I write this at an unprecedented time for public services in Wales and those that use them. Most of the data in this correspondence relates to the period before the rapid escalation in Covid-19 spread and before restrictions on economic and social activity had been introduced. However, I am only too aware of the impact the pandemic continues to have on us all. I am delighted to report that, during the past financial year, we had to intervene in (uphold, settle or resolve early) a smaller proportion of complaints about public bodies: 20% compared to 24% last year. We also referred a smaller proportion of Code of Conduct complaints to a Standards Committee or the Adjudication Panel for Wales: 2% compared to 3% last year. With regard to new complaints relating to Local Authorities, the overall number has decreased by 2.4% compared to the previous financial year. I am also glad that we had to intervene in a smaller proportion of the cases closed (13% compared to 15% last year). That said, I am concerned that complaint handling persists as one of the main subjects of our complaints again this year. Amongst the main highlights of the year, in 2019 the National Assembly for Wales (now Senedd Cymru Welsh Parliament) passed our new Act.

Caerphilly County Borough Council is the data controller as defined in section 1(1) of the Data Protection Act 1998 (the ‘Act’), in respect of the processing of personal data carried out by Caerphilly County Borough Council and is referred to in this Undertaking as the ‘data controller’. The Information Commissioner (the ‘Commissioner’) received a data breach notification on 28 November 2013 relating to covert surveillance which had been undertaken on an employee suspected of defrauding the data controller in breach of the sickness absence policy. 3. The Commissioner accepts that the use of covert surveillance to monitor employee behaviour can be justified in some circumstances. However, as set out in s.3.4.1 of the Commissioner’s Employment Code of Practice, in order to justify such action the employer must be satisfied that there are grounds for suspecting criminal activity or equivalent malpractice, and that notifying individuals about the monitoring would prejudice its prevention or detection.

CAERPHILLY CASTLE Caerphilly castle (ST 1555 8701) was built by Earl Gilbert II de Clare in the second half of the 13th century to consolidate his hold on the cantref of Senghenydd, which he had recently seized, and to strengthen his border against Llywelyn ap Griffydd, Prince of Gwynedd, who had recently seized Brecon. It is what is known as a ‘concentric’ castle, designed to make an enemy fight his way through successive rings of defences, and was at the cutting edge of military thinking of the day – the equivalent in South Wales of Edward I’s slightly later ring of castles around Snowdonia in the north. The Inner and Middle Wards each have a gate in the east and west sides, and the Inner East Gate could be isolated from the surrounding structures in case they were overrun. The Inner Ward also has a tower at each of its four corners and covered passages built into its curtain walls. The Middle Bailey is surrounded by a moat, which was expanded into lakes on the north and south sides of the castle. A bridge leads from the Middle Bailey’s West Gate over the moat to the Outer Bailey. Another bridge from the East Gate leads to the substantial embankments on the east side of the lakes, which form a barbican with another moat in front of them to the east. On these embankments, Earl Gilbert built the main entrance to the castle, the Outermost East Gate. The Great Hall, the administrative centre of the castle, was in the Inner Ward constructed against the south curtain wall with sets of lodgings at either end.

    18 April 2019. Dear , ATISN 13078 – Freedom of Information Request – Caerphilly Castle. Thank you for your request, which was received on 21st March 2019, about Caerphilly Castle. The information you requested is enclosed. A copy of all proposals, in their current form for the Castle, its grounds and waters (also referred to elsewhere as the ‘masterplan’). Please find attached the current Part A and Part B Masterplan documents. It is important to stress that this is a broad framework that helps capture a range of outline projects, themes and ideas that will be explored through formal business and option appraisal arrangements over the next three years. We will not necessarily be pursuing all of the projects, or in the form that they are suggested, in the plan. In as full detail as possible the planned works to the lakes and moats and the purpose of these works. The only current planned works is to undertake annual Canadian Pondweed clearance between 3rd – 21st June and 30th Sept – 18th October 2019, as agreed with the Caerphilly Angling Club and NRW at a meeting held on 20th December 2018 with Cadw. These works are necessary to control the invasive, rapid weed growth in order to maintain the biodiversity (i.e. the health of the moat and the wildlife living within in it) and the aesthetics of the moat. No further works are planned beyond this presently. 1 Any formal risk-assessment in respect of the issue of back to back fishing on the Northern Lake walkway. Cadw have not undertaken any formal risk assessment in relation to the above.
