PREPARE HISTORIC STRUCTURE REPORT FOR 11 WILDERNESS STRUCTURES NORTH CASCADES COMPLEX

I. BACKGROUND PURPOSE AND INTENT

A. Background: Designated in 1988, the Stephen Mather Wilderness comprises 94% of the total area of North Cascades National Park Service Complex (NOCA). Contained within the designated wilderness are 11 structures listed on the National Register of Historic Places. Recent lawsuits within our district have brought the maintenance of such structures into the news (e.g. Wilderness Watch v. Creachbaum). NOCA intends to update the Wilderness Stewardship Plan in the next 5-10 years. The pre-NEPA process identified a data gap pertaining to whether historic structures are integral to wilderness character in the Stephen Mather Wilderness. This Historic Structure Report (HSR) will conduct much needed research to answer this question, as well as provide treatment recommendations that are appropriate in wilderness as well as other standard HSR documentation.

These 11 historic structures which are the subject of the HSR are all generally small, one- room cabins or shelters, built between the late 19th century and 1950s during the USFS’s tenure of the public land. All but one of the them were initially documented as contributing resources in the park’s Multiple Property Documentation of Historic Resources of the North Cascades (Luxenberg 1988), with one additional resource proposed to be added to the MPD at the time of this writing (Neely et. al 2021 in progress). They are largely located along the park’s wilderness trail system requiring up to a 15 mile hike one way to conduct a site visit.

B. Purpose: As stated in Director’s Order 28 – Cultural Resource Management, no restoration or extensive rehabilitation may be undertaken without an approved Historic Structures Report (HSR) for the resource. While a large scale rehabilitation is not planned for any of these structures, the purpose of this work is to reinforce the NPS’s preservation imperative in this congressionally designated wilderness area. This HSR will help the park prepare for the Wilderness Stewardship planning efforts by defining appropriate treatments, identifying potential threats, and keeping the structures in good overall condition.

Page 1 of 12 The HSR developed under this contract will provide the baseline documentation necessary to guide the continued preservation, rehabilitation and maintenance of the Stephen Mather Wilderness historic structures.

The HSR shall identify and document the following: a. Original appearance; b. Historic development and evolution; c. Historic integrity; d. Physical descriptions and conditions; e. Identify character-defining features; f. Record of past treatments g. Provide recommendations for future treatment. h. Identify threats to the properties

D. Preservation Imperatives: Employ the following documents and practices throughout all stages of the documentation process: 1. The Secretary of the Interior's Standards for the Treatment of Historic Properties; 2. Director's Order #28: Cultural Resource Management; 3. Maintain communication with NOCA cultural resource staff.

II. GENERAL INFORMATION

A. Period of Performance (POP): The POP for this contract is approximately 2 years from the time of award estimated to be in August or September of 2021 to September 1, 2023.

Page 2 of 12 III. GENERAL REQUIREMENTS OF THE CONTRACT

A. General: The work of this contract shall comply with the following: 1. All documents shall be prepared in accordance with NPS Director’s Order #28 – Cultural Resource Management and the associated 28 – Cultural Resource Management Guidelines, and Preservation Brief #43 – The Preparation and Use of Historic Structures Reports . 2. Quality Control (QC): The contractor is responsible for Quality Control, which includes ensuring the technical accuracy, completeness, and correctness of the Historic Structure Report, and all historical, and architectural aspects including coordination of all disciplines with each other and with the recommendations. a. The contractor shall review, coordinate and correct (if necessary) each document prior to submittal. 3. All work performed shall comply with applicable laws, regulations and NPS policies and guidelines. 4. English System of Weights and Measurements shall be used. 5. Level of Documentary Research: Thorough as defined by NPS-28 Cultural Resource Management Guidelines. 6. Level of Physical Investigation: Thorough as defined by NPS-28 Cultural Resource Management Guidelines.

B. Qualifications: The work of this contract shall be led by a Historical Architect meeting the Secretary of the Interior’s Professional Qualification Standards for Historic Architecture or an Architectural Historian meeting the Secretary of the Interior’s Professional Qualification Standards for History

C. Project Management, Administration and Meetings: 1. Government Contract Administration: Contract administration and technical direction for the contract will be provided by the Contracting Officer (CO) and/or their authorized representative (Contract Specialist (CS) and/or COR). a. The CO, CS and/or COR will be made known to the contractor at the time of award or earlier. 2. Contract Administration: The contractor shall provide a single point of contact (POC) knowledgeable and able to make decisions on all matters pertaining to this contract. a. The POC shall be made known to the Government at the time the contract Proposal is submitted. 3. Meetings: The contractor shall facilitate and, along with other pertinent personnel, attend all meetings specified herein. a. Virtual Meetings: Unless otherwise indicated all meeting will be virtual. The contractor shall arrange meeting venues (conference lines or other as applicable). b. Meeting Agendas and Notes: The contractor shall prepare agendas and meeting notes accurately documenting substantial issues discussed and all decisions made at meetings.

