NOTICE IS HEREBY GIVEN PURSUANT TO THE AUTHORITY VESTED IN THE Commissioner of Transportation by Section 1043 of the New York City Charter and subdivision (a) of Section 2903 of the New York City Charter and in accordance with the requirements of Section 1043 of the New York City Charter, that the Department of Transportation hereby adopts amendments to subdivision (e) of Section 4-13 of Chapter 4 of Title 34 of the Official Compilation of the Rules of the City of New York, the Traffic Rules related to truck routes for the Borough of Brooklyn. This rule was first published on April 3, 2013, and a public hearing was held on May 3, 2013. This rule shall take effect 30 days from the date hereof. STATEMENT OF BASIS AND PURPOSE Pursuant to §§ 1043 and 2903 (a) of the New York City Charter, the Commissioner of Transportation is authorized to promulgate rules regarding the conduct of vehicular and pedestrian traffic in the streets, squares, avenues, highways and parkways of the City as may be necessary. Background Based upon truck origin-destination data, recommendations from a truck study conducted in 2007 and truck route changes requested from the local industrial and trucking community, the Department of Transportation is amending provisions of Title 34, Section 4-13 of the Rules of the City of New York in order to establish a more consistent designation of truck routes in the Borough of Brooklyn. Specifically, the amendments: Change the designation of: Gardner Avenue, Harrison Avenue, Johnson Avenue, Knickerbocker Avenue, Meadow Street, Morgan Avenue, Varick Avenue, and parts of Union Avenue and York Street to Local Truck Routes.
