1 Introduction

1.1 General Nampa is the largest and fastest growing city in Canyon County, located in . It is also the second largest city within the State of Idaho. The City of Nampa (City) is located approximately 20 miles west of Boise, Idaho and is considered to be a part of the Boise metropolitan area. Nampa has suffered from urban sprawl, and development has been focused on the fringes of the City instead of within its core. The proposed location of the Indian Creek Trail is located in North Nampa, which is disconnected from the rest of the city by physical and social barriers.

Indian Creek flows from its northern Elmore County source, in the mid-southern portion of the lower Boise River watershed through rangelands, agricultural lands, and urban areas. It drains 320 square miles, is 56 miles long, and flows through the cities of Kuna, Nampa, and Caldwell. Recent proposed updates to floodplain maps by Federal Emergency Management Agency (FEMA) have significantly increased the area that could be impacted by flood events. Although this creates challenges for those living in the area it also provides great opportunities for the City to acquire land for the Indian Creek Trail system.

1.2 Purpose of the Master Plan The purpose of the North Nampa Indian Creek Trail Master Plan is to serve as a guiding document for the future development of the Indian Creek Trail and long term ecosystem restoration efforts.

1.3 Scope The agreement between the City of Nampa and the U.S. Army Corps of Engineers (Corps) stated that the Corps would provide planning assistance associated with the City’s proposed Indian Creek Trail system. The scope of this planning assistance includes the following: 1. Identify a multi-modal recreational trail alignment along the Indian Creek corridor. 2. Identify potential sites for aquatic ecosystem restoration including stream restoration, floodplain mitigation, and wetland creation. 3. Identify properties located within the project boundaries that are currently in the floodplain that could potentially be acquired and converted to open space for flood risk management, environmental restoration, and recreation. 4. Identify spots for possible creek crossings.

The Corps produced this report that documents the planning process, criteria, and rationale for a trail and open space alignment along Indian Creek within the project boundaries. This report also documents the proposed alignment, and those properties that the City will need to acquire to support the plan. GIS mapping and documentation was done, using Arc 9.2 GIS, which the associated files will be provided to the City at the conclusion of this study.

1.4 Coordination The Corps joined the City of Nampa in their planning efforts in June 2008. Under the Planning Assistance to States (PAS) Program, the Corps may provide 50-50 cost sharing for planning projects. This program was instituted to assist states, local governments, and other non-Federal entities in the preparation of comprehensive plans for the development, utilization, and conservation of water and related land resources. The PAS program is congressionally authorized by Section 22 of the Water Resources Development Act of 1974. The cost sharing agreement between the Corps and Nampa was signed in November 2008.

The project scope was agreed upon in June 2009. At that time the Corps met with the City of Nampa as a combined multi-disciplinary team and discussed the background, scope, goals, and opportunities and constraints of the Indian Creek project. The City of Nampa team members were coordinated with throughout the process of preparing the Corps recommendations for Indian Creek and reviewed the draft plan before the final plan was produced.

1.5 Preparation of the Plan (Planning Process) The Corps’ planning process follows a six-step structured approach to problem solving which provides a rational framework for sound decision making. Iterations of the following steps are conducted as necessary to formulate efficient, effective, complete and acceptable plans. Step 1- Identify problems and opportunities Step 2- Inventory and forecast conditions Step 3 – Formulate alternative plans Step 4 – Evaluate alternative plans Step 5 – Compare alternative plans Step 6 – Select the plan

This process was followed in determining a rationale for both short term and long term planning objectives for the proposed multimodal recreational trail, crossings and potential ecosystem restoration areas along Indian Creek, as discussed later in this report.

A preliminary scope statement was developed between the City Nampa and the Corps, which was a major input into the Project Management Plan (PMP) for this project. Other major inputs and tools for the planning process that helped shape this PMP included the North Nampa Revitalization Plan and a kick-off meeting and site visit with experts from both the City and the Corps. This interdisciplinary team consisted of engineers, planners, park and recreation planners, community development staff, and other technical staff. This report is the culmination of these processes. 2 Vision, Goals and Objectives, and Guiding Principles

2.1 Vision To create an exceptional linear park and trail, and to provide significant ecosystem restoration for Indian Creek within Nampa, Idaho. This trail will serve all forms of non-motorized movement, linking points of interest throughout the City, and provide healthy and diverse, transportation and outdoor recreational opportunities. The restored creek will provide environmental benefits to fish and wildlife as well as social benefits to the community as a whole. It is envisioned that once the public regains its pride of Indian Creek, it will spark interest and sensitivity to its recovery and conservation.

