Accademia Europea Bolzano (EURAC)

EURAC is an advanced private no -profit research and training centre established in 1992 with headquarters in Bolzano. Its 370 staff members united by shared values of passion for their work and an unwavering commitment to quality, have the opportunity to work in a multicultural environment thanks to a wide diversity of nationalities represented among its team. This diversity, of gender and nationality, ensures a positive environment that enables respect and an understanding of different cultural patterns.

EURAC activities include national and international research and training projects as well as direct cooperation with public and private clients. EURAC is in particular familiar with the management of international and EU funded projects. EURAC is internally organized in 11 Research Institutes , supported by 11 Service Departments , performing research activities in different fields from issues related to minority rights protection, federal, regional and local governmental trends and the efficient management of public administrations to studies on renewable energies, promotion of sustainable development and the protection of natural resources.

EURAC activities include national and international research and training projects as well as direct cooperation with public and private clients. EURAC has a strong international vocation, represented both by employing experts coming from different countries and by the participation (as lead or partner) in 52 EU-funded projects in 2013. This strong participation in the international framework is also enhanced by both the representing office at the UNEP premises and the representing office hosted by the Common representation of the Euroregion - –Trentino. Moreover, EURAC hosts the A lpine Convention for the protection of the Alps Permanent Secretariat branch office.

Due to its international vocation, EURAC runs an internal dedicated Service Department for International Relations and Projects (IRPS), fostering relations with international organizations, public and government offices, worldwide. It provides information on activities and results of research conducted at EURAC, establishes new institutional contacts. It furthermore supports and follows the participation of EURAC institutes in international projects and initiatives, assisting them in project management and accounting tasks.

EURAC has invested considerable financial and human resources in improving the quality and performance of the assignments we implement. It has developed a quality control system, in accordance with the standard ISO 9001 and in 2007 it obtained the ISO 27001 certificate.

Overview of Eurac research institutes

Autonomies The Institute for Minority Rights carries out basic and applied research on the protection of minorities as well as the management of cultural diversity. The strategic orientation of our research is related to issues of cohesion and governance in pluri-ethnic societies. In addition, the Institute’s broad ranging expertise looks at the new challenge of migration into territories inhabited by minorities. With the South Tyrolean autonomy as its model, our team of lawyers and political scientists contributes to the promotion of peaceful co-existence and intercultural understanding between different peoples around the world through the management of ethnic and cultural varieties. The Institute furthermore produces world-class research as well as outstanding academic publications. Furthermore, we offer consultancy and education programs that contribute to international dialogue and understanding of pluri-ethnic societies. The Institute for Minority Rights is, among others, member of the EU Fundamental Rights Agency Civil Society Platform.

The Institute for Public Management pursues research in the management dimension of public sector institutions. The research is mainly concentrated on application-oriented research as well as on the development and scientific support of public sector reform processes. The results are then applied to the training of public sector and social economy executives. The research focuses on the following areas: management of local authorities; management of social services; public accounting and controlling; management of non-profit organisations; international public management. The Institute for Specialised Communication and Multilingualism originally focussed on research into “Language and Law”, but over the years, it has steadily expanded its remit to take in the areas of multilingualism and specialised communication. As a result, the Institute now holds an established position in the international scientific community of Applied Linguistics. Ever since its foundation the Institute has carried out research in the areas of terminology, translation and special languages, with the aim of creating a scientific basis for multilingualism in law and administration in South Tyrol. Later, the reform of the bilingualism and trilingualism examinations brought about increased research activity in the areas of second language acquisition and language teaching, as well as the evaluation of language proficiency. At the same time there was a steady growth of research in the specialist area of “Migration and Language”. Comparing different languages and cultures has not only led to studies on the phenomena associated with migration; the Institute's is now also focussing on the protection and promotion of regional and minority languages, including Italian Sign Language. The development of the bistro Information System for Legal Terminology, and the ELDIT Electronic Learners’ Dictionary led to the subsequent inclusion of automatic language processing. Research into language technologies is particularly concerned with the production and use of language resources, such as monolingual and multilingual text corpora. Furthermore, the Institute develops tools not only for research into languages and dialects, but also for graphical representation of linguistic information.

The growing research expertise has entailed a subsequent expansion in the methodological approaches and themes covered. Important new areas are now terminology management and knowledge management, which are major factors for the effective use of knowledge in business. In addition, various events, publications, collaborations with national and international partners, as well as the ever-increasing activities in the fields of further education and consultation, have all helped to build the status of the Institute in the international scientific community. The various projects carried out at the Institute can be subdivided into three main research topics: bilingualism and multilingualism, specialised communication, language technologies.

The Institute for Studies on Federalism and Regionalism contributes to the twin values of effective and democratic policy-making in multilevel systems. In this light the institute conducts multidisciplinary, comparative and problem- solving oriented research on such as issues as participatory democracy, fundamental rights, minority rights and migrant integration in a multilevel context. The institute has provided its expertise through extensive publication activities in English, Italian and German, educational programs like the annual "Winter School on Federalism and Governance" and consultancy for policy-makers at the local, regional, national and European level (EU, Council of Europe and OSCE).