Page 3 of 12 i. Meeting Agendas shall be delivered to all potential attendees a minimum of one (1) working day prior to the subject meeting; ii. Meeting Notes shall be distributed to all attendees and designated interested parties within five (5) working days of the meeting. c. Additional Meetings: Meetings other than those specified here may be necessary to ensure the orderly completion of the work. Contractor shall plan for up to two (2) additional meetings.

IV. BASE CONTRACT – KICKOFF AND FIELD WORK

A. Kick-off Meeting: The contractor Team shall participate in a conference call to review contract goals and logistics after award but prior to starting Field Work.

B. Archival Research: As a basis for the investigation and assessment, the contractor shall review the government-furnished documents listed in Attachment 1 of this SOW before conducting the field work The Park shall provide access to additional archival materials pertaining to the Park provided the Contractor submits appropriate appointments in advance, subject to staff and space availability and following appropriate COVID-19 protocols. Park collections and archival materials are curated at North Cascades National Park in Marblemount, WA. It may be necessary to access other archives including National Archives and Records Administration (NARA) in Seattle, NPS electronic Technical Information Center (eTIC), Integrated Resource Management Applications (IRMA), or through other outside collections facilities. One important archival collection remains with a local retired employee which will likely require a visit to his house.

C. Field Work: The contractor shall conduct on-site existing conditions assessments of all wilderness structures. See Attachment 2 for list of these structures and their locations. 1. The purpose of the assessment is to develop an understanding of the existing conditions of the buildings. At a minimum the structures shall be investigated for the following: a. Understanding the evolution of changes to the buildings over time; b. Evaluating the historic integrity of the buildings; c. Evaluating the condition and integrity of building envelopes against water and pest intrusion (if applicable); d. Evaluating the condition of historic exterior materials including roofs and trim, walls, doors and windows (if applicable); e. Evaluating the structural condition of the buildings; f. Evaluating the condition of interior finishes and materials (if applicable); g. Treatment recommendations to mitigate ongoing and potential impacts within the acceptable parameters of Wilderness and with an understanding of the Minimum Tool concept. 2. During all site visits, at least one Contractor personnel meeting the Secretary of the Interior’s Standards for Architectural Historian or Historical Architect will be present.

Safety: The contractor shall be fully responsible for the safety of all personnel and shall perform the investigations using OSHA approved methods and safety equipment as necessary. 4. Equipment: The contractor is responsible for providing all equipment necessary to complete field work. 5. Limits of Investigations: It is anticipated that the contractor will complete this investigation through visual inspection and the use of non-destructive testing methods as approved by the Government. 6. Duration: It is anticipated that the field investigations will be completed in the summer of 2022 and reporting requirements will last until September 2023. 7. Park Rules: The contractor shall comply with all applicable park rules and regulations. 8. Working Hours: Regular work hours shall be limited to daylight hours from 7:00 a.m. until 6:00 p.m. Monday through Friday, excluding government holidays. Work outside regular hours requires approval from the Government. 9. No Smoking Policy: Smoking is prohibited in all areas except for designated smoking area(s). 10. Emergencies: Report any accidents, injuries, or other emergencies to NOCA Law Enforcement. 11. Weather: Many parts of NOCA are closed by snow from late fall through late spring or early summer. The contractor shall take this into account when planning their field work. 12. Most of the site visits will require substantial hiking (upwards of 15 miles one-way) and overnight backcountry stays (1-3 nights). 13. Some site visits in the vicinity of Ross Lake can be expedited by hiring a water taxi at Ross Lake Resort www.rosslakeresort.com. 14. Backcountry permits are required for all overnight stays at NOCA. 15. Information about trip planning at NOCA is available at www.nps.gov/noca.

V. BASE CONTRACT - HSR CONTENT AND FORMAT:

A. General: The contractor shall document the buildings and develop the information required herein. The following section conforms to the naming/numbering conventions and formatting of the referenced HSR Standards and shall be followed for the preparation of this HSR.

B. Section 0.2 - Historic Structures Report Front Matter: contractor shall develop general information for the report as follows: 0.2.1 Cover Page 0.2.2 Table of Contents 0.2.3 Executive Summary 0.2.4 Administrative Data

Part 1 – Developmental History: contractor shall research and document the historical background of each building and prepare the following sections: 1.1 Historical Background and Context: The work of this item and items 1.2 below, shall be based on park documentation as well as research of additional information beyond that which the Government will make available. 1.2 Chronology of Development and Use; 1.3 Physical Description: The work of this item and items 1.4 and 1.5 below, shall be based on field work. 1.4 Character Defining Features; 1.5 Condition Assessments.