Goals of the Master Plan

Recreation Create a linear park and trail, serving all forms of non-vehicular movement, linking points of interest throughout the City and providing healthy and diverse transportation and outdoor recreational opportunities.

Connections Provide trail connections that increase Citywide and neighborhood connectivity as well as cultural diversity, with links to parks, schools, transit nodes, natural areas, urban centers, heritage buildings and landscapes, landmarks, tourism accommodations, public facilities and regional trails.

Accessibility Provide equitable access to the degree possible, regardless of physical ability, financial resources, or residence location.

Ecology Restore, protect and enhance the ecosystem of the creek, providing educational opportunities to understand the value of the natural resource.

2.2 Short Term Goals and Objectives The short term goal of the North Nampa Indian Creek Trail Master Plan is to implement a bike/pedestrian trail that connects to the existing trail at Sugar Street and extends to the railroad at 1st Street North and 7th Avenue North. This short term plan is to follow the creek as much as possible, however much of the initial trail will be bike lanes along existing streets in North Nampa.

Probably even more important during the short term of this project is to simply make Indian Creek more aesthetically pleasing. This may be accomplished by removing the solid wastes (i.e. tires, concrete, etc.) along the creek, eradicating the noxious species of vegetation in and around Indian Creek and replacing them with native Cottonwoods, Dogwoods and Willow trees, thereby shadowing the stream and reducing temperature pollution; Educating the public on irrigation practices and water conservation, promoting the necessary partnerships with the Union Pacific Railroad and local irrigation districts, and removing existing fences. These “soft” solutions are a very cost effective direction ahead that will have instant impacts to the quality of life within the community. As people use the new trail they will also become more aware of the creek as an amenity and will want to take “ownership” and responsibility for its future success.

In addition to solely recommending this recreational trail alignment and potential ecosystem restoration sites along the creek, it is important to reiterate the need for public involvement and support among the differing demographics, which make up the City of Nampa. It is important that the public is reconnected to its own resource through means of community education and outreach. The focus of this involvement should share Nampa’s story to be told. By doing this type of investment it helps to ensure the long term goals of this project, become more of a reality.

2.3 Long Term Goals and Objectives The more long term goal of this Master Plan is to plan for a comprehensive bike and pedestrian trail along Indian Creek that would include a continuous trail along the creek, and restoration to include floodplain mitigation. This can be accomplished by not encroaching into the existing floodplain or proposed floodway through local planning and zoning laws.

The proposed bike and pedestrian trail would become a linear park for the City of Nampa that would reduce physical and social barriers and provide safe social gathering spaces. The linear trail would include natural areas through much of the area as well as more developed park-like areas in more urbanized locations. The trail will include amenities such as picnic areas, benches, playgrounds, barbeques, and educational tools such as interpretive signs, and historical markers.

The long term goal of this plan not only includes the restoration of Indian Creek to a more natural state that will support biodiversity and provide for floodplain mitigation by increasing stream capacity and constructing wetlands. It also describes the planning process that should be used in bringing back a sense of pride to the community and a re-connection to Indian Creek.

2.4 Guiding Principles: ƒ Creation of a cohesive linear trail along Indian Creek through North Nampa

ƒ Improve connectivity through North Nampa be providing better access for cyclists and pedestrians

ƒ Improve connectivity between North Nampa, Downtown Nampa, and the greater area

ƒ Protection and enhancement of open space and native vegetation

ƒ Removal of weed species and re-vegetation of the creek and surrounding parkland with native trees and plants

ƒ Establish a continuous flora and fauna corridor

ƒ Provide measures for flood management

ƒ Improve water quality in Indian Creek through North Nampa

ƒ Seek partnerships in the design, maintenance, and “ownership” of the Indian Creek Trail

ƒ Provide opportunities for education and monitoring of the creek involving the City, private industry, other government agencies and the local community

ƒ Provide interpretive signage at key intervals along the creek to display environmental education and local history

ƒ Provide locational signage at key intersections and nodes along the trail.

ƒ Create community facilities including barbecues, picnic areas, picnic shelters, playgrounds, park furniture, and vehicle parking where appropriate

ƒ Features of this trail should meet all guiding regulations, including the Americans with Disabilities Act (ADA)

3 3 Influencing and Constraining Factors

3.1 Land Ownership Private property abuts the creek along most areas through North Nampa. In certain areas the City does have public parks along the creek; however, fences exclude any interaction with the creek.

