Introduction

The WA Regional Academy Program (RAP) was established in the country regions in 2007. This program was established to fill the need for athlete and coach development in country regions of WA. The success of the program in the Country has highlighted the need to expand the program into the Metropolitan area.

The development of the Regional Academy Program has led to a number of initiatives including Basketball WA’s newest - the Under 12 Shooting Stars Program. This program will be considered the first step for athletes and coaches in the newly designed Basketball WA athlete and coach pathway.

The geographical size of WA with such a vast area is challenging and a model to suit must be flexible in order to develop and grow. The whole concept of the program is a model based around developing and fostering junior basketball. This will only happen with the support of every affiliated association and the involvement of each association’s coaches.

Coaches are a vital resource and one that Basketball WA must strive to educate to ensure athletes are being taught the essential fundamentals and skills of the game. Beginner coaches or coaches who have been in the game for quite some timewill find this program to be a must on your career path and for your association’s path to success.

The Under 12 age group has been identified as an area of concern in the player and coach pathway. This program is designed to fill that void. Within this document, clear and identifiable pathways have been created so that a young basketball athlete just starting out in the game can walk into a stadium and understand what it will take to become a Wildcat or a representative at the highest level of the sport in WA.

The Under 12 Shooting Stars Program is focused around the following key themes:

• Accessible: a program for Basketball WA affiliated athletes and coaches suited to this age group in which all participants can have fun and enjoy their basketball. • Opportunity: Players in the Under 12 age group will be able to attend a Basketball WA Skills Day that will teach players and coaches the appropriate skills and fundamentals relevant to the Under 12 Age Group. • Presence: to enable Basketball WA to provide a greater presence in the country and metropolitan regions of Western Australian through a strong integrated network of coaches and administrators. • Talent Identification: to provide Basketball WA with a tool and program that will identify future stars in our sport from a very young age. • Education: to provide coach education for the regions that will teach the skills and fundamentals from the curriculum designed by Basketball WA. • Uniformity: to create the same opportunities for an athlete to learn and access high level coaching and programs irrespective of their geographical location. • Role Models: to send role models from the and Perth Lynx to the regions of so that young athletes can aspire to stay in WA and represent our state.

It is a very exciting time for Basketball in WA as the Perth Wildcats, Perth Lynx and Basketball WA look to foster our sport. In co-operation with the regions we hope to deliver a successful program that will help to inspire and motivate young basketball players and up and coming coaches to be the best they can be.

There are many challenges ahead and Basketball WA encourages everyone to work together so we can forge a development pathway for players and coaches that will assist in taking Basketball in WA to new heights.

This project was initially undertaken by the associations under the guidance of former High Performance Coach Michael Downer. At this time I would like to acknowledge his work in this area.

Structure of the Program

STAGE 1: Under 12 Shooting Stars “Skills Days” Open to all players Under 12 years of age Conducted in 12 Regional Academy Centres Talent Identification of 10 boys and 10 girls for stage 2 of program

Step 1: Regional Academy Program - Under 12 Shooting Stars Program.

The first step in the High Performance Pathway is the Under 12 Shooting Stars Program. This program is designed to run throughout all regions of Western Australia in an effort to educate both players and coaches. The Basketball WA designed curriculum is focused on teaching essential fundamental Basketball Skills which will assist players and coaches in their aspirations to become an elite Basketball athlete or coach. The program involves running a series of Skills Days throughout the state of Western Australia. It is envisaged that 12 of these Skills Days will be conducted in the first year of the program with the hope this will expand into additional regions of WA.

STAGE 2: Under 12 Shooting Stars “Jamboree” 10 boys and 10 girls from each of the Under 12 Shooting Stars Skills Days are selected to attend the Jamboree Skills clinics and tournament play at a central venue

At the Under 12 Shooting Stars Skills Days athletes will go through a talent identification process with a number of athletes selected to attend a state-wide Jamboree. Whilst not a great deal of emphasis is placed on talent identification in this age group the jamboree will be a chance for young aspiring players who display talent to showcase their skills in a state-wide clinic and tournament. For many junior athletes aspiring to be an elite player, this jamboree will be the first taste of high level training and competition.

The Regional Basketball Academy

PROGRAM OBJETCIVES :

The objectives behind the Regional Academy Program

Establish the following

 a co-ordinated state-wide framework for coach, athlete and referee development.  a ‘best practise’ program with a focus on holistic athlete development ie: physical, technical, tactical and mental competencies.

