Arrive: Tŷ Afon, Bedwas Rd, Bedwas, Caerphilly CF83 8WT By road – from the M4 from the east Leave the M4 at junction 28, and take the 2nd exit, Forge Rd/A467 (signs for Risca/Brynmawr/A467) At the roundabout, take the 2nd exit onto Forge Rd/A468 At the roundabout, take the 1st exit onto Caerphilly Rd/A468 for approx. 7 miles. Continue to follow the A468. Turn left at the traffic lights after Bedwas Rugby club, and enter the car park for Tŷ Afon. Arrive: Tŷ Afon, Bedwas Rd, Bedwas, Caerphilly CF83 8WT By rail The nearest train station is in Caerphilly. However, if coming any distance on Great Western route via Newport station, it’s probably quicker to alight at Newport, and get a taxi to Bedwas (approx 30 minutes). The number 50 bus (Operated by Stagecoach in Wales) goes from Caerphilly station to Bedwas every 20 minutes. Route J (Operated by connect2) also goes from the station to Bedwas.     BEDWAS, CAERPHILLY Part 2A Remediation PROJECT SCOPE VertaseFLI was contracted by Caerphilly County Borough Council to undertake remediation works on a site in Bedwas, Caerphilly, designated as ‘Contaminated Land’ under Part 2A of the Environmental Protection Act 1990. Site investigation works across the site had identified elevated concentrations of hydrocarbons and metals associated with the sites’ former use as a gas works, resulting in the risk of significant harm to the current site users. The remedial actions were required to facilitate the safe restoration of the garden suitable for the ongoing residential end use. VERTASE FLI ROLE The work involved the hand excavation of soft planted areas and PROJECT OVERVIEW replacement with imported certified topsoil. Lawn areas were excavated and reinstated with properly constructed hardstandings to CLIENT facilitate an alternative end use as agreed with the Council and the CAERPHILLY COUNTY BOROUGH COUNCIL householder, thus providing a pathway break. Other associated works involved the rebuilding of stone walls, pathway edgings and the preservation of existing live services. LOCATION CAERPHILLY The remediation of the site presented a number of significant challenges due to restricted access and working conditions PROJECT VALUE within the garden. Works were undertaken in close consultation with the householder under an accelerated programme in order to £26,000 minimise disruption. In addition, the owner had planned some future building works in the garden and VertaseFLI worked closely with DURATION Caerphilly County Borough Council to design the remediation works 2 WEEKS such that the requirements of the householder were compatible with those of the regulator. SERVICES PROVIDED An area of the site was lowered to accommodate the future building Remediation of Part 2A garden work and this was provided with concrete blinding with ducting and Excavation and disposal of contaminated soils drainage installed to ensure that the pathway break would not be compromised by future works.

    “Merthyr Express” 3 January 1942 Parish Church Services were held on Christmas Day. The preacher and celebrant was the Rev. J. L. White (vicar) and the organists were Mr. W. P. Lawrence (Mus. Bac.) and Mrs. Norman Palmer. Musical Success Brynmor Jones, son of Mr. T. H. Jones, 3, Upper-row, Pantywaun, was successful in passing the Advanced Intermediate Examination in pianoforte playing at the recent examination of the London College of Music held at Cardiff. Singing Festival The united Christmas singing festival of Nazareth and Noddfa Baptist Churches was held at Noddfa Chapel on Christmas Day and a high standard of singing was attained. The conductor was Mr. D. J. Thomas, and the organists were Mrs. Katie D. Walters and Mr. D. J. Davies. Mr. Trevor Lawrence presided in the morning session which was given over to the children, and the devotional part was taken by Moira Ballard and Margaret Davies. The afternoon president was Mr. W. H. Jones, with the devotional part taken by Jas. A. Price. The evening president was Mr. T. J. Jones. The devotional part was taken by Miss Edna Evans Jones. Carmel Chapel On Christmas Day the usual cymanfa ganu was held when the conductor was Mr. T. Walters, A.L.C.M. with Mrs. Annie Davies the organist. The singing was of a high standard the choir responding well to the conductor. The morning was devoted to the children and was introduced by Mr. S. Lewis. The devotional part was taken by Nan Jones and Amy Thomas; solos were rendered by Eleanor Davies and Huw B.

I write this at an unprecedented time for public services in Wales and those that use them. Most of the data in this correspondence relates to the period before the rapid escalation in Covid-19 spread and before restrictions on economic and social activity had been introduced. However, I am only too aware of the impact the pandemic continues to have on us all. I am delighted to report that, during the past financial year, we had to intervene in (uphold, settle or resolve early) a smaller proportion of complaints about public bodies: 20% compared to 24% last year. We also referred a smaller proportion of Code of Conduct complaints to a Standards Committee or the Adjudication Panel for Wales: 2% compared to 3% last year. With regard to new complaints relating to Local Authorities, the overall number has decreased by 2.4% compared to the previous financial year. I am also glad that we had to intervene in a smaller proportion of the cases closed (13% compared to 15% last year). That said, I am concerned that complaint handling persists as one of the main subjects of our complaints again this year. Amongst the main highlights of the year, in 2019 the National Assembly for Wales (now Senedd Cymru Welsh Parliament) passed our new Act.

INTRODUCTION 1.1 We the Local Government Boundary Commission for Wales (the Commission) have completed the review of community boundaries in the County Borough of Caerphilly as directed by you in your Direction to us dated 17 September 2007 (Appendix 1). 2. SUMMARY OF PROPOSALS 2.1 We propose that: • the boundary between the Community of Penyrheol Trecenydd and Energlyn and the Community of Caerphilly be realigned to follow the boundary shown in green on the maps at Appendices 3 and 4; • a new Cwrt Rawlins Community Ward be created within the Community of Caerphilly as shown on the map at Appendix 5; • the boundary between the Communities of Caerphilly and Van be realigned to follow the green line shown on the map at
