STRATEGIC STUDIES INSTITUTE The Strategic Studies Institute (SSI) is part of the U.S. Army War College and is the strategic-level study agent for issues related to national security and military strategy with emphasis on geostrate- gic analysis. The mission of SSI is to use independent analysis to conduct strategic studies that develop policy recommendations on: • Strategy, planning, and policy for joint and combined employment of military forces; • Regional strategic appraisals; • The nature of land warfare; • Matters affecting the Army’s future; • The concepts, philosophy, and theory of strategy; and • Other issues of importance to the leadership of the Army. Sexto Informe Ejecutivo del Consejo Julio-Octubre 2012 SEXTO INFORME DEL CONSEJO DEL OBSERVATORIO DE LOS PROCESOS DE COMUNICACIÓN PÚBLICA DE LA VIOLENCIA I. Introducción El Observatorio de los Procesos de Comunicación Pública de la Violencia presenta su sexto trabajo de análisis que comprende el periodo del 1 de julio al 31 de octubre de 2012. Se incluyeron 20 tópicos en los que se revisó el apego de los medios de comunicación a los criterios editoriales adoptados el 24 de marzo de 2011 a través de la firma del Acuerdo para la Cobertura Informativa de la Violencia, así como el desempeño de las fuentes gubernamentales en la generación y difusión de la información sobre temas relacionados con el crimen organizado. En este periodo, el Observatorio documentó serias deficiencias en la estrategia de comunicación social de las instituciones de seguridad y justicia de los diferentes ámbitos de gobierno que se han traducido en: a) revictimización; b) juicios mediáticos; c) afectaciones al proceso judicial; d) aumento de riesgos a personas involucradas en procesos judiciales; d) especulaciones y generación de rumores; e) generalizaciones infundadas respecto al involucramiento de víctimas de violencia en actos delictivos; y f) pérdida de credibilidad. En este escenario, el Observatorio detectó que, en varios de los casos analizados, diversos medios de comunicación no sólo no cumplieron con su función de ser monitores de la actuación del Estado, sino que incluso potenciaron los vicios de la comunicación gubernamental que afectan al proceso de procuración e impartición de justicia en el país. Asimismo, se registraron casos en los que algunos medios de comunicación fallaron en verificar y contrastar la información que difundieron. -

Generated by the capitalisation of economic rela- tions, waves of bandits and criminals have often been instrumental to advance the interests of their enabling economic and political elites by forming the security apparatuses (reliant on preying, delinquency and extortion) supporting the elites' hegemony. -

Wilkie, Chair Mexico’s official history does not properly address the Drug Wars and its effect on the nation as well as the U.S. – Mexico border region, including criminal spillover between the two countries especially since 1911. Drawing from evidence gathered at Mexico’s National Archives – specifically declassified documents from Mexico’s secret police files – contemporary news accounts from Tijuana, Mexico City, and California, as well as court cases and long ignored political biographies, I trace the historical origins of the Drug Wars in Northern Mexico extending into Mexico City; a history of drugs, dissidence, and violence. In my view, the problem of drugs in Mexico must be examined in Three Phases, two of which – Phase One and Two – I take up in the volume. The First Phase is from 1911-1945. The Second Phase is from 1945-1985. The Third Phase, since 1985, covers the rise of what I refer to as turf wars between competing drug trafficking organizations ii for the control of specific corridors vital for the production and distribution of drugs into the United States. The First Phase goes back to the year 1911 when General and later Governor Esteban Cantú arrived to defend the Northern Territory of Baja California against incursions from Southern California by the Flores Magón brothers during the start of the Mexican Revolution. -
