I This site forms part of a larger botanical and wildli-fe site. The larger site is described as a large wetland , much of which is relatively unmodified, comprising a representative exarnple of I the estuarine vegetation of Tauranga Harbour (Beadel 1-992). (Beadel, 1993). I There are five wildlife habitat sites identified within this I site described as follows and mapped in owen (L993a).

Site 1. Area of dense mixed searush and oioi sedgeland, scattered mangrove scrub in channels, with marsh ribbonwood t scrub, f1ax1and, olearia solandri scrub, pampas, gorse and wattle on drainaqe embankments. Area is contained between two I Iarge drains, Emerton Road and the Waiau River. Site 2. A rnixed estuarine vegeLation association of mangrove scrub, searush and oioi sedgeland, marsh ribbonwood scrub, I flaxland and pampas. Pohutukawa on embankment. Area lies between two drainage embankrnents, the Waiau River and Emerton Road.

I Site 3. Estuarine vegetation sequence on eastern side of Waiau River. Scattered and dense mangrove scrub and shrubland (up to 2m high), oioi, searush and Schoenoplectus pungens sedgeland I with marsh ribbonwood scrub, flaxland, manuka scrub, raupo reedland and grey willow forest. Estuarine herbfield vegetation includes shore pimpernel and rernuremu. Adjoining vegetation t comprises of oTearia soTandri scrub, pohutukawa, karo, I{uehlenbeckia australis, manuka scrub, gorse and parnpas.

Site 4. Area of natural estuarine vegetation between Waiau I River and Emerton Road. Area dominated by searush and oioi sedgeland with rnarsh ribbonwood scrub, flaxland and olearia soTandri scrub. Adjacent terrestrial area has karamu, mamaku, I manuka scrub, five finger, mahoe, ponga, hangehange, poplar and pine. T contd. . I I T:!AS* I 2 I site 5. Extensive estuarine wetLand vegetation sequence of Zostera novozelandica, mangrove scrub and shrubland (0.3rn - 1.grn T high), schoenoplectus pungens, mixed oioi, searush and Baumea juncea sedgeland, marsh ribbonwood scrub, and Olearia solandri scrub. Flaxland, raupo reedland and Baumea articulata T sedgeland association is present arong the edge of the waiau River at the south-west end. A degraded manuka shrubland, searush and oioi sedgelandrs area is severed, by a large I stopbank, from this area.

The larger site is mapped in Beader (L9g2) and described in Beadel (1993). t wildlife of the larger site incrudes the banded rail, Nr fernbird, Austrarasian bittern, pukeko and the australasian I harrier. CONSERVATTONVALUES AND JUSTTFTCATTONS: I BotanicaL: Identified as exceptional botanical conservation varue in Beadel (L993) and identified as a category one area in Beadel (L992). I wirdlife: sites 3,4 and 5 assessed as having high to outstanding habitat quality for marshbirds in owen (199ia). sites 1 and 2 I assessed as having outstanding habitat quality for marshbirds in Owen (1993a).

This estuarine margin strip is part of the larger wildlife I habitat site and shourd be given the same conservation considerations to vegetation to protect the wildlife values. These wetlands are part of a larger wetland system (Matakana I Island 1 ranked as National; includes a category one area) (Beadel L992a). Although these areas are more nodified nevertheless they are of significant conservation value. t Freshwater wetlands have been greatly reduced in extent, particularly in lowland areas (c.f. I Eabitat Oescription: Matakana Island contains the best examples of freshwater wetlands in the harbour environs; these are described in Beadel I (l-990). The wetlands contain one of the best national populations of two rare ferns, Cyclosorus interruptus and Thelypteris confluens in ....another are plant, T Ranunculus macropus, classed as vulnerable also occurs in these wetlands. Much of the wetland vegetation is in good condition and is a good quality representative example of wetland I vegetation (Beadel, L992al . I The rare plant Pimelj-a arenaria is also found in these wetlands (Beadel, L992b). I r A natural spinifex-pingao community occurs along the rnajority of I the frontal foredune of Matakana Island. This community is t relatively intact although marram is present locally in this zone (Beadel , L989) , (Beadel , 1-993).

There are eight wetlands in this site forrning eight wildlife I habitats described and mapped in Owen (1993a) and Beadel (1eeo).

I Wildlife in these eight sites collectively includes the australasian bittern, spotless crake, australasian harrier, pukeko, black shag, various waterfowlrNZ kingfisher (Owen, I 1-993a). I I I I t D I q.,\ S-6 I ,AT a4ikt /A\ CONSERVATIONVALUES AND JUSTIFICATIONS: Botanical: Identified as exceptional botanical conservation value in Beadel (1993). This site contains high quality, I representative examples of sand dune communities and wetland comrnunities which are of national significance (Beadel, 1989 and 1990). The natural spinifex-pingao community which occurs along I the rnajority of the frontal foredune of Matakana island is generally relatively intact, ...... this vegetation conmunity is now rare in New Zealand Behind the frontal foredune I zone the vegetation is still predominantly indigenous with only scattered exotic grasses and herbs. Pingao (classed as Local is also conmon on these sites and over sixty plants of Pirnelia arenaria (classed as rare) were recorded in 1989 (Beadel 1989). ! Another species of botanical interest which occurs on the island is Melicytus novae-zelandiae. This species occurs on several other islands in Bay of plenty but is rare on the I mainland... (Beadel, S.M., pers obs). These wetlands contain one of the best populations of Thelypteris confluens (rare) and Cyclosorus interruptus (rare) in New Zealand. Ranunculus macropus (rare) also occurs in the I wetlands (Beadel, 1990), (Beadel; 1993). lgildlife: All of these freshwater water wetlands have collectively been assessed as havinq high value for wildlife I (K.L. Owen, pers cornm.). Three of the five wetlands have been assessed as havinq high wildlife habitat quality for marshbirds and the remaining two as moderate habj_tat quality for I rnarshbirds. I Habitat Description:

I Narrow inl-et with scattered to dense mangrove shrub and shrubland (0.3m Lo 2.0m high) throughout. Margins comprise a narrow band of searush and oioi sedgeland blending into marsh I ribbonwood, Olearia solandri, and manuka scrub, raupo reedland and grey willow forest associations. Estuarine herbfield association dominated by SamoTus repens, SeJ-Iiera radicans, and TrigTochin striata, along some margins. Pinus radiata and I horticulture shelter belts around wetland margin (Owen, 1993a). I Sj-te mapped in Beadel (1992a) .

The site also includes a small will-ow-manuka/baumea freshwater t wetland on the inland side of the road. Part of this site is below Mean High Water Springs and so is under the jurisdiction of the Bay of Plenty Regional Councils I Environment Plan.

Wildlife includes the australasian harrier, NZ kingfi-sher, t mallard and the white faced heron (Owen, 1993) . I I t I

An interesting feature of these communities is the presence of seedling and sapling haupara amongst the /4uehTenbeckia complexa and fso-Z.epis I nodosa. Tetragonia trigyna (New Zealand spinach) is also Iocally common amongst the /t{uehlenbeckia complexa and fso-l.epis nodosa. t one pl-ant of Pinefia arenaria (rare was recorded from this site in 1-983 (P. The tawa canopy is L8-20n high with kohekohe common in the canopy and understorey. Other understorey components include I hukihuki, ponga. Kawakawa is common near the stream. The groundcover is predominantly litter with scattered seedlings of kohekohe, kareao, heruheru and kamu. There is grazing damage throughout, but its intensity varies markedly. The understorey I is particularly open adjacent to the farm access track that bi-sects this bIock.

I Landform: Steep stream gully I Habitat Description: A relatively large area of predorninantly secondary forest which is contiguous with the Kairnai-Mamaku Forest Park Narrow tongues of contiguous forest also extend up side streams of the I Whakatao Stream.

Most of this block is secondary forest dominated by I rewarewa/kamahi-kanuka. Different species are dominant or prorninent on different sites reflecting site conditions and history. Some remnant exampJ-es of rirnu/tawa-puriri are still I present in gullies and tanekaha occurs 1ocal1y, and is dominant in one place. Mamaku is locally common in the canopy. Mahoe occurs loca1Iy in the canopy. Heketara is 1ocal1y common along with regenerating kohekohe in the understorey. The understorey I has been heavily depleted by stock qrazing.

Kamahi (12-l-4 metres hi-gh) is dorninant on a flat sectj-on of I ridge. The understorey is very depleted, with scattered kohekohe, kaponga, hangehange present. The groundcover is nainly litter with Oplismenus imbecillus, Blechnum filiforne and I scattered seedlings of mahoe, kaponga and rewarewa. There are a few rimu and rniro present, 4-6 metres high.

Tanekaha is dominant on one section of ridge crest near the I forest park boundary, up to 16 metres high, in association with rewarewa and toru. The understorey on this sj-te is abundant tanekaha, locally abundant komingiroa, occasional hukihuki, I hangehange and mapou. Ground cover is almost entirely litter. Rirnu and karnahi also occur with the tanekaha. Pukatea occurs near the va1ley floor in a small side stream.

I The larger site is an area of estuarine veqetation along the mi-ddl-e section of the eastern side of RangJ-waea Island adjoining Hunters Creek. There are a few scattered, prostrate, mangrove scrubs on seaward side of wetland. Wetland is however dominated I by extensive areas of searush sedgelands with Baumea juncea sedgelands, oioi sedgelands and rnarsh ribbonwood scrub. Along the inland margin is a mixed association of manuka shrubland, T qorse, marsh ribbonwood scrub and bracken fern. Behind this are forestry plantations. Vegetation is a mixed rnosaic, with the immediate river edge I comprising local marsh ri-bbonwood scrub and ftaxland extending away from the river into large areas of oioi sedgelands and some searush sedgelands. Interspersed within these areas are scattered raupo reedlands, Baumea articulata sedgelands and I toetoe grasslands. Narrow spit extending seaward with several sma1l islets towards I the end. Located near the Opureora settlement, Matakana Island. The spit has a vegetation association comprising of large areas of searush and oioi sedgelands and Stipa stipoides grasslands I with New Zealand iceplant, marsh ribbonwood scrub and oJ.earja solandri scrub less commonly found. On the foreshore there are nrixed estuarine herbfiel-ds dominated by Sarcocornia quinquefTora and SamoTus repens. Two relatively narrow wetland areas lying seaward of reclained T farmland on the north and south sides of the Te Puna Stream mouth. Estuarj-ne vegetation on the north side has a large area of manqrove scrub and shrubland (O.5rn to 1.75m hiqh) at its I eastern end. Further inland and upstream oioi and searush sedgelands and mangrove scrub and shrubland associations occur. At the upper end oioi sedgelands with patches of searush sedgelands along with a narrow inland band of flaxland, marsh I ribbonwood scrub, manuka scrub and a range of adventive plants can be found. On the south side of the stream manqrove scrub and shrubland dominates a narrow estuarine vegetation band with t oioi sedgeland and numerous adventive plants found along the stopbank I The banded rail- and North Island fernbird are present at this site.
