Minutes of East Markham Parish Council meeting held on Thursday 2 January 2020 at 7 pm in East Markham Village Hall, Lincoln Road, East Markham

Present: Councillors: D Littlewood (Chair) B Hunt, M Priddle, S Ogle, B Hardy, D Dodds, R Carlin, S Robertson Others Present: E Reddish (Clerk)

1. To Receive Apologies and Approve Reasons for Absence Apologies received from Cllr J Isaacs and Cllr J Hempsall

2. To receive any Declaration of Interests in Items on the Agenda None declared

3. To Approve the Minutes of the Meeting held on the 5 December 2019 The Minutes of the meeting of the 5 December 2019 were approved and signed by the Chair as a true record, with the following amendments

5. Matters arising from the meeting held on 5 December 2019  Clerk will enquire of NALC regarding webhosting sites, to further investigate best value  Clerk will communicate with McDonalds; send them the desired map details and also inform them that the litter currently is much less in evidence, but expected to resume in Spring 2020

Councillors discussed receiving their Summons to Attend (Agenda) by email or by mail. It was agreed:

1. Clerk to mail the signed Summons to Attend (Agenda) to ensure Councillors receive a legal paper copy 2. Clerk to send Minutes by email as soon as approved by the Chair, with the exception of Cllr Hardy who will receive a mailed paper copy

Clerk to send Councillors an email link to the planning matters when Clerk receives this from BDC or NCC

Clerk reported completion of all remaining actions from the Minutes, with the exception of reporting the grate opposite The Hall Close. Clerk will report now that a photograph has been produced.

b) To set the Budget and Precept for 2020/21

Precept 2020/21 Councillors discussed the Precept requirements for 2020 and after discussion agreed to set the Precept at 4%. This also to include for £500 VE Celebrations on Friday 8 May 2020

7. To Consider Planning Applications, Decisions, Notices and Correspondence

Planning Applications as at 27/12/2019

1. Part discharge of conditions relating to road only 16064 125A Proposed Footpath link 16064 128 S38 Carriageway levels and gradient Address: Former Poultry Factory Site Consultation Expiry date 8 January 2020

Clerk to write to Planning Officer:  No Official Report produced at the site meeting with Councillors Carlin, Hunt and Hardy on 9 December 2019. Councillors were pleased that the site meeting was well attended by Council officers including Mr J Krawczyk. County Councillor John Ogle attended.  Councillors pleased to note that the northern end site level seems to have been addressed and the level significantly reduced, which will be of great benefit to residents

 At the Southern end of the site there appear to be no retaining walls in the design. Bassetlaw District Council said they would speak to Building Control about this. Clerk to write to Building Control.  Clerk to request that the whole of Mark Lane is 30 mph. It currently poses a danger to pedestrians, particularly children, when walking along Mark Lane  At the Western side the Councillors noted that the issues are nowhere near resolved

2. Application: Bus Stop Clearways 7am - 7 pm Mon - Sat County Council Address: Askham Road Consultation expiry date 9 January 2020

Councillors raised no objection to this Application, and noted that the Head of East Markham Primary School had informed parents. Councillors had also seen a camera car in the village monitoring this.

8. EAST MARKHAM PROJECTS a) PLAYING FIELD CHANGING ROOM Councillor Robertson is to meet with the sub-committee regarding the design faults in the proposed plans. Councillors were concerned about the lack of foyer space, kitchen space, storage spaces and communal areas for visiting teams. Councillor Hunt has suggested Public Works Loan Board funding.

9. VILLAGE HALL REPORT

Line dancers and bagpipes went well, line dancers booked for next year already Steel band booked Looking onto getting live reindeers Suggest write to lions Raffle over £100, bar over £100 Received letter to say should pay for TV - replied to say not got one Cinema starts again on 11 January 2020, 55 at last show The Mechanicals on 18 Jan, Village Venture started this up again. Management meeting held on 2 Jan 2020, Georgina has licence, others have to get theirs Environmental health called, about alleged complaints. Kitchen checked and safe. Apple day was discussed and agreed safe. Will be available to advise on upgrade to kitchen if and when required. Cllr Hunt said that Howdens of may be a source to donate a free kitchen - they had supplied a local village hall with a kitchen

East Markham Parish Council suggested better monitoring of the new hall flooring as Councillors had noted that not every group were looking after it properly. The Village Hall Committee will look into ways of monitoring

10. REPORTS ON PARISH COUNCIL PROPERTY AND CONTRACTS Nothing reported

11. FOOTPATHS AND ALLOTMENTS Cllr S Ogle reported that 2 more allotments have been rented out - there are 7 remaining. Councillors discussed the poor upkeep of one of the allotments - not keeping it tidy, not disposing of garden waste etc. It was agreed that Clerk to write to said Allotment holders informing them of their breach of contract and request they surrender their Allotment.

12. SERVICE FAULTS AND HIGHWAYS

1. The Hall Close - photograph now been produced of the grate - clerk to report

2. The first house of the 14 new houses on Beckland Hill - the sink unit flange has the side broken away. Clerk to report this as Pothole Report

3. Farm Lane - Clerk to report that Lights 4 and 5 cannot be seen because of the trees

4. End of Church Street/Mark Lane - Clerk to report flickering illumination on Give Way sign

13. GDPR - Best Kept Garden Competition

Clerk to obtain further advice from NALC. Meantime Councillors agreed that this should be an Award not a Competition, and that the letter to residents in 2020 should have a GDPR opt out section included. Councillors requested that only names be used, not addresses.

14. CORRESPONDENCE

1. Flooding December 2019 Newsletter from NCC 2. Details of BDC Extraordinary Cabinet 13/1/20 - Consultation on draft local plan. Cllr Priddle and Cllr Carlin interested in attending 3. The Beat Newsletter December 2019 5

4. Best Kept Village Competition Winners Certificate and Cheque for £125 Clerk to bank cheque, and frame Certificate 5. CHAT liaison Clerk to inform CHAT of public information notices as and when received 6. BT Contract renewal was £53.67, now £45.99 7. Tree cutting instructions - inc College Lane. Councillors to be aware of longstanding historical agreements and inform Clerk of any necessary updates. Cllr S Ogle to liaise with Tony 8. VE Celebrations, Letter from Joan Davies - suggesting Church, Village Hall and Parish Council work together on this on the 8 May. Councillors agreed to Ms Davies proposal and had already agreed to a £500 donation. Cllr Carlin to inform Tuxford that East Markham day will be the 8 May. 9. Councillors are concerned that the designated Post Office has to be Newark and cannot be Tuxford. Clerk to further investigate this with mobile Post Officer on Tuesday
