BOOTH Dissertation Director: Dr. Laura M. Ahearn This dissertation explores the way ‗language,‘ like other forms of social designations— e.g. race, ethnicity, or caste—gains meaning through social, legal, and linguistic practices and ideologies. Indians of Nepali descent have lived and worked in the Darjeeling hills for more than 150 years yet are, throughout India, often labeled as ‗foreigners,‘ ‗tribals,‘ and ‗squatters.‘ They also speak Nepali, a major factor that contributes to such perceptions despite their Indian citizenship. To counteract these labels and those discriminatory policies and practices they have incited, the Indian Nepali community in Darjeeling founded an organization in 1972 whose goal was the constitutional recognition of Nepali a national language of India. This recognition would, they argued, lead to an acceptance of their language and, more importantly, the recognition of their Indian citizenship. Although the Nepali language was finally included in the constitution in 1992, the anticipated social, political, and legal acceptance of the community was not forthcoming.

  • Trans-Border Identity
    Abstract This paper deals with migration into India from adjoining neighbours and its impact on security and other issues of national interest. Unlike other studies on migration, it focuses on the ethnic identities of migrant populations which exclude a sense of „belongingness‟ to India. The paper does not question conventional wisdom regarding the economic impact of migration on the countries of origin and destination, nor does it debate the magnitude of migration. Rather, it examines implications for India‟s national interest, especially when the migration is illegal and poses multi-layered challenges to the Indian state. The paper restricts itself to only Nepali and Bangladeshi migrants. The nature of migration from these countries to India has been dissimilar. This is because of their different historical backgrounds, geographical variants, ethno-religious affinities, political systems and bilateral arrangements with India. The paper looks at various policy options for the government to tackle migration- related issues. It concludes inter alia that, India‟s borders with Bangladesh and Nepal must be regulated and that resident migrants need to be strategically dealt with, keeping in mind age-old relationships with these countries and, more importantly, the nature and construct of our geography. __________________ JEL classification: F52 F55 Keywords: Migration, Security, Trans-border identities i Executive Summary Migration is as old as human civilisation. This booklet answers in brief the WHY of the Indian Gorkha's justified, peaceful, democratic, constitutional and Gandhian Movement for a separate state within the Indian Union. It may not be possible to capsule the answers in a single document. Our attempt is to produce a series of documents that will explain the demand for separate state of Gorkhaland. The demand for our national, linguistic and political identity has been reiterated ever since 1907. Our History—Pre and Post Independence, bears testimony of our firm resolve and determination to highlight our cause. GORKHA JANAMUKTI MORCHA WHY GORKHALAND? 1 1. HISTORY:- (a) Pre-Independence----- The proposed Gorkhaland area i.e. Darjeeling District and the adjoining Dooars area under Jalpaiguri District were parts of two kingdoms of Sikkim and Bhutan before the advent of the British. This fact is admitted by the West Bengal Government also in its White Paper called “Gorkhaland Agitation-An Information Document’’ published on 29.10.1986. Nowhere in the pre-British history of Bengal, areas under present Darjeeling and Jalpaiguri were ever ruled or possessed by any King, Raja or Royalties of the plains of Bengal, nor the latter had any suzerainty over these areas. The above mentioned areas came under British occupation in three phases. In 1835, by a Deed of Grant, where the Rajah of Sikkim ceded a portion of Darjeeling Hills to the British for setting up a Sanatorium. In 1850, the rest of Darjeeling Hills and the Terai area, west of Tista river were annexed by the British.

Union Finance Minister Nirmala Sitharaman on 27th of October said the growth rate of the country’s gross domestic product (GDP) might be “near zero” this fiscal year. However, with signs of economic revival, India might well be one of the fastest-growing large economies in the next fiscal year, she said, while addressing an international business forum. Sitharaman’s comments come at a time when the International Monetary Fund (IMF) has projected India’s GDP to contract 10.3 per cent this fiscal year, revised from its forecast of a 4.5 per cent decline in June. However, the IMF expects India’s growth to overtake China’s next year because it (India) is predicted to expand 8.8 per cent, while the latter is expected to see 8.2 per cent growth. The finance minister also pinned hopes on the festive season to drive India’s revival.