Provide players, coaches and referees with the following:

 A clear pathway and development program for athletes, coaches and referees from the junior development level through to State and National representation  A structured training environment that enhances the development of each athlete and maximises the available resources  Facilitate and support the development of talented under age basketball players with the potential to represent WA at state and national level  Develop feedback mechanisms for athletes, coaches and referees on technique, skills, performance and attitude  Develop a training environment that focuses on fun, excellence and supports challenge and achievement  Provide access to specialist support services including coaching, education, sports science and sports medicine

The Strategy behind the Regional Basketball Academy

 Target 12 identified regions across Western Australia  Implement a state wide Under 12, 14 and Under 18 Regional Academy Program.  Provide all athletes registered to a Basketball WA association the chance to participate in the Regional Academy Program.  Conduct a Regional Basketball Academy Camp in metropolitan and country regions during October for Basketball Development  Implement National Junior philosophies, resources and standards such as curriculum, strength & conditioning protocols & long term athlete development education  Implement a ‘brand’ & promote and market the Regional Basketball Academy as the recognised pathway to BWA High Performance Programs such as State Teams & the NITP  Seek government and corporate support through DSR to add value to the program in areas such as sports science, sports medicine and High Performance Coaching & Officiating  Formalise a Regional Basketball Academy Operational Plan & Policy which will provide guidance for participating regions  Discuss the merit of an Annual Interstate Tour (January) for the U15 & U17 age group ie: AIS Training Camp & Short Term competition such as Pacific Coast Slam (Port Macquarie)

The Under 12 Shooting Stars Program Staff:

The Basketball WA High Performance Coach/Manager will be responsible for the following:

 Appointment Regional Academy Head Coaches and Administrators for all centres and a panel of selectors.  Provide Coach Education, Curriculum and Resources  Complete at least two (2) visits to all Regional Academy Centres to assist in Coach Education and Player Development  Conduct the coaching program for the Under 12 Shooting Stars Jamboree  Conduct Professional Development for Coaches within the Regional Academy Structure  To oversee an overall budget for the academy program that will be driven by a user pay system.

The Basketball WA Community Basketball Administrator will provide the following support for the regions:

 Prepare Administration packs for each centre  Co-ordinate the Regional Academy Program  Administrate the Under 12 Shooting Stars Jamboree  Book venues for the Under 12 Jamboree  Conduct professional development for Administrators

Coaching (Volunteer) :

 Each centre will be required to identify a Regional Academy Head Coach  Nominations will be called for this position

The Basketball WA appointed Regional Academy Head Coach in each region will be responsible for:

 Implementing the coaching program to all athletes and coaches under the guidance of the High Performance Coach/Manager  Co-ordination of On-Court activity  Assist in the promotion of the Skills Day within the region  Talent Identification of athletes and ranking athletes in order pertaining to the selection criteria  Establish and maintain a coaching network within his or her academy to carry out the program  Select 10 male athletes and 10 female athletes who will attend the state-wide jamboree

Association Coaches :

 If athletes from a particular Association wish to participate in the program, they are required to have an Association coach attend from their Association. An athlete will only be eligible if a coach attends from the Association.  Carry out the program under the direction of the Academy Head Coach  Carry out the guidelines and directions established by the Basketball WA High Performance Coach/Manager Athletes will  Be selected from the Under 12 Shooting Stars “Skills Days”  Be under the supervision of the Regional Academy Program Administrator  Fulfil all requirements in the program to be eligible for selection into the Under 12 Jamboree

 Each Regional Academy Program will be required to identify a Regional Academy Administrator  Nominations will be called for this position  Booking the camp venue  Co-ordinating any individual training sessions  Administer the program under the guidance of the Basketball WA Country Administrator and the High Performance Coach/Manager  Ensuring all players in the nominated age within the region have access to the program  Ensuring the associations are contacted and all promotional material is distributed to them  Complete the day to day management of the Academy  Register all athletes and distribute correspondence to them  Provide effective communication or the Regional Academy Program  Be an administrative support to the Head Coach of the Regional Academy  Field general enquiries about the Regional Academy Program  Identify suitable Managers to assist in the running of the camp/skills day

Selection Criteria to attend the Under 12 State-Wide Jamboree:

 Any athlete, male or female under the age of 12 before the 31 st January within the year the program is conducted.  Athletes who display the skill, athleticism, potential to be an outstanding basketball player.  Athletes must register for participation at the Under 12 Shooting Stars Skills Day to be eligible for selection.
