SUGAVANAM: SHRI ANURAG SINGH THAKUR: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether there has been an increase in the number of illegal immigrants including Bangladeshi nationals in the country; (b) if so, the number of such immigrants reported to have been overstaying or illegally staying in the country, State-wise and nationality-wise; (c) the number of foreigners deported during each of the last three years and the current year, nationality-wise; (d) whether the illegal immigrants particularly from Bangladesh have been found to be involved in criminal activities in the country; (e) if so, the details thereof along with total number of such foreigners arrested and convicted during the said period, Statewise and nationality-wise; and (f) the measures taken by the Government to detect and deport the said illegal immigrants? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI MULLAPPALLY RAMACHANDRAN) …2/- -2- L.S.U.S.Q.NO. 1997 FOR 17.12.2013 (a) to (c): A number of foreign nationals including Bangladeshi nationals were found to be overstaying after coming to India on valid travel documents. State-wise and nationality-wise details of such foreign nationals found to be overstaying during 2010, 2011 and 2012 and nationality-wise details of foreign nationals deported during the same period are given in Annexure-I. Data for the current year has not been compiled. There are also reports of foreign nationals having entered into India without valid travel documents. As entry of such foreign nationals into India is clandestine and surreptitious, it is not possible to have a correct estimate of such illegal immigrants living in different States in the country. (d) & (e): Involvement of such foreign nationals illegally staying in the country in criminal activities cannot be ruled out. Registration of cases and action thereon comes within the purview of police stations and State Governments/ Union Territory Administrations concerned. The number of foreign nationals who were arrested under various sections of Foreigners Act or for violating other provisions of Immigration Control Rules & Regulations, State-wise and nationality-wise, during 2010, 2011 and 2012 are given in Annexure-II. (f): Central Government is vested with powers to deport a foreign national under section 3(2)(c) of the Foreigners Act, 1946. The powers to identify and deport illegally staying foreign nationals have also been delegated to the State Governments/ UT Administrations. Detection and deportation of such illegal immigrants is a continuous process. A revised procedure for detection and deportation of illegal Bangladeshi immigrants was communicated to the State Governments/ Union Territory Administrations in November, 2009, which was partially modified in February, 2011. The procedure includes sending back then and there, the illegal immigrants who are intercepted at the border while entering India unauthorisedly. ***** Annexure-I Annexure referred to in reply to parts (a) to (c) of the Lok Sabha Unstarred Question No. 1997 for 17th December, 2013. Other party leaders, according to the Political Handbook of the World 2011, include Uddhav Thackeray, the party's executive president, and Anant Gheete, a leader in the Lok Sabha (2011, 632). The Lok Sabha (House of the People) is a unit of the national Parliament, along with the Rajya Sabha (Council of States) (India 16 Sept. 2010). Members of the Lok Sabha are directly elected by eligible voters every five years (ibid.). In 2009, the Shiv Sena won 11 seats in a general election (Political Handbook of the World 2011, 632). The Political Handbook of the World notes that Shiv Sena is "closely linked" to the Bharatiya Janata Party (BJP) (2011, 632). The Press Trust of India (PTI) reports that on 6 March 2011, the BJP leader "said his party's alliance with Shiv Sena will remain intact at [the] Maharashtra and national level" (6 Mar. 2011). In 14 April 2011 correspondence with the Research Directorate, an honorary senior fellow and chairman of the Centre for Multilevel Federalism, at the Institute of Social Sciences in New Delhi, noted that the Shiv Sena was "the main opposition party" in the Maharashtra legislative assembly of 2004 to 2009.

SCINDIA: SHRIMATI BIJOYA CHAKRAVARTY: Will the Minister of POWER be pleased to state: (a) the details of the hydro-electric power projects established/being established and proposed to be established in North Eastern States; (b) whether the Government has been able to tap the hydro electric power potential of these States; (c) if not, the measures taken in this regard; (d) whether there has been any delay in the establishment of such projects; and (e) if so, the details and reasons therefor along with action taken in this regard including loss suffered from the projects? A N S W E R THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR POWER, COAL AND NEW & RENEWABLE ENERGY ( SHRI PIYUSH GOYAL ) (a) & (b) : Based on the re-assessment of hydro-electric potential of the country, carried out by Central Electricity Authority in 1987, identified hydropower potential in North Eastern Region (NER) is 62604 MW (above 25 MW). Out of this, 1911 MW is in operation in North Eastern States. The details of Hydro Power Projects in NER is given at Annex. (c) to (e): Difficult/in-accessible potential sites, geological surprises, longer gestation period, natural calamities, environment & forest clearances, land acquisition problems, inter-State aspects, resettlement & rehabilitation problems, law & order problems etc. are the main reasons of delay. Apart from various policy initiatives, as enshrined in the National Electricity Policy, National Hydro Policy, National Rehabilitation and Resettlement Policy and National Tariff Policy, the Government of India and CEA regularly monitor the implementation of hydro projects including site visits, interaction with developers and expediting various clearances, etc.

SHRIMATI BIJOYA CHAKRAVARTY (GUWAHATI): Sir I am deeply perturbed to say that extremist activities in the North- Eastern Region are on the rise recently. Recent disturbance is caused by way of smuggling, snatching of arms, kidnapping and murder. It is going on unabated in this region. Sir, I would like to say here that there is illegal mining of coal mines in the parts of Arunachal Pradesh bordering Nagaland. There, some unscrupulous traders are smuggling coal and probably they also help the extremists to go there. Sir, recently in parts of Assam and in parts of Arunachal Pradesh also, Maoist activities is going on. A lot of small boys are joining there. Why are they joining and what is the reason behind it? They are joining because they have got no other means. They get small amount of money and because of that they take to arms and kill somebody and indulge in smuggling. That is why I am requesting through you to the Government that the Government should take steps so that these boys may be given some sort of earning and also in those areas where extremist activities are growing, in those areas there are no roads and no bridges at all. Sir, I would like to mention one point here that recently the hon. Minister of Home Affairs, Government of India, visited Arunachal Pradesh and he denied the existence of the extremism in those coal belt areas. This is unfortunate.
