Dr Ronald Asmus, Executive Director, Transatlantic Center and Strategic Planning, German Marshall Fund of the United States

Dr Asmus is currently Executive Director of the Brussels-based Transatlantic Center and responsible for Strategic Planning at the German Marshall Fund of the US. He has played an important role in expanding GMF’s operations in Brussels and its overall growth and expansion in recent years. Dr Asmus has been a leading thinker, practitioner and policy entrepreneur working on US-European relations for over two decades. He served as Deputy Assistant Secretary of State for European Affairs from 1997-2000 and has been a senior analyst and fellow at Radio Free Europe, RAND and the Council on Foreign Relations. He has been a pioneering voice in the debate over post-Cold War European security and NATO’s transformation. He has published widely and is the author of Opening Nato’s Door. For his ideas and diplomatic accomplishments, he has been decorated by the US Department of State as well as the governments of Sweden, Poland, Estonia, Latvia and Lithuania.

Nordenberg University Chair and the Professor ad personam in the Department of Political Science, serves as the Director of the European Studies Center and the European Union Center of Excellence (one of eleven so designated by the European Commission through a competitive process). Her research has focused on European and US public finance, the institutional evolution of the European Union, comparative federalism, and US-EU comparisons. She is currently working on a book-length manuscript in the area of comparative regionalism. She received her Ph.D. from the University of Wisconsin- Madison and was awarded a Fulbright Fellowship for her dissertation research on Italian urban politics. She has served as Chair of the European Union Studies Association, now headquartered at the University of Pittsburgh, and as President of the Conference Group on Italian Politics. She served as Co-Program Chair of the 1999 Political Science Association’s 95th Annual Meeting in Atlanta and serves on the editorial boards of numerous European, American, and Canadian scholarly journals.

Dr Paul Gillespie, Foreign Affairs Editor, Irish Times

Paul Gillespie is Foreign Policy Editor and a duty editor of the Irish Times. He works in the editor’s office of the newspaper as an editorial writer and columnist on international affairs. He has a special interest in European politics, British-Irish relations, transatlantic relations, Middle East affairs and East Asian affairs. He lectures at the UCD School of Politics and International Relations, where he completed his Ph.D. entitled “Multiple Political Identity and European Integration” in 2006. He is the author of many articles and book chapters and edited Blair’s Britain, England’s Europe, Dublin: Institute of European Affairs, 2000.

Sir John Grant KCMG (President, Europe, BHP Billiton plc)

John Grant was born in Singapore in 1954. His family moved to Edinburgh when he was 3. He was educated at The Edinburgh Academy, and St. Catharine’s College, Cambridge.

He joined the Diplomatic Service in 1976, and served in Stockholm and Moscow and London before being posted, as UK press spokesman, to Brussels in 1989. Two years in that job were followed by six more years on EU issues (all but six months of which were in Brussels), working on issues such as the enlargement of the EU and the development of the EU’s common foreign and security policy.

In 1997, he was appointed Principal Private Secretary to the Foreign Secretary, Robin Cook, and in 1999 to Stockholm as Ambassador. After four years in Sweden, he was appointed Permanent Representative to the EU in 2003. After four years in that role, covering the period of the British Presidency of the EU in 2005, when he chaired the EU’s Committee of Permanent Representatives, he left the Diplomatic Service to join BHP Billiton as President, Europe.

Christian Leffler (Head of Cabinet for the Vice President of the European Commission, Mar- got Wallström)

Christian Leffler is Head of the Private Office of Mrs Margot Wallström, Vice-President of the Euro- pean Commission in charge of Institutional Relations & Communication Strategy, since February 2007.

He was born in Göteborg, Sweden in 1955. He was educated in Sweden, at Atlantic College in Wales and at the London School of Economics where he obtained a Bachelor’s degree in politics and inter- national relations in 1977. After three years of doctoral studies at the Graduate Institute of Inter- national Studies in Geneva, he joined the Swedish Foreign Service in 1980.

