing this notification, the Head of Department is requested to bring the matter to the attention of the Proctor/Chairman Anti Ragging Committee, NEHU. IMPORTANT NOTE: “NO STUDENT IDENTITY CARD” SHALL BE ISSUED TO THOSE WHO DO NOT FULFILL THE ABOVE REQUIREMENTS.

SIMPLIFIED ON-LINE PROCEDURE FOR ANTI-RAGGING AFFIDAVITS

The “National Ragging Prevention Programme” has simplified the procedure of filing an affidavit by each student (UG, PG & Ph. D) admitted to North-Eastern Hill University in the academic session 2014-2015 onwards. Now the affidavit can be filled on-line and shall neither involve visit of the student to any court of law or advocate nor any expense. The following procedure has to be followed with effect from academic session 2014 – 2015.

1. Log on to www.antiragging.in or www.amanmovement.org

2. Click on to “Anti-ragging Affidavit”/ “Online Affidavit”

3. Read the instructions carefully and proceed by clicking “Next”

4. Fill in the information as in the form (s).

5. On successful completion, you will receive the affidavit (both for the student and the parents) by email.

6. Print out the form (s) and sign them

7. Submit the signed print out to the Head of the Concerned Department.

8. Once the process of admission is completed you/your office may kindly sent these affidavit to Deputy Librarian, NEHU, Shillong with intimation to Proctor and DSW office.

NAME OF HOSTELS AND THEIR MEANING

HOSTEL NO. 1 (P.G. WOMEN) LASUBON (FLOWER) HALL OF RESIDENCE The name of this Hostel is a Khasi word for a type of orchid found in the . This Hostel is an old-style, stone-walled, two-storied building with the two Blocks (A and B). It has a seating capacity of 48 double-seater rooms.

HOSTEL NO 2 (U. G WOMEN) NOHSNGITHIANG (FALLS) HALL OF RESIDENCE The hostel is named in Khasi word after the falls “Nohsngithiang” located in Sohra, East Khasi Hills, , which is 56 kmsfrom Shillong. It is a seven- segmented waterfall, which plunges over the top of limestone cliffs of the Khasi Hills. The falls only flow during the rainy season. In full spate, the segments stretch most of the way along the cliff. The water falls from a height of 315 meters (1,033 ft) and has an average width of 70 meters (230 ft). The waterfalls get illuminated by the sun from dawn to sunset. The vibrant colours of the setting sun on the waterfalls make it beautiful to behold. It has a seating capacity of 100 students.

HOSTEL NO. 3 (U. G WOMEN) MIKTOKSI (FLOWER) HALL OF RESIDENCE The hostel is named after “Miktoksi” which is the name in Garo of a white wildflower. It is associated with graceful qualities of modesty and simplicity. This Hostel that is named after this lovely flower is a triple-seater three storied building for Female Undergraduate students. It has a seating capacity of 100 students.

HOSTEL NO 4 (R. S WOMEN) PERSARA (NURSERY OF FLOWERS) HALL OF RESIDENCE The Khasi word for a nursery of flowers is 'Persara' and this is the name of the hostel with an old world charm. Built in the old style of stone and mortar, with deeply sloping roofs reminiscent of swiss chalets, the buildings of this hostel blend in with the serenity of the pine- tree filled landscape around it. There are two Blocks, A and B, that have 32 single rooms and 14 double rooms between them. It houses Research scholar female students of the university.

HOSTEL NO 5 (P. G WOMEN) UMIAM (LAKE) HALL OF RESIDENCE The hostel is named in khasi word after the lake “Umiam” which is around 15 kms from Shillong where a massive hydro-electric dam has been constructed across the Umiam river stream. The lake is popular for the water sport and adventure facilities that it offers. Kayaking, water cycling/ scooting and boating are a few of the facilities available at the and serves as a major tourist attraction for the state of Meghalaya. The Lake was formed by damming the Umiam river in the early 1960s as part of building a Dam. The dam has the distinction of being the first Hydel power project in the North-East region of India. It has a seating capacity of 100 students.