D. Part 2 – Treatment and Use: Based on historic documentation and field work contractor shall develop recommendations for future treatments based on the contractor’s professional expertise. This part shall include: 2.1 Recommended Treatment and Use a. Treatment recommendations shall follow the categories and timeframes discussed by Robert A. Young in his book Historic Preservation Technology (2008); b. Recommendations for management of visitor, administrative, or other use. 2.2 Treatment Options

E. Part 3 – Supplemental Record of Work Performed: This section is not used

F. Part 4 – Appendices: Prepare Appendices as required to fully document the report, including, but not limited to, the following: 4.1 Bibliography; 4.2 Photographs; 4.3 Drawings; 4.4 Historical Documents; 4.5 Wilderness Character: Discussion of how these structures either collectively (based on shared history or architectural styles) or individually, contribute to wilderness character in the Stephen Mather Wilderness. Are there structures that should be prioritized for maintenance? Completing this task requires an understanding of the Wilderness Act of 1964. See Keeping it Wild 2 by Peter Landres et. al (2015) for more information on wilderness character and the NOCA Pre-NEPA Report (2019).

VI. OPTIONS

A. General: Contractor shall submit separate fee proposals for each option. The Government may exercise one or all options, or none of the options. Option 4 would be executed immediately upon base award. Options 2 and 3 may be executed within 60 days of award. Options 1 and 5 may be executed at any point during the contract’s period of performance.

B. Option 1 -. An additional, standalone historic structure report will be created for the Courtney Cabin located in Stehekin, WA according to the standards outlined for a HSR in

Page 6 of 12 this scope of work. A wilderness character discussion described in F., Part 4, section 4.5 will not be necessary for this HSR as the structure is not in wilderness.

C. Option 2 – Add 2 additional backcountry structures to the HSR. See attachment 2 for name and location of additional structures.

D. Option 3 - Add 1 additional backcountry structure to the HSR. See attachment 2 for name and location of additional structure.

E. Option 4: Physical investigation for the HSR detailed in this Scope of Work will comprise of a Limited investigation according to NPS-28 (rather than thorough), while documentary research of the HSR will remain at a Thorough investigation. There would be no change in the number of structures investigated.

F. Option 5. If this option is exercised, the contractor will complete a National Register of Historic Places determination of eligibility for the Cascade River Road. The Cascade River Road is located in eastern Skagit county and departs from State Route 20 at milepost 106. Work should focus on the last five miles of the road located within North Cascades National Park from milepost 18-23. Work shall include archival research, field documentation, a short letter report for the SHPO, and shall be input in the Washington Information System for Architectural and Archeological Records Data (WISAARD).

VII. DELIVERABLES

A. General: The contractor shall provide the deliverables required below within the timeframes required by the Project Schedule provided in Article VIII. 1. The contractor is fully responsible for the accuracy and coordination of all deliverables; 2. Unless otherwise noted, all deliverables shall be submitted digitally by email.

B. Submit Deliverables To: Kim DiCenzo, COR Email: [email protected] (Office address for delivery of hard copies to be provided post award.) Contractor may be asked to copy other interested parties on digital submittals. List of interested parties to be copied will be made known at the Kick-off Meeting.

C. List of Deliverables 1. Health and Safety Plan: The Contractor shall prepare a Health and Safety Plan (HSP) for their employees while working in the Park’s backcountry. The HSP will need to be approved by the COR prior to the initiation of field work. 2. Trip Report: contractor shall provide a Trip Report briefly outlining Field Work findings and the following: 1. Brief summary of findings, 2. Copy of organized field notes, photographs, photo logs, sketches and UTMs from fieldwork.

Page 7 of 12 3. 75% Draft HSR: Develop the HSR pursuant to Articles IV and V above. a. Submittal shall include drafts of the following section for review: h. 0.2 - HSR Front Matter; ii 1.0 - Developmental History; iii 2.0 - Recommended Treatment and Use; iv. 4.3 – Drawings b. Submittal Review: The Government will review the submittal and return written comments to the contractor. The contractor shall review comments in preparation for Submittal Meeting. c. 75% Submittal Meeting: Contractor and Government stakeholders shall participate in a conference call to discuss review comments and resolve outstanding issues. d. Contractor Response to Comments: contractor shall resolve all review comments and submit written responses to review comments using the approved review form.

4. 95% Draft Historic Structures Report: Incorporate all mutually agreed upon comments from 75% review and finalize the HSR. Submit 95% Final Draft HSR including all required sections. 1. Submittal Review: The Government will review the submittal and return written comments to the contractor. 2. Contractor Response to Comments: contractor shall resolve all review comments and submit written responses to review comments using the approved review form.

F. Final HSR: Upon incorporation of all mutually agreed upon comments and Government approval of 95% Draft, submit Final HSR. Submit digital copy and eight (8) hard copies of the final HSR.

G. Project Close Out: After completion of all investigation and reporting project elements, the Contractor shall prepare all project documentation for accession into the park archives including both paper and digital files. Paper files, including field notes, should be foldered according to subject matter and digital files, including research files, field photographs, and GPS data, should be submitted on optical disk using file formats acceptable to the National Archives and Records Administration. Any hard copies of historic resource reports loaned to the contractor during the work must be returned along with the project archives. Final payment will be withheld until the inventory of all contract documents are received, inventoried and checked with the catalog and final report for accuracy. A letter shall state the contents of the transfer at the time of delivery to the Park and a Park Property Receipt shall document the exchange.
