The Commission sought comment on a number of proposals designed to streamline the rules relating to interference issues caused by FM translators and to expedite the translator complaint resolution process. The FM Translator Interference NPRM set deadlines for filing comments and reply comments at 30 and 60 days, respectively, after publication of the FM Translator Interference NPRM in the Federal Register. That deadline is August 6, 2018 and we are hereby responding accordingly. Note, that while our response is limited to the NPRM on Translator’s we express the same concern for the recent proposals made by the low-power FM (“LPFM”) advocacy firm REC Networks as it relates to several key changes they are seeking to have enacted. -

Let us hope that the month of January turns out better for DXers like Jeff Falconer and Bill Hepburn, both of whom got caught in that terrible ice storm before Christmas that ran from Maine to the midwest. Bill reported about 1.1” of ice covering everything and Jeff had about ¾” of ice on his APS-13. As far as we can tell, no equipment got totaled in that event, which was just plain rain in many areas to the south. We welcome Stephen Parker to the WTFDA. Stephen lives in London, ON and for all we know, he could be Robert Ross’ neighbor. (PRI), licensee of WBAI, is requesting a minor change to relocate to the Four Times Square electronic site. The Times Square location is .86 kilometers distant at 356.9 degrees true from the current location. The proposed RCAMSL is 297 meters, and a power increase to 10 KW is also proposed, this to maintain the currently authorized coverage contour. This modification is does not significantly change any of the existing, grandfathered overlaps to other facilities. The 54 dbu contour remains virtually the same as the current site. An allocation study, along with detail maps, is attached to this statement. The WBAI transmitter will be diplexed into the Master Antenna located atop the Four Times Square building. It is proposed to operate with an effective radiated power of 10 kilowatts. The Four Times Square antenna is a combined Shivley 6016-3/4-SPL antenna array, three bay, circularly polarized half-wave spaced design, mounted 282 meters above ground. An RFR site plan has been established at Four Times Square, and is attached to this application. After construction and in the application for license, the applicant will submit an updated radiofrequency electromagnetic field survey report and site plan, which will address radiofrequency exposure at the accessible areas along the rooftop level. -
