The 'Culture Wars' Reloaded: Trump, Anti-Political Correctness and the Right's 'Free Speech' Hypocrisy Dr. Valerie Scatamburlo-D'Annibale University of Windsor, Windsor, Ontario, Canada Abstract This article explores how Donald Trump capitalized on the right's decades-long, carefully choreographed and well-financed campaign against political correctness in relation to the broader strategy of 'cultural conservatism.' It provides an historical overview of various iterations of this campaign, discusses the mainstream media's complicity in promulgating conservative talking points about higher education at the height of the 1990s 'culture wars,' examines the reconfigured anti- PC/pro-free speech crusade of recent years, its contemporary currency in the Trump era and the implications for academia and educational policy. Keywords: political correctness, culture wars, free speech, cultural conservatism, critical pedagogy Introduction More than two years after Donald Trump's ascendancy to the White House, post-mortems of the 2016 American election continue to explore the factors that propelled him to office. Some have pointed to the spread of right-wing populism in the aftermath of the 2008 global financial crisis that culminated in Brexit in Europe and Trump's victory (Kagarlitsky, 2017; Tufts & Thomas, 2017) while Fuchs (2018) lays bare the deleterious role of social media in facilitating the rise of authoritarianism in the U.S. and elsewhere. IMFG focuses on the fiscal health and governance challenges facing large cities and city-regions. Its objective is to spark and inform public debate, and to engage the academic and policy communities around important issues of municipal finance and governance. The Institute conducts original research on issues facing cities in Canada and around the world; promotes high-level discussion among Canada’s government, academic, corporate and community leaders through conferences and roundtables; and supports graduate and post-graduate students to build Canada’s cadre of municipal finance and governance experts. It is the only institute in Canada that focuses solely on municipal finance issues in large cities and city-regions. IMFG is funded by the Province of Ontario, the City of Toronto, Avana Capital Corporation, and TD Bank Group. Author Abigail Friendly is the 2015–2016 Postdoctoral Fellow at IMFG. She received her PhD in planning from the Department of Geography and Planning at the University of Toronto. Her research at IMFG focuses on comparing land value capture in São Paulo, Brazil and Toronto, Canada. The International Conference of Asian Political Parties (ICAPP) was launched in Manila, the Philippines, in September 2000 to build bridges of political cooperation and to establish networks of mutual benefit among mainstream political parties in Asia, both ruling and in opposition. Over its first decade, ICAPP has grown steadily in both membership and influence. As of June 2015, ICAPP ’s membership has reached more than 360 eligible political parties in 52 States and 1 territory in Asia. After establishing fraternal linkages and cooperation with the Permanent Conference of Political Parties in Latin America and the Caribbean (COPPPAL) in 2008, ICAPP has also been undertaking efforts to reach out to the political parties in other continents, and successfully helped political parties in Africa establish the Council of African Political Parties (CAPP) in 2013. -

The Philosophy of Free Trade and Its Applicability in East Asia ¿Está ligada la cultura al pensamiento de libre comercio?: su filosofía y aplicabilidad en el Este de Asia Tae Jin Park [email protected] West Virgina State University ABSTRACT Proponents of free trade, especially theorists known as “neo-liberals,” preach free trade as a global ethic and emphasize four great benefits from it: 1) reciprocal economic growth; 2) individual freedom; 3) political democracy; 4) international peace. This review article will examine the validity of these assumptions in East Asia. Although many East Asian states are great beneficiaries of the liberal international trade system that has developed since the end of World War II, their political and economic developments generally do not conform to Western expectations because their cultural values are still “Confucian” and their political economy relied heavily on state leadership. The philosophy of free trade is largely incompatible with East Asian historical experiences. The credibility of the free trade doctrine in East Asia comes from the power and influence of the U.S. rather than from the usefulness of the free trade doctrine. Key words: Free trade, neo-liberalism, East Asia, Confucianism, capitalism, democracy. Nationalpolicies orig- inate in the actions and demands of citizens and are often framed by cultural and economic elites before being appropriated by politicians. This essay begins with a descriptive genealogy of Canada's three National Policies (NP1, from the 1840s through the 1930s; NP2, from the 1930s through the 1970s; and NP3, from 1980 onward). In subsequent sections, the essay elaborates the principles and components of Canada's contemporary National Policy, based on the notion of embedded citizen agency. It then explores a set of hypotheses about integrative action in the traditionalanalytic registersfor thinking about the National Policy: economic, communications, and social policy. Canada's third National Policy is an emerging fact reflected in a number of initiatives taken by both Liberal and Conservative governments over the past thirty years. -

Frontier Culture: The Roots and Persistence of “Rugged Individualism” in the United States Samuel Bazzi, Martin Fiszbein, and Mesay Gebresilasse NBER Working Paper No. 23997 November 2017, Revised August 2020 JEL No. D72,H2,N31,N91,P16 ABSTRACT The presence of a westward-moving frontier of settlement shaped early U.S. history. In 1893, the historian Frederick Jackson Turner famously argued that the American frontier fostered individualism. We investigate the Frontier Thesis and identify its long-run implications for culture and politics. We track the frontier throughout the 1790–1890 period and construct a novel, county-level measure of total frontier experience (TFE). Historically, frontier locations had distinctive demographics and greater individualism. Long after the closing of the frontier, counties with greater TFE exhibit more pervasive individualism and opposition to redistribution. This pattern cuts across known divides in the U.S., including urban–rural and north–south. We provide evidence on the roots of frontier culture, identifying both selective migration and a causal effect of frontier exposure on individualism. Overall, our findings shed new light on the frontier’s persistent legacy of rugged individualism.