The acquisition of properties along Indian Creek will be influenced greatly by the proposed floodplain map by FEMA. In some instances home owners will not be able or will not want to pay for the flood insurance and could potentially become willing sellers. Oppositely, some land owners will not want to sell their properties. In these cases, the City will have to consider other alternatives in acquiring such properties. The future success of a complete and comprehensive Indian Creek Trail system is dependant upon the ability to acquire the necessary land along the creek.

3.2 Indian Creek ownership and management Although water within Indian Creek is mostly appropriated to local irrigation districts, a concurrent or shared use could be attained by the City of Nampa through some type of Memorandum of Understanding (MOU) with these irrigators to better manage the water within the creek. It is readily understood that the City actually owns the land associated with the creek and would be the entity to perform most of its necessary maintenance.

3.3 Environmental Indian Creek is impacted by irrigation withdraws and returns as well as urban runoff; both point- source and nonpoint-source discharges. The creek has been substantially manipulated over the years. It has been straightened and channelized in most areas. These changes limit the creek’s ability to function naturally.

Water quality is marginal, though it has improved dramatically from conditions in the 1960s when the creek was often used as a dumping ground for multiple waste products. Today Indian Creek does not support its beneficial uses of supporting cold-water aquatic life (such as trout) and secondary contact recreation (such as wading, where swallowing water is not likely). Indian Creek does not meet these beneficial uses because of low dissolved oxygen, high levels of nutrients, oil and grease, and sediment (The Idaho Department of Environmental Quality’s [IDEQ] report on Total Maximum Daily Loads (TMDL’s), as well as temperature pollution.

The types and numbers of fish in Indian Creek have likely changed because of the many human- caused changes that have taken place over the years. Prior to construction of the New York Canal in the 1890’s, Indian Creek would have carried much less water during the summer and fall. Sections of the creek may have even gone completely dry some years in late summer.

Indian Creek may support more fish now than it did historically, but habitat conditions have drastically degraded.

Very little information exists on the existing conditions of the fishery in lower Indian Creek. The highly modified stream does not provide very much public access so determining the condition of its fishery has not been a high priority for fishery managers. Prior to 1986 there was a healthy population of resident rainbow trout and other native fish in Indian Creek above the Callopy Gates. It is likely that some fish from the upper section migrated into the lower section, periodically. It is also likely that fish from the Boise River sometimes used the lower section of Indian Creek for rearing and as a migration corridor. In 1986 there was a chemical spill into Indian Creek near Nampa. Over 1000 rainbow trout and countless other fish were killed. The native fisheries are still recovering from that incident. In 1996 several large rainbow trout and other fish were found dead, because of unknown causes, in lower Indian Creek.

IDEQ lists lower Indian Creek as a Section 303(d) stream. This means that the IDEQ considers lower Indian Creek a creek for which existing pollution control or requirements are deemed inadequate to provide for the attainment and maintenance of water quality standards (IDEQ website www.deq.state.id.us). Lower Indian Creek was placed on the Clean Water Act, Section 303(d) list because of low dissolved oxygen, high levels of nutrients, oil and grease, and sediment. Run-off containing residual fertilizer from agricultural operations along Indian Creek is a significant contributor to the high levels of nutrients. Untreated storm water run-off contributes to the high levels of gas and grease. Suspended soils occur, at least partially, due to the altered condition of the creek downstream of the Callopy Gates.

3.4 Geotechnical The project area was evaluated by the Corps to assess impacts of a potential trail system along Indian Creek. The goal of the preliminary geotechnical assessment of the proposed alignment was to identify areas of potential challenging subsurface conditions.

The proposed alignment extends from about South Sugar St at the east limits to about 7th Avenue North at the west limits and generally follows the course of Indian Creek. With the exception of a tributary crossing near East Shortline Drive, all creek crossings were accomplished on existing features (e.g., surface streets, existing bridges). The crossing near East Shortline Drive would cross soft and saturated soils: this would require investigation and analysis for foundation design. Several pinch points were encountered along the alignment. Options were discussed that included: purchase of the property, construction of a viaduct, and realignment (deviating from Indian Creek). Based on the accepted alternative, additional geotechnical investigation and analysis may be required. Overall, no major geotechnical problems were identified.