Postings to Cairo and Paris were followed by 5 years in the Political Affairs Department of the Minis- try in Stockholm. He moved to Brussels in 1991, to an assignment at the Swedish Delegation to the European Commission, later to become the Permanent Representation to the EU. After participating in the accession negotiations and in the representation’s work during the first year of active Swedish EU membership he joined the European Commission in April 1996.

He held the post of Commission “Antici” and head of unit in the Secretariat General, responsible for the co-ordination of relations with the Council, until September 1999 when he became Deputy Head of the Private Office of the Rt Hon Christopher Patten, European Commissioner for External Rela- tions. From March 2002 to January 2007, he was Director in charge of the Middle-East and South Mediterranean in the European Commission’s Directorate General for External Relations.

Christian Leffler is married and has two children. Much of his spare time is spent restoring a 301 farmhouse in Provence and tending the olive grove that goes with it. UACES Awards & Prizes

Lifetime Achievement for Contemporary European Studies UACES is pleased to announce that an award for Lifetime Achievement will be presented to Professor Alan S. Milward, Professor Emeritus of Economic History, London School of Economics.

Professor Milward has led a distinguished career. He was Professor of European Studies at the University of Manchester Institute of Science and Technology from 1972 to 1983. He was Professor of Contemporary History at the European University Institute in Florence from 1983 to 1986 and then Professor of Economic History at the London School of Economics from 1986 to 1996. In 1996 Professor Milward returned to the European University Institute in Florence as Professor of Contemporary History.

In addition to having taught history and economics in eight European countries as well as Stanford and the University of Illinois in the United States, Professor Milward was an Official Historian to the Cabinet Office. His published works while at the Cabinet Office included volume one ofUK Accession to the and he was working on volumes 2 and 3 when he had to resign from his post due to ill health. Professor Milward’s other widely acclaimed publications include at least two landmark books in European Studies, The Frontier of National Sovereignty and The European Rescue of the Nation State. He has been a devoted inter-disciplinary scholar determined to bring history and the social sciences together.

Professor Milward is Professor Emeritus of Economic History at the London School of Economics, and has been a Fellow of the British Academy since 1987. He is also a fellow of the Royal Norwegian Society of Sciences and Letters.

The award will be collected by Professor Milward’s wife, Dr. Frances Lynch, at the Conference Dinner and Awards Ceremony on Tuesday 2 September. Practitioner Award UACES is pleased to announce that the Practitioner Award will be presented to Professor The Right Honourable Sir David Edward K.C.M.G., Q.C., LL.D., D.Univ., Dr.h.c., F.R.S.E., Professor Emeritus of the University of Edinburgh and Judge of the Court of Justice of the European Communities (1992- 2004). The award will be presented at the Conference Dinner and Awards Ceremony on Tuesday 2 September.

Professor Sir David Edward graduated in Classics at Oxford and in Law at Edinburgh University. He was admitted to the (the Scottish Bar) in 1962 and was appointed Queen’s Counsel in 1974. In the course of his practice at the Bar, he appeared eight times in the and four times before the European Court of Justice.

Professor Edward was Salvesen Professor of European Institutions and Director of the Europa Institute at the University of Edinburgh from 1985 to 1989. He served on three occasions as Specialist Adviser to the House of Lords Select Committee on the EC.

He was appointed a Judge of the newly-created European Court of First Instance in 1989 and as a Judge of the European Court of Justice in 1992. He retired on 7 January 2004 and now sits as a Temporary [part-time] Judge in the Inner House of the (Scotland’s court of appeal for civil, commercial and administrative cases). He is a CEDR-accredited mediator.

He is Professor Emeritus of the University of Edinburgh, a Fellow of the Royal Society of Edinburgh, an honorary Fellow of University College, Oxford, and an honorary Bencher of Gray’s Inn. He has been awarded honorary degrees by seven universities in Scotland, England and Germany. He was awarded the Royal Medal of the Royal Society of Edinburgh in 2005, and is Convener of the Society’s International Committee. He is a Fellow of the Society of Writers to the Signet.
