As of today, seven Discovery channels are scheduled to go dark on 30 June, with the newly acquired four-channel Scripps bouquet headed into the abyss at the end of August. Discovery says it has already been for- mally notified by StarHub that its channels are not being renewed. In a response this morning, StarHub didn’t mention any formal notice, saying only that “we are in renewal negotia- tions... and we are doing everything pos- sible to arrive at a deal which would allow Discovery and StarHub to continue our partnership while offering our customers the same content at a reasonable price”. StarHub isn’t coming into this public fight with no firepower, saying it is acquiring fresh content to replace Discovery “in the event that negotiations prove unsuc- cessful”. Several new channels are in the works “to ensure our customers will continue to enjoy access to a good range of educa- tion and lifestyle channels,” StarHub says. XI, n. 2, mayo – ago. / 2009 A Political Economy of the Emerging Television News Industry in Bangladesh Anis Rahman1 ABSTRACT This article aims to critically examine how the unprecedented expansion of television industry in Bangladesh became possible over the past decade, and how the increasingly market- liberalization trend of this country constitutes the structure, content and process of news production amongst the TV channels. This is the first time South Asia has experienced the phenomenon of a TV media 'boom' in Bangladesh, in spite of the background of politically violent and prospective new democracy. However, the escalating commercialization is triggering a divide between the actual role of television and the potential role it could play in a progressive society. Since the government permitted private broadcasting satellite TV channels in 1997, a massive investment in the production and advertisement sector has been systematically facilitated by the dominant political and commercial elites of the country. The number of television networks has increased by 19 over last 11 years. In this perspective, this article traces the answers to the questions - why and how a country with $440 per capita GNP should need 19 television channels? What is the power-structure behind the abnormal growth of TV industry? Who invests and what are the sources of asset? Aiming what profit? What backing keeps these channels running? How are the owners’ political and business networks affecting the fate of news content? The paper also highlights a contradiction between the television industry of Bangladesh and the international economic powers.

This expansion, coupled with a diversity of delivery and technology options, has meant that more and more young Asians are experiencing tertiary education within their own countries. Open Educational Resources: An Asian Perspective Open Educational Resources: In South, South East and Far East Asia especially, universities, polytechnics, colleges and training institutes with a variety of forms, structures, academic programmes and funding provisions have been on an almost linear upward progression. Notwithstanding this massive expansion, equitable access is still a challenge for Asian countries. There is also concern that expansion will erode quality. The use of digital resources Open Educational is seen as one way of addressing the dual challenges of quality and equity. Open educational resources (OER), free of licensing encumbrances, hold the promise of equitable access to knowledge and learning. However, the full potential of OER is only realisable with greater Resources: An Asian knowledge about OER, skills to effectively use them and policy provisions to support their establishment in Asian higher education. This book, the result of an OER Asia research project hosted and implemented by the Wawasan Perspective Open University in Malaysia, with support from Canada’s International Development Research Centre, brings together ten country reports and ten case studies on OER in the Asian region that highlight typical situations in each context.