HOSTEL NO 6 (P. G WOMEN) SYNTUKSIAR (LAKE) HALL OF RESIDENCE The hostel is named in Khasi word after the lake “Syntuksiar” located in Jaintia Hills district, Meghalaya, which is 60 kms from Shillong. This is a vast pool of calm water, where the flow of the river Myntdu which almost encircles the Jowai town, appears to come as a sudden halt. At Syntu Ksiar, the Myntdu provides a memorable scene of remarkable beauty. Literally Syntu Ksiar means ‘Golden Flower’. Syntu Ksiar is the name dowered to a humongous puddle that comprises of emerald blue waters supplied by the mammoth rivulet entitled Myntdu. The secret that lies behind the

dazzling beauty of the Syntuksiar of Meghalaya is that the sprawling river, Myntdu that feeds it, stretches across an entire arch beleaguering the venue of Jowai. It has a seating capacity of 100 students.

HOSTEL NO 7 (R. S WOMEN) PAHSYNTIEW (NAME OF A GIRL) HALL OF RESIDENCE The hostel is named in Khasi word after a Khasi legend of a girl named Pahsyntiew, who is believed to be the daughter of the God Shyllong. She lived in a cave but was captured when she was tempted by the sweet smell of flowers brought by a young man. She went on to give birth to very good looking children, and then disappeared again and Pahsyntiew is believed to be of divine descent and her descendants- the divine progeny. It has a seating capacity of 55 students.

HOSTEL NO 8 (R. S WOMEN) SARAMATI (PEAK) HALLS OF RESIDENCE The Saramati peak in Nagaland is the highest one of that state. It is high enough to remain snow-capped in winter. Built in the charming old design of stone and mortar, this Hostel is in two blocks, A and B. It offers double-seater accommodation to Research Scholar female students with an intake capacity of 64 students.

HOSTEL NO 9 (P. G WOMEN) THADLASKEIN (LAKE) HALL OF RESIDENCE The hostel is named in Jaintia word after the “Thadlaskein” lake of Jaintia Hills, Meghalaya which is 8 Kms from Jowai on the National highway - 44. It is a man-made lake and is fed by a perennial spring. According to tradition, Sajar Nangli a deputy of the Jaintia King had an irreconcilable difference with the King. Not wanting to be blamed for an inevitable bloodbath he decided to leave the Kingdom with his followers. On their way, they dug the lake with the help of their bows. The lake is still revered by the people of Raid Mukhla who continues to offer sacrifices near

the Lake. It is also a popular picnic spot for locals. It is a Post Graduate hostel for girls and is having 100 double bedded rooms.

HOSTEL NO 10 (P.G / R. S WOMEN) BALGITO (ORCHID) HALL OF RESIDENCE “Balgito” is an Orchid in the Garo language. In keeping with the trend of generally naming Girls' Hostels after flowers, this Hostel too has a name of an exotic flower as it is a Hostel for ladies. It is here that the female students are accommodated. It is a Hostel in 2 Blocks (A and B) and shares the compound with Sensiar Hostel. It has an intake capacity of 56 Research Scholars.

HOSTEL NO 11 (P.G / R. S WOMEN) SENSIAR (LOVELY GIRL) HALLS OF RESIDENCE This is a Post graduate hostel for female students of the University. The name of this Hostel comes from the Mizo language, and roughly translated, means a 'Lovely girl'. Mizo and Naga worlds find ample representation in the names of the various hostels of this University not only because these ethic groups are significantly represented, along with several other North- Eastern language groups, in these Hostels but because NEHU had, until the recent past, Campuses in Mizoram and Nagaland as well. Sensiar Hostel has 4 Blocks (A, B, C, D) with a seating intake capacity of 146 students.

HOSTEL NO 12 (R. S MEN) CHHINLUNG (STONE CAVE/OUTLET) HALLS OF RESIDENCE Chhinlung Halls of Residence is named after the term “Chhinlung”. The Chin-Kuki- Mizo people of the North-east India widely believe that they transcend to the present world through Chhinlung. Loosely described, Chhinlung is a stone cave/outlet or an underground hole covered with a huge boulder. The location and meaning of the term is subjected to obstinate historical academic deliberation but remains shrouded in mystery.

Chhinlung Halls is a single seater accommodation allotted only to male research scholars who are pursuing M.Phil and Doctoral research programmes of the University. It is divided into two blocks (A & B). Located in the vicinity of another male research scholars’ hostel, it accommodates 50 residents.