3.5 Civil Engineering The preliminary civil engineering assessment of Indian Creek was also completed to provide input on constructability and some standards for the project.

The proposed alignment does not significantly change elevation from end to end but does have several horizontal undulations. Since the path is planned for use by all, maximum grades of about 5% may limit some options. As the path is still in the planning stage, it is difficult to assess the impact of the alignment on constructability. However, the trail appeared to have adequate and numerous access points offering multiple avenues of approach. Again, based on the accepted alternative, the impact of constructability does not pose any major concerns. Issues could arise during design and construction that will need to be addressed on a case by case basis.

3.6 Hydrology Indian Creek was assessed by the Corps from a hydrological stand point and lands that may be used for floodplain mitigation, open space and potential aquatic ecosystem restoration were identified. The guiding preface of these potential sites is based upon the proposed FEMA floodplain maps, as well as aerial photography and on-site observations.

Areas identified as potential space for flood capacity which can be converted to wetlands or aquatic ecosystem restoration projects are identified on the maps in Section 4 of this report. Each area that will be designated for stream restoration will be evaluated further in the design process to determine the effects of increased sinuosity and other stream channel and stream bank restoration practices.

3.7 Hydraulics

The following is a list of structures that have been identified as hydraulic pinch points, meaning they may have inadequate capacity to pass water flows (particularly the 1% and 0.2% chance exceedence floods). This may be due to low bridge low-chord heights or small conveyance capacity, and high channel roughness due to lack of maintenance. These identified structures should be removed or modified to address potential flood hazards

3.8 Floodplain Mitigating for floodplain risk is of high priority for the City of Nampa. With the new floodplain maps proposed by FEMA, a large area around Indian Creek now lies within the floodway and 1% chance exceedence floodplain areas. Environmental restoration will help to mitigate for these risks when lands are acquired and used for stream restoration, wetlands, and open space. Properties that are of the highest risk for flood and that will establish open space along Indian Creek may be pursued for acquisition by the City. It is important to keep in mind the rule of three for any floodplain development; avoid, minimize, and/or mitigate.

3.9 North Nampa Revitalization Plan During 2006, the City of Nampa began a process with Modus Architecture and Design Workshop that would look into how to plan for the future success of the North Nampa community. The purpose of this revitalization plan was focused on how to improve the North Nampa community. In 2008 final report the plan focused on the following ideas and concepts: 1. Improve connections between North Nampa and the rest of the community. 2. Create livable communities. 3. Use natural features to mitigate for floodplain issues, restore ecosystem, and develop public open space. 4. Implement zoning codes that provide for and emphasize the forms and patterns that will make North Nampa a dynamic connected community.

This North Nampa Indian Creek Trail Master Plan is an important step in realizing some of these ideas and concepts presented within the North Nampa Revitalization Plan. The Indian Creek Trail will reduce barriers and link North Nampa to downtown Nampa as well as create connections to other communities within the Boise metropolitan area.

4 4 Master Plan Recommendations

4.1 Initial Development (Short Term) The initial development of the North Nampa Indian Creek Trail will be aligned with the creek where land is easily accessible and where minimal acquisition of property would be required. Areas of the trail will follow the existing street grid in locations where property would be more difficult to acquire. Restoration of the creek itself would be minimal, but does include the removal of invasive species, clearing of areas to provide views of the creek, and one channel realignment and restoration demonstration project.

Initial ® North Nampa Indian Creek Trail Development 4.2 Future Development (Long Term) The long term plan for North Nampa Indian Creek Trail will be much more comprehensive than an initial trail alignment. Assuming the City is able to acquire specified properties the Indian Creek Trail will become a cohesive path that will follow the creek and provide a linear open space that will be a great benefit for the community. Subsequently, Indian Creek will be restored to a more natural state that will provide floodplain mitigation and other environmental benefits.

Future ® North Nampa Indian Creek Trail Development 4.3 Phasing Phasing is an important aspect to both the short term and long term plans for the Indian Creek Trail and Indian Creek restoration. Phased development is a realistic approach for both the trail and creek restoration aspects of the project. Demonstration projects will help gain public support for the project and will also help in funding efforts. The demonstration projects will also serve as catalyst for investors to “buy-in” on the direction laid out in the North Nampa Revitalization plan for urban renewal and mixed use development.