Mountains The Institute for Alpine Environment was founded in 1995 to perform problem-oriented research on the conflicting priorities of ecology and economy. Located in the heart of the Alps, the Institute offers the ideal conditions for user- oriented research of mountain areas. In their research, the multidisciplinary team of young scientists uses a combination of experimental field research, computer simulations as well as participative transdisciplinary approaches. The team operates a range of regional, national and international projects in the following research fields: • ecosystem research and landscape ecology of mountain environments with a special focus on global change; • biogeochemical cycles; • functional biodiversity; • ecosystem services; • sustainable development. The Institute's know-how is thus directly involved in planning processes (such as the local implementation of the UN's "Agenda 21") and is used in pedagogical programs to inspire curiosity in scientific research, especially among young people. Founded in 2006, the mission of the Institute for Applied Remote Sensing , is to combine Earth Observation (EO) techniques with interdisciplinary approaches in environmental research. Building on EURAC’s competence in mountain, they perform regionally-based research that provides products and services for the Alps and other mountainous regions in the world. Research activities and projects address the current most pressing environmental issues within the context of global changes, such as the climate change, loss of biodiversity and reduction in air quality. They also develop, in cooperation with regional and local decision-makers a range of EO- based products and services. Their expertise includes utilising a full range of EO techniques for optical and radar data processing, analysis and integration; the modeling of biophysical processes (hydrology, natural hazards) and working with climate data and climate scenarios. They also have a receiving station, located on Mount Renon (2260m), along with an EO data centre, providing direct access to satellite data and the ability to process them in near-real-time. The Institute is organised into four research groups:

• Air and Atmosphere; • Land, Vegetation, Snow; • Risk, Vulnerability, Climate Change; • DMP - Data Management and Processing. The Institute for Regional Development and Location Management focuses its activities on promotion of sustainable development practices in the residential, business and recreational spaces of mountain areas, analysing

local and regional conditions to measure the spatial and socio-economic impact of human activities. Topics of the Institute include tourism, socio-economics and agronomy, transport and mobility, urbanisation in mountain areas, as well as cooperative systems. These independent topics are often interconnected through the synergy of interdisciplinary study. The overall aim is to protect mountain regions through long-term development strategies fostering regional value chains and partnerships to the benefit of the residents, local business and visitors. Researchers look for innovative and socially-relevant connections between different topics and, through a problem- oriented approach, suggest recommendations and development strategies.

The Center for Biomedicine performs biomedical research into how the origin and the development of diseases are influenced by genetic disposition, by environmental factors and by individual lifestyles. In particular they focus their research on disease within the broad areas of Neuromedicine and Cardiovascular medicine. Biostatistics, Epidemiology and Bioinformatics are of fundamental importance to promote methodological development alongside practical application. By bringing these fields together with molecular research methods they try to consolidate medicine, biology and technology under one umbrella.

The Institute of Mountain Emergency Medicine was founded in 2009 as the first research institute in this field. Its main aim is to improve the diagnosis and treatment of casualties and acutely ill patients in mountainous regions by raising the standard of Alpine emergency medicine to an internationally recognised ‘evidence-based’ level. This will lead to a rational basis for the allocation of resources in the field of medical rescue services in mountainous areas. The main focus of the research embraces topics such as hypothermia and epidemiological investigations on the treatment of injuries and acute illnesses in difficult terrain, as well as the risks involved in the recovery and transportation of the casualties. The Institute is also involved in promotion, coordination and completion of scientific projects whose results are published on peer-reviewed journals, as well as in organization of national and international training courses, workshops and conferences.

The Institute for Mummies and the Iceman gathers and coordinates all currently available scientific data on various types of mummies, supplying new impulses for anthropological, palaeopathological, genetic and medical research. In addition, it promotes innovative techniques for mummy conservation, supporting the use of non-and minimal invasive investigation methods, such as computer tomography, nanotechnology, molecular and biological approaches, as well as ancient DNA research.

Technologies The Institute for Renewable Energy conducts applied research in the field of Solar Energy and Energy in Buildings. The activities include National and International Research Projects as well as direct cooperation with industry partners. The institute is also familiar with the management of EU funded projects. Target activity is the development of new products and the evaluation of technological and constructive solutions.

The institute offers also support to the development of complex energy systems such as net zero energy buildings. The scientific results are based on measurements on the internal test facilities and on the evaluation of monitoring campaigns of solar energy systems and buildings. Further more dynamic simulation tools are extensively used. The institute also supports the promotion of renewable energy technologies and assists political decision makers through scientific consultancy. It is internally structured in four research groups collaborating on the development of solar active buildings:

• Solar Thermal Systems Group focuses on the combination of solar thermal systems with thermal and electrical driven heat pumps; • Photovoltaic Systems Group focuses on their performance characterization and building integration; • Energy in Buildings Group focuses on net zero energy buildings and the energetic refurbishment of historical structures. • Energy Strategies and Planning Group focuses on integrated energy systems for cities and regions.