HOSTEL NO 13 (R. S MEN) SOHPETBNENG HALLS OF RESIDENCE The Sohpet Bneng Halls of Residence is named after “Lum Sohpet Bneng”. The seven clans of the Khasi race are believed to be descendants of heavenly beings have a covenant with God that they are free to come and go between heaven and earth as they pleased. To do so God provide them with a bridge by way of a huge oak tree on earth. The tree was felled but the remaining stub of the tree is believed to be still there in the sacred mount of Lum Sohpet Bneng. Sohpet Bneng Halls is a single seater accommodation allotted only to male research scholars who are pursuing M.Phil and Doctoral research programmes of the University. It is divided into two blocks (A & B). Located in the vicinity of another male research scholars’ hostel, it accommodates 48 residents.

HOSTEL NO 14 (R. S MEN) JAPFU (PEAK) HALLS OF RESIDENCE The Japfu Halls of Residence is named after the Japfu Peak of the north-east Indian state of Nagaland. The peak is about 15 km from this capital city of Nagaland. Located at an elevation of 3048 meters from the mean sea level, the hill top portrays a bird eye view of the entire city of Kohima. The Japfu Halls of Residence is a single room sitter and accommodates about 95 students (men) from all streams of subject of the North-Eastern Hill University. The residents are of diverse cultural group coming from all parts of India. This hostel is divided into 3 blocks with a huge parlor with gym facility and indoor sports facility like Table Tennis.

HOSTEL NO 15 (P. G MEN) KYNREM (FALLS) HALL OF RESIDENCE The hostel is named in Khasi word “Kynrem” which is the highest waterfall in Meghalaya, which is 15kms from Sohra, it cascades down in three stages from the top of the hill and overlooks the Thangkharang Park, which is around 12 kms from Sohra. Thangkharang Park offers a panoramic view for the Kynrem falls. This Hostel houses the Post- graduate male students with the intake capacity of 100 students.

HOSTEL NO 16 (R. S MEN) UMNGOT (RIVER) HALL OF RESIDENCE The hostel is named in Khasi word after the river “Umngot” which is a major south-flowing river originating from the eastern part of the Shillong Peak near a village called Smit in East Khasi Hills of Meghalaya. Starting from an altitude of about 1800 m above sea level, it forms the boundary between East Khasi Hills District and Jaintia Hills District and emerges through a gorge at Shnongpdeng. This 82 kms long and is famous for angling. Umngot continues in its less turbulent form to flow by the fine gorge near Dawki and finally enters into the plains of Bangladesh. Dawki Bridge, the motorable suspension bridge built across Umngot, forms the link of National Highway 40 (Guwahati- Shillong- Dawki Road). This Hostel houses the Research scholar male students with the intake capacity of 50 students.

HOSTEL NO 17 (P. G MEN) ARBELLA (HILL) HALL OF RESIDENCE This Hostel derives its name from the 1117 meters high towering hill situated on the east of the village of Duragre, in Garo Hills. The local name given to Arbella Hill is “Sonabal". This hostel is a triple-seater, three- storied building for Undergraduate Male students of the University with the intake

capacity of 100 residents. Residents of the hostel come from diverse cultural and social background from all over the country.

HOSTEL NO 18 (P. G MEN) KUPLI (RIVER) HALL OF RESIDENCE The hostel is named in Khasi word “Kupli” which is an important river of the Khasi and Jaintia Hills of Meghalaya. It is 40kms from the Jowai. The Kupli flows for some diatance along the Assam- Meghalaya interstate border. It has a unique river bed of limestone and soft rock for a considerable length of its course. Deep valleys and chasms are formed by this river in its course, and near Garampani, it falls over sixty feet to give rise to the lale falls. Kupli River drains Manipur, running north into the Brahmaputra. The biggest Hydel plant under North East Electric Power Corporation has come up with dams in the Kupli River. This Hostel houses the post graduate male students with the intake capacity of 100 students.

HOSTEL NO 19 (U. G MEN) RENGGIRA (HILL) HALL OF RESIDENCE The hostel is named in Garo word after the hill “Renggira” which is a range of hills that stretches towards the East of Tura town terminating in Halidayganj. There is a pond full of fish on the top of this hill. It is believed that a goddess lives in this hill that the Garos invoke for help. In the past, human sacrifice was also believed to have been done in times of drought in order to bring rain. This Hostel houses the Under-graduate Male students enrolled in the University. Is a triple- seater, three-storied building with the intake capacity of 100 students.