4.4 Initial Development The initial development phase of the North Nampa Indian Creek Trail Master Plan is focused on getting a bike trail established as quickly as possible. No lands need to be acquired with the exception of a few minor easements. The remainder of the trail will run along existing trails and road right-of-ways. Bike and pedestrian bridges will be required at three locations, however, these bridges may be temporary in nature and would be modified, replaced, or removed in the future development phase of the master plan. Restoration activities along the creek are focused on the removal of invasive species and selective clearing of other vegetation where appropriate for views and access to the creek.

Initial Development: Phase One

Trail Development - Paint bike lanes on existing streets defined as being a park of the initial Indian Creek Trail - Construct bike path between points 2 and 4 - Construct bike path through Indian Creek Park between points 15 and 16 - Construct bike/pedestrian bridge at point 11

Rationale:

The alignment of the initial trail was determined through multi-disciplined team discussions and field visits. The idea of getting a trail on the ground as soon as possible led to aligning the trail on current rights-of-ways to avoid any need for acquiring land as well as minimizing cost and effort. Construction of the majority of the initial trail could take place in less than one year.

4.5 Future Development The future development phase of the North Nampa Indian Creek Trail Master Plan is focused on creating a continuous bike trail along Indian Creek and restoring Indian Creek to a more natural state while providing floodplain mitigation. The continuous bike path will provide many recreation opportunities to the City of Nampa and will be a catalyst for future revitalization efforts of North Nampa. The Indian Creek bike path through Nampa is an important step in the future success of a larger valley-wide trail system. The areas of creek restoration and floodplain mitigation will create appealing open space that will be used by the local community as well as the greater community of the Treasure Valley. The creek restoration activities will also serve as an educational tool for the community and will provide many opportunities for learning and understanding.

Creek Restoration - Continue to remove invasive species and restore native vegetation at along Indian Creek in all locations not restored through creek restoration projects.

Rationale:

The alignment of the initial trail was determined through multi-disciplined team discussions and field visits. Much of the alignment was influenced by FEMA’s proposed floodplain maps. The trail follows current trails where applicable and appropriate. Most of the proposed trail would be new construction and require significant effort and cost. Stream restoration activities were determined by examining the most probable land attainable areas. Restoration projects were broken up in small sections that can be accomplished on a stand alone basis. Justification of land acquisitions are based on information provided to the team that individuals would be willing to sell their private lands in the possibility that their property will be determined to lie within the proposed floodway.

The option for changing the alignment of the trail from that as defined in this report exists as more real estate information becomes available. The adoption of FEMA’s proposed floodplain maps could significantly impact the future of the trail and any stream restoration activities.

5 Design Guidelines

5.1 Trail Type The initial establishment of Indian Creek Trail will vary in trail type from existing roads and sidewalks to newly constructed trails in some areas. The long term development of the trail will be uniform in design and construction. Based on the location of the trail within the city context it will be either classified as a Type 1 or Type 2 trail. These trail types are defined below.

It is expected that a Type 1 trail will be located between 11th Ave. and 16th Ave. and the remainder of the trail is expected to be a Type 2 trail. In some instances the trail could also be constructed as a boardwalk, however all relevant issues relating to access, width, slope, and clearance of a boardwalk would be similar to the Type 2 trail.

Context: Urban setting, major routes between or adjacent to destination areas

Level of Use: High

Type of Use: Walking, jogging, cycling, wheelchairs, roller blades, maintenance vehicles

Location: Town centers and prominent locations including water fronts

Surface: Hard surfaces, usually with special paving such as pavers or stamped concrete

Trail Base: Solid granular base with full drainage as required

Width: 4.5m or greater paved

Slope: Maximum 5% (1:20) with short ramps up to 8% (1:12).

Clearance: 2.5m

Accessibility: Universal accessibility throughout, including access points, wheelchair preference is a 2 m wide smooth surface

Infrastructure: Pedestrian lighting, benches, points of interest, staging areas with parking, kiosk, signage, waste receptacles, and bollards

5.2 Stream Restoration Practices The first step in improving the habitat conditions of Indian Creek is to clean-up areas within and adjacent to the channel. There are numerous locations with construction debris, tires, and other disposed waste. Invasive weeds and selective clearing are also activities that could be done initially before a more comprehensive stream restoration project can take place.

Stream restoration and floodplain mitigation will require creating a stream buffer around Indian Creek. The width of the buffer will be determined on ability to acquire land as well as future proposed floodplain maps. USDA has created a document that is the culmination of collective experience, skills, and technology of 15 government agencies called “Stream Corridor Restoration: Principles, Processes, and Practices”. This document is a benchmark document that is being used by these agencies, as well as many others who are interested in restoring the functions and values of the nation's stream corridors. It is recommended that this document be used in the design of stream restoration projects along Indian Creek.

