I. • As instructed by the committee the Secretariat has prepared a list of proposals for the Europe Prize and European flags of honour to be awarded for 1975. II. Awards in 1974 The Europe Prize was awarded to the municipalities of Cesenatico (Italie) and Macon (). European flages of honour were awarded to the following local authorities:

VI. Secretariat proposals regarding the Europe Prize and European Flags for 1975 • • "• a."' The Europe Prize' • Taking as sole criterion the objective merits of a municipality,, the Secretariat would be inclined to propose DARMSTADT for the 1975 Europe Prize. That city, which received the European Flag as early as 1963, has .been striving for more than twenty years to propagate the European idea. It arranged its first pairings in 1958 (Troyes (Prance)) and in 1960 (Chesterfield (Great Britain) and Alkmaar (Netherlands).) Other pairings'*were arranged later with (Austria), Bursa (Turkey) and Trondheim (Norway). The number of exchanges led.the city .to set up an office to deal solely with pairings and European questions.. Exchanges, are particularly intensive between schools and young people. . The quality of the paired towns and their exchanges was underlined by the award of European Flags to Alkmaar (1961), Graz (1970) and Troyes (1963). In recent years the city has been.put forward regularly as [ first candidate for the Europe Prize by the German section of the Council .of European Municipalities. The one objection that could be made to this candidature is that of inadequate geographical distribution of the Europe Prize of recent years. If the committee wished to ensure better distribution, or to make a political gesture, it might take into consideration two towns whose merits - in certain respects - are comparable to those of Darmstadt, but against which two objections might be made: they are .presenting their candidature for 'the first time, and they have never yet received the European Flag. They are DEVENTER (Netherlands) and the London Borough of SUTTON (Great Britain). DEVENTER has been paired since 1956 with Arnsberg (Federal Republic of Germany) and since 1958 with the London. Borough'bf Southwark '(formerly Camberwell). To ensure greater continuity in European activities, Deventer-in 1973 set up an International Exchanges Committee. Since 1962 Deventer has made great efforts to celebrate Europe Day, appealing to the whole population and in particular to the young 'people. Its paired municipality, Southwark, received the European Flag in 1973. The BOROUGH OF SUTTON has maintained a very close exchange relationship with the district of Berlin-Wilmersdorf since 1968. That district received the European Flag in 1970. Pairing was extended subsequently to Gladsaxe (Denmark) - European Flag 'in 1969 - Apeldoorn (Netherlands) and Minden (Federal Republic of Germany). Since 1974 the French municipality of Gagny has joined this very lively chain of European friendship.