HOSTEL NO 20 (U. G MEN) MAWTHADRAISHAN (PEAK) HALL OF RESIDENCE The hostel is named in Khasi word after the peak called “Mawthadraishan” in West Khasi Hills. It is a range of low hills which are ideal for easy treks through rolling hills. Mawthadraishan peak which takes an hour and a half to reach from the main road is located on the Northern side of Nongstoin-Shillong road, near Nongshillong, Mawroh and Markasa villages. On top of the

range, there is a depression with about 7 to 8 fish ponds of considerable size. The apex of the peak offers a panoramic view of the plains of Assam, and the distant Himalayas after the monsoon, on clear days. The districts of Garo Hills, Khasi Hills and part of Bangladesh come within the panoramic horizons of Mawthadraishan peak. This Hostel houses the Under-graduate Male students enrolled in the University. Is a triple- seater, three-storied building with the intake capacity of 100 students.

HOSTEL NO 21 (U. G MEN) WEINIA (FALLS) HALL OF RESIDENCE This hostel is named in Khasi word “Weinia.” It is one of finest waterfall in the state of Meghalaya. This lies on the Kynshi River in the West Khasi Hills. Weinia falls of Meghalaya is situated very close to the Thum falls. The waterfall along with its tranquil surroundings serves as the finest locale for an outing or picnic. The waterfall offers a scintillating view of the water coming down with a heavy force. A wooden bridge is constructed on the Weinia fall so as to facilitate entrance into the Nongkhnum Island. The best season when you can see the waterfall at boom is the monsoons. It is so because the rivers at Meghalaya are seasonal, so during monsoons when the state receives heavy rainfall, the rivers too have large water and hence the charm of the waterfall is far beyond description. This Hostel houses the Under- graduate Male students enrolled in the University. Is a triple-seater, three-storied building with the intake capacity of 100 students.

HOSTEL NO 22 (U. G MEN) KYLLANG HALLS OF RESIDENCE This Hostel is named after one of the two gigantic peaks, “Lum Kyllang” and “Lum Symper”, located near Weiloi Village of Mawsynram (the place with the highest rainfall in the world) in West Khasi Hills. The Khasi legend associated with them tells of the spirits of two brothers, Kyllang and

Symper that dwell there. These siblings engage in quarrels and fights. While Kyllang throws mud at his brother, Symper, in retaliation throws stones. Hence, today we can see Kyllang is a peak full of rocks (supposedly thrown at him) while Symper is full of mud. Kyllang Halls of Residence, named after one of these peaks, is a hostel for under graduate students of the University. It is a three- storied, triple-seater building, with a seating capacity of 100 students.

HOSTEL NO 23 (U. G MEN) SYMPER HALLS OF RESIDENCE Symper Halls of Residence got its name from “Lum Symper”, a unique geological formation. The literal translation of “Lum Symper” is Symper Rock. Located near Weiloi Village of Mawsynram (the wettest place on earth), Lum Symper is an almost flat rock dome ascending sharply in the midst of hillocks. The sight reminds one of the spectacular natural splendors of the state of Meghalaya. The hall of residence is a triple seater accommodation which house 100 under- graduate students. It is a two storey building with residential rooms spread out on both floors. Residents of the hostel are students of various under-graduate courses of the University coming from all over the country with mosaic of cultural backgrounds.

INTERNATIONAL HOSTEL The university offers high-quality single room furnished apartments with an attached bathroom and kitchenette to foreign students on the campus. Internet access is provided in each room. The accommodation is limited and is offered on first-come-first-served basis. No married student’s accommodation is offered by NEHU. This Hostel houses male and female foreign students enrolled in the University with the intake capacity of 24 students.

THE NORTH-EASTERN HILL UNIVERSITYCOUNSELLING SERVICE FOR STUDENTS’ WELFARE Background The University Grants Commission (UGC) has sent an order (2016) to all the Central Universities and Higher Education Institutions (HEIs) to set up a Student Counselling Service at their campuses to address problems of stress, anxiety and homesickness amongst students. Accordingly, the North-Eastern Hill University (NEHU), Shillong constituted a Committee of Students Counselling System for a period of three (3) years to work out the modalities, framework and term of reference and to suggest the same to the Academic Council for amendment of the Ordinances and relevant provisions to see that the students in NEHU get to the appropriate Students Counselling Centres in both the campuses. The Committee comprised of the following members:

The Students Counselling System may be named as The North-Eastern Hill University Counselling Service for Students’ Welfare (NEHUCSSW). It will be responsible for the creation of policy for the provision of student services and to oversee the implementation of University’s policies on student service provision and to provide timely advice to Academic Council (AC) on areas within its remit. The Student Counselling Centre (SCC) In accordance with the UGC’s guidelines, NEHUCSSW proposed the institution of Student Counselling Centre (SCC) which will be located at the office of the DSW and function to make available the services free to all the Undergraduate, Post-graduate and Ph. D students of the University. The main objective of Student Counselling Centre (SCC) is to promote the mental health of all NEHU students, to improve their quality of life and create a learning environment that facilitates their individual development. The Student Counselling Centre, will function at two levels- at the Departmental and University levels. At the Departmental level, the University will appoint the Teacher Counsellors who will act as the guardians of the students and remain in touch with the students allotted to them (batch of 25 students) throughout the year to cater to their emotional and intellectual needs who will coordinate with the SCC at the University level. At the University level, the SCC shall oversee the effective redressal of problems and challenges faced by the students. It shall comprise of the following members:

The SCC at the University level will be assisted by a team of professionally trained and widely experienced female and male Counsellors, psychologist and a psychiatrist, all of whom are accustomed to helping people from many backgrounds and cultures with a wide range of issues. As specialists working with students, the team can help address whatever it is that may be of concern to students and is affecting their well-being. The team may offer a broad range of services including individual therapy, group therapy, as well as medication, assessment and management. In addition to these, the team may provide a range of programmes to promote mental health, emotional wellness throughout the campus community. Our counsellors may conduct orientation and interact with students during orientation, conduct sensitization programnes and theme-focused short-term group sessions in consultation with SCC at the University level and with faculties in every academic department of the University. The day to day function will be manned by a regular staff who will be appointed on contractual basis to look after the centre and do the correspondence with the students. Modalities About Counselling Agreement All students who use the Student Counselling Centre will be required to sign a Counselling Agreement. This Agreement lays out the framework for the services offer in the Centre and helps to find an agreed way of working together. A leaflet will be prepared which gives detailed information of the principles and practices which underpin the Counselling Agreement. All students who use the Student Counselling Centre will request a Counselling appointment will be offered in the first instance, a brief consultation appointment. The Centre may have a brief consultation appointment. The Centre may have a large number of pre-booked appointment available at varied times throughout the week with different counsellors. About the work of offer The Centre will always offer the students a choice in the way they wish to work with: 1:1 work, workshops, therapeutic groups, or supported self help programmes.

About our Counsellors All of our counsellors will have to receive sufficient training and experience to work with clients within the service, and receive clinical supervision on a regular basis. All of our counsellors are accountable to the service for the quality and appropriateness of the work they offer. If students wish to change counsellors the Centre will always endeavour to accommodate them. If students have any concerns about the counselling they have received they should raise this with their counsellor or group facilitator in the first instance and then, if necessary, with the CSS Committee at the University level which will respond quickly to any complaints made and seek to correct any errors on the part of the Centre. About record keeping All the communication with the students and a record of every session will be kept notes of, along with any other relevant correspondence concerning you (such as letters to us from counsellor at the department and University levels etc.) These are kept in a confidential file (either on computer or in paper form) which is kept securely under the guidelines laid down by the university. About Attendance If students wish to receive a series of sessions of 1:1 counselling, an approximate number of sessions to work with the students will be agreed upon, based on the students’ present needs and will be offered opportunities to review this work on a regular basis. If students wish to end counselling before the end of this agreement they are free to do so and would be asked to let the counsellors know in good time so that their place can be re-allocated without loss of time. If students choose to take part in group counselling it will ordinarily be expected that students will commit to attend the whole course as a group. A good time of notice will always be given if for any reason the Centre needs to cancel or change the time of a session that has been arranged. The same will apply for students also to give the Centre as much notice as possible if one has to cancel a session or is unable to attend a group counselling (Ideally 48 hours). About the Students’ privacy The Centre wishes to uphold students’ right to privacy and as a result the Centre will always give the students the opportunity to discuss the confidentiality framework with the Counsellors. As a service the Centre is bound by certain university requirements and also by the law so it is not possible to offer complete confidentiality in all circumstances. About the Students’ Feedback The Centre is always happy to receive feedback about the services and students will be asked to complete an evaluation at the end of their work with the Centre. Information from the evaluation will be used to inform our practice and may be reproduced in our reporting to the university. and to gather information about their progress will be made use of. The Centre will also sometimes use this information in anonymous form, to gather statistics about the issues clients bring and the impact of counseling, which the Centre may wish to use in our statistical reporting to the university.
