OUR MISSION The mission of the Harris County Hospital District Foundation is to enhance the broad healthcare mission of the Harris Health System by soliciting and raising funds for programs, and increasing the community’s awareness of the Harris Health System. 3 TRIBUTE TO GERALD D. HINES (1925 – 2020) It is an honor to salute Mr. Gerald D. Hines, an Engineer, Developer, Architect, Philanthropist and Houston Businessman who transformed the business of commercial real estate development by hiring blue-chip architects to build commercial skyscrapers around the world. Those who knew Mr. Hines would say that he was much more than a creator of buildings. His colleagues, friends, and family would describe him as a man with many qualities – qualities that are not usually noticed in a single individual. Mr. Hines was humble, quiet, ambitious, and innovative. He was also curious and smart; yet, cautious. As much business savvy as Mr. Hines demonstrated in his numerous years, Mr. Hines also had a heart for helping others, donating both his time and treasure to organizations that mattered to him. He worked to help underserved communities, co-founding and serving on the board of two great organizations - the Harris Health System and the Harris County Hospital District Foundation. In 1965, Mr. Hines joined a group of Houston’s most well respected community leaders to serve as a board member, for the newly created Harris County Hospital District, now Harris Health System. This distinguished group included - Quentin R. Mease, Businessman, first Chairman of the Harris County Hospital District and Harris County Hospital District Foundation (HCHD Foundation), Daniel C. Arnold, a prominent Houston-area Lawyer and Businessman who worked behind the scenes to elevate some of the city’s key institutions, and other caring community leaders. With their vision, action, and commitment, Harris Health System has evolved into a fully integrated healthcare system that cares for all residents of Harris County, Texas. In 2003, the HCHD Foundation Board of Trustees voted to appoint Mr. Hines as Honorary Trustee. This honorific title is in recognition of his active participation, financial contribution, and continuing strong interest in our Foundation and community. tribute In 2011, in honor of Mr. Hines’s many significant contributions to Houston and the Harris County community, the HCHD Foundation Board of Trustees presented Mr. Hines with the Ben Taub Humanitarian Award at its Jubilee of Caring Diner. This award honors those philanthropic individuals who have made significant contributions to Houston and Harris County. We remain grateful for Mr. Hines’s vision and support of the HCHD Foundation’s mission to enhance the broad healthcare mission of the Harris Health System.     REQUEST: “I did a story on Sunday about MD Anderson being shut out of (federal insurance) exchange plans as well those people who lost their PPO plans for 2016. Since those people are now in HMOs, it means places like MD Anderson are now out of network. I’ve heard that all of TMC is out of network on the exchange for 2016 except Ben Taub. Is this true? How can I find out?” RESPONSE: No, it is not true that all Texas Medical Center (TMC) hospitals and other provider institutions are out of network for plans offered through the health insurance exchange. There are seven health insurance companies that offer plans through the Texas Marketplace. While it is true that all seven exclude MD Anderson, none excludes all other TMC institutions. A summary table, which shows included and excluded TMC hospitals, is provided below. The two types of plans offered by the insurance companies are either Health Maintenance Organization (HMO) or Exclusive Provider Organization (EPO) plans. While similar, there are key differences. If you are in a HMO, you must use network providers that participate in the plan. The only exception is for emergency care. A HMO requires the selection of a primary care physician (PCP) to manage your care. Referrals are usually needed from your PCP to see a specialist, who must also be in the network. As with a HMO, in an EPO you must use network providers that participate in the plan. Unlike an HMO, you do not need to select a PCP, nor do you need to contact your PCP for referrals to specialists.
