    May 20, 2021 Honorable Gavin Newsom Governor, State of California State Capitol Sacramento, CA 95814 Dear Governor Newsom: On behalf of the San Diego County Water Authority, we wish to share our appreciation for your leadership to help California navigate through water shortage and drought conditions. We sympathize with the local conditions experienced in those counties in which you’ve declared drought emergency conditions, and we are particularly grateful that you have publicly shared your observations regarding the need to evaluate water shortage and drought conditions on a county-by-county or region-by-region basis. As you know very well, every region within our huge state is different in terms of climate, water supply portfolio, investments in drought-resilient water suppliers, hydrology, and ability to withstand prolonged water shortage conditions. As you have framed, one-size-fits-all solutions to many issues facing California – including water shortage or drought conditions – don’t work well and are unnecessary. We applaud your focus on water resiliency, sustainability, and bringing the right set of tools to address very complex drought issues. Your “Water Resilience Portfolio” serves as an important framework to guide efforts to insulate communities and regions from drought. Importantly, we’ve all learned lessons from the most recent prolonged drought that can be used to help guide our collective drought preparation and response during 2021 and into future years, and there are opportunities available to continue improving drought resilience and sustainability going forward: • Localism should be determinative. As you’ve noted publicly throughout your communications related to the COVID-19 pandemic, different regions of California have different needs and localism should be determinative in the state’s approaches to addressing broad policy issues.

    April 16, 2021 The Honorable Jose Medina Chair, California State Assembly Higher Education Committee State Capitol Room 2141 Sacramento, CA 95814 RE: AB 1456 (Medina, McCarty, Leyva): SUPPORT AS AMENDED APRIL 12, 2021 Dear Chair Medina: A diverse coalition of higher education advocacy, civil rights and social justice, business and workforce, and student leadership organizations united in strengthening state need-based financial aid so that all Californians can afford to successfully earn a higher education credential, today we write in strong support of AB 1456 (Medina, McCarty, Leyva), the Cal Grant Reform Act, as amended April 12, 2021. We also offer additional recommendations to strengthen the proposal as it moves forward through the legislative process. Our organizations are deeply committed to ensuring equitable, affordable college opportunity, and we are grateful for your leadership in the pursuit of a stronger Cal Grant program, so that low-income students’ higher education success is not curtailed by unaffordable costs and burdensome debt. 1 The creation of the Cal Grant entitlement was a crowning achievement in its time and it remains a leading state grant program today. Yet the intervening two decades have also laid bare its structural limitations: eligible applicants outside of the “entitlement” window have had to compete for a very limited number of awards, and – without being pegged to a meaningful threshold – the value of students’ stipends for non-tuition costs has fallen dramatically. We are immensely appreciative that the amendments to AB 1456 aim to address both of these structural issues that have perpetuated inequities in college access and success for students at all types of colleges, and for those attending California community colleges (CCC) in particular.

Summary Each year, Alameda CTC adopts a Legislative Program to provide direction for its legislative and policy activities for the year. The purpose of the Legislative Program is to establish funding, regulatory and administrative principles to guide Alameda CTC’s legislative advocacy. It is designed to be broad and flexible, allowing Alameda CTC to pursue legislative and administrative opportunities that may arise during the year, and to respond to political processes in the region as well as in Sacramento and Washington, D.C. Legislative, policy and funding partnerships throughout the Bay Area and California will be key to the success of the 2021 Legislative Program.     Assembly District 1 CalChiro Recommendation: Brian Dahle (R) Republican Leader Brian Dahle, born in Redding, is a third-generation wheat farmer. Until his election to the Assembly in 2012, he served four terms on the Lassen County Board of Supervisors. Dahle's Lassen County farm was purchased by his grandparents in the 1940s and has remained in the family since then. When his parents retired, he and his wife, Megan, purchased the farm, which is now over 2,000 acres. They also operate and manage Big Valley Seed and Big Valley Nursery. Megan is a board member of the Big Valley Unified School District. They have three children. Assembly District 2 CalChiro Recommendation: Jim Wood (D) Jim Wood was elected to the Assembly in 2014. Before leaving for the Assembly, he was elected to the Healdsburg City Council in 2006 and served as a former member of the city’s planning commission. A family dentist who has maintained a practice in Cloverdale since 1987, Wood is a nationally recognized expert in forensic dentistry and has worked with law enforcement to solve cold cases. He is also the co-founder of the Healdsburg Green City Committee. He and his wife have one son. Assembly District 3 CalChiro Recommendation: Jim Gallagher (R) James Gallagher, at the time of his election to the Assembly in 2014, was a member of the Sutter County Board of Supervisors where he was first elected in 2008. He is the sixth generation of an Irish immigrant family that settled in south Sutter County in the late 1880s.