5.3 Vegetation The nature of the landscape on Indian Creek Trail will be natural in appearance. Native riparian vegetation will be the primary vegetation along the creek and along the trail. In the more commercial areas a more urban appearance may be appropriate.

5.4 Floodway In the future it is possible that the city could acquire much of the property that is located within the proposed floodway. Any additional lands acquired above that, which are recommended for the trail system could, be used to further enhance stream restoration and floodplain mitigation efforts. It is highly recommended that gravels or more natural material is utilized for any trail development within the floodway.

It is important to note the development limitations within any floodway. No proposed development will be permitted under Section 404 of the Clean Water Act unless it can be demonstrated that such proposed work will not increase existing 1%-chance exceedence water surface elevations within the existing floodway.

5.5 Pedestrian Bridges The proposed pedestrian bridges shall be constructed to meet Idaho Transportation Department bridge design standards. The bridges will need to be designed to accommodate two-way pedestrian and bike traffic only, as no service vehicle will be required to use these bridges. Alternative streets could be used for emergency vehicles to gain access to all areas of the trail.

5.6 Trailheads, Kiosk, and other Signage Trailheads are important elements that need to be implemented for the success of the Indian Creek Trail system. A trailhead is the point at which a path starts and often contains rest rooms, sign posts and distribution centers for informational brochures about the trail and its features. Recycling bins at these locations would also reduce littering while promoting a greener way of life. Specific locations for trailheads will be determined as further development of the trail takes place. Similarly to a trailhead, kiosks will add to the success of the trail system. Both informational kiosk and vendor kiosk will invite the community onto the trail and will be the source of trail information as well as community events. Local planning officials may also want to consider the use of actual security stations along the trail.

The importance of trail signage is significant in providing the safe and effective use of the trail system. Proper signs help to provide the users with an understanding of the risk, rules, and opportunities the trail offers. Safety and traffic signs must be implemented at street crossings and at other identified points along the trail. Informational, interpretive and historical signs will also create a more successful trail. All signage needs to be vandal proof and consistent to current guidelines. Composite signs are usually more aesthetically pleasing.

5.7 Benches Park benches should be located at regular intervals along the trail to allow for resting and for viewing the creek. Benches should be consistent along the length of the trail and will help in creating the desired character of the trail.

5.8 Lighting Proper lighting and lighting placement will help to ensure the safety of the trail at all hours of the day. Lighting fixtures should be human scale and add to the character of the trail.

5.9 Traffic Crossings and Traffic Calming The trail crosses major city streets at 16th and 11th Avenues as well as other streets including Sugar St. 17th, 14th, 12th, 10th, 9th, and 7th Avenues. Efforts to aid in safe crossings should include traffic lights, and proper signage. Traffic calming devices including bulbouts, raised crossing walks, raised intersections, change in paving type and color, and other should be evaluated and used at each street crossing. For more information on traffic calming devices see www.trafficcalming.org. An overhead traffic crossing at 11th Ave should be evaluated and considered as the trail becomes more developed.

5.10 Utilities In many locations along the length of the project, utilities cross Indian Creek. Utility crossings are unsightly and also impose greater risk of safety issues especially during a flood event. These crossings need to be evaluated and buried, relocated, or removed from the site where possible. Overhead utilities should also be buried along the length of the trail to reduce safety risk.

5.11 Parking Bicycle, as well as additional motorized and non-motorized vehicular parking should be included at important destinations along the trail system. Bicycle parking is especially important where the trail is adjacent to commercial areas. Vehicle parking should also be planned for along the trail to enable people in the community to gain access to the trail.

6 Conclusion

6.1 Watershed Study

This North Nampa Indian Creek Trail Master Plan documents the recommendation provided by the Corps through its Section 22, Planning Assistance to States authority.

It is important to recognize the difference between ecosystem restoration and economic revitalization, and their synergistic relationship that Indian Creek may provide the City of Nampa. The Corps has a number of additional authorities and the technical capabilities to assist the City realize the great opportunity that exists by examining the greater Indian Creek watershed in much more depth and detail. The Corps would be ecstatic at the prospect of assisting the local communities obtain a better understanding of the watershed as a whole and the further restoration along Indian Creek.
