INTRODUCTION 1. At its 194th meeting held on 15 June 2009, Council reviewed developments in Somalia on the basis of the report I presented on the situation in that country [PSC/PR/2(CXCIV)]. Council adopted communique PSC/PR/COMM.(CXCIV), in which it, among others, decided to renew the mandate of the African Union Mission in Somalia (AMISOM) for a period of seven months, beginning from 17 June 2009. 2. The present report provides an update on the developments that have taken place in Somalia since June 2009. It concludes with observations and recommended actions on the way forward, including the renewal of AMISOM mandate for a further period of 12 months, starting from 17 January 2010. POLITICAL SITUATION 3. During the period under review, the Transitional Federal Government (TFG) has continued to experience many challenges, mainly as a result of the continued attacks by armed extremists groups, supported by foreign elements. In addition to the continued insecurity in most parts of Somalia, the TFG also faces the challenges of weak capacity of security and public sector institutions, delays in articulating and implementing a clear political roadmap, clan divisions and other internal problems within the Government, lack of resources for the provision of basic services, and inadequate organization and coordination of sufficient and continued partner support.

This has led to varying degrees of drought conditions, triggering research interest across the continent. The research presented here is a bibliometric analysis of scientific articles on drought monitoring and prediction published in Africa. Scientific data analysis was carried out based on bibliometric mapping techniques applied to 332 scientific publications (1980 to 2020) retrieved from the Web of Science (WoS) and Scopus databases. In addition, time series of Standardized Precipitation Evapotranspiration Index for the previous 6 months (SPEI-6) over six regions in the continent was analysed giving the relative comparison of drought occurrences to the annual distribution of the scientific publications. The results revealed that agricultural and hydrological drought studies contributed about 75% of the total publications, while the remaining 25% was shared among socioeconomic and meteorological studies. Countries in the southern, western, and eastern regions of Africa led in terms of scientific publications during the period under review.

There are a large number of seed varieties of one crop, and each can perform best under different growing conditions. Given the unpredictability of weather, farmers need to make decisions that balance high yield and low risk. A seed vendor needs to be able to anticipate the needs of farmers and have them ready. In this study, we propose an analytical framework for estimating seed demand with three major steps. First, we will estimate the yield and risk of each variety as if they were planted at each location. Since past experiments performed with different seed varieties are highly unbalanced across varieties, and the combination of growing conditions is sparse, we employ multi-task learning to borrow information from similar varieties. Second, we will determine the best mix of seeds for each location by seeking a tradeoff between yield and risk. Third, we will aggregate such mix and pick the top five varieties to re-balance the yield and risk for each growing location. We find that multi-task learning provides a viable solution for yield prediction, and our overall analytical framework has resulted in a good performance.     26/02/2019 Somaliland's world-leading move towards a cashless culture - The National Somaliland's world-leading move towards a cashless culture A breakaway region in the Horn of Africa isn’t the obvious setting for a technological revolution Charlie Mitchell October 17, 2018 Abdul Rashid has sold sweet Somali tea on the muddy streets of Hargeisa for decades. As night falls in the capital of breakaway Somaliland and worshipers flood out of the mosque, a handful congregate around his rickety table. While he pours from a flask into paper cups, buyers type a string of numbers into mobile phones, take their tea and go on their way. A cup of Mr Rashid’s tea costs 2,000 Somaliland shillings – equivalent to $0.25 or Dh0.92 – and his customers pay almost exclusively with their mobile phones. “I never see cash,” he tells The National. Mr Rashid is not alone. Across Somaliland – which declared independence from Somalia in 1991 but is yet to gain recognition from the international community – people are turning away from cash and embracing mobile money. This makes the region, with its tiny livestock-dependent economy, a candidate for the world’s first cashless society. He is the director general of Somaliland’s Ministry of Foreign Affairs and International Co-operation, but I bump into him buying a mobile phone – using the one he already has – in the clean but soulless Deero mall in downtown Hargeisa.
