To appropriate the $152,688.66 from Developer Infrastructure Tax for the Gualo Rai, China Town and Chalan Kiya road paving and drainage; and for other purpose.

BE IT ENACTED BY THE THIRD SENATORIAL DISTRICT DELEGATION PURSUANT TO CHAPTER 4 OF DIVISION 1 OF TITLE 1 OF THE COMMONWEALTH CODE:

1 Section 1. Purpose. The purpose of this Act is to appropriate the $152,688.66 from the 2 Developer Infrastructure Tax for Gualo Rai, China Town and Chalan Kiya road paving and 3,drainage. 4 Section 2. Appropriation Provision. The Saipan and Northern Islands Legislative 5 Delegation here by appropriated the sum of $152,688.66 from the Developer Infrastructure Tax 6 as follow: 7 (a) $152,688.66 for the Gualo Rai, China Town and Chalan Kiya road paving and 8 drainage under the expenditure authority of the Secretary of Public Works. Section 3. Management of Funds. The Department of Finance shall regulate and control 10 the expenditure of fbnds appropriated by this Act, so that no activity may expend appropriated

11 ' fbnds contrary to the law or fiscal management policies and practices of the Commonwealth. 12 Expenditure authority for the program and projects fbnded under this Act shall be required to 13 submit a quarterly progress report to the Chairman of the Saipan Legislative Delegation. 14 Section 4. Severabilitv. If any provision of this Act or the application of any such ! 15 provision to any person or circumstances should be held valid by a court of competent i 16 jurisdiction, the remainder of this Act or the application of its provisions to persons or 17 circumstances other than those to which it is held invalid shall not be affected thereby. ; .

1 Section 5. Effective Date. This Act shall take effect upon its approval by the Governor 2 or upon its becoming law without such approval.
