Acknowledgements Page i PLANNING COMMISSION GROSSE ILE TOWNSHIP RESOLUTION OF ADOPTION GROSSE ILE TOWNSHIP MASTER PLAN WHEREAS, Michigan Public Act 168 of 1959, as amended, the Township Planning Act, provides for the preparation of plans by township planning commissions to promote public health, safety and general welfare; to encourage the use of resources in accordance with their character and adaptability; to avoid the overcrowding of land by buildings or people; to lessen congestion on public roads and streets; to facilitate provision for a system of transportation, sewage disposal, safe and adequate water supply, recreation and other public improvements; and to consider the character of the township and its suitability for particular uses judged in terms of such factors as the trend in land and population development; and, WHEREAS, development of a future plan for land use within Grosse Ile Township is pivotal in accommodating development in an organized manner while retaining its unique characteristics and protecting fragile natural resources; and WHEREAS, the new Master Plan is needed to address the documented public health, safety and welfare concerns with un-managed growth in the community; and WHEREAS, the planning process involved analysis of existing conditions of population, natural features, transportation, land use and an analysis of the basic needs of the current and future population; and WHEREAS, early in the planning process a public workshop was held, and such workshop was well- attended by residents that expressed the strong need for the Township to manage growth, protect residential character, protect the natural environment, and address traffic concerns; and WHEREAS, the Planning Commission has prepared the Grosse Ile Township Master Plan, dated September, 2002 that contains recommendations for future housing and population density which can be supported by the community infrastructure, public services and natural environment, locations for commercial and industrial development, strategies for reinvestment in the Macomb Street Business District, recommendations for management of natural resources and recommendations for the provision of public services, which includes maps, charts, tables and text to support and describe recommendations and implementation strategies; and WHEREAS, the document incorporates by reference other planning documents, including the Recreation Master Plan, Downtown Development Plan, and the Grosse Ile Municipal Airport Land Use Plan, which are considered successive parts corresponding with geographic areas of the Township or function subdivisions of the subject matter of the overall Township Comprehensive Plan; and WHEREAS, a public hearing was held on the Master Plan on July 15, 2002 to formally receive community input. NOW THEREFORE, BE IT RESOLVED, that the Grosse Ile Township Planning Commission adopts the Grosse Ile Township Master Plan, in accordance with Section 8 of Michigan Public Act 168 of 1959, as amended. WWW.MAC-WEB.ORG For Immediate release: August 30, 2004 Rehabilitation of Detroit River Shoreline Launched at Grosse Ile Nature Area The Grosse Ile Nature and Land Conservancy announced the second phase of shoreline rehabilitation along the Detroit River at the Grosse Ile Nature Area. This innovative project is recreating 970 feet of natural shoreline using cutting edge soft engineering techniques and will be completed in 2005. Together with the first phase project completed last year, this will mean that the Conservancy will have restored almost a quarter mile of Detroit River shoreline. This is a vitally important project because about 97% of natural coastal wetland habitats along the Detroit River have been lost to development and hard engineering of shorelines (use of concrete and steel to stabilize shorelines). The Conservancy will be using state of the art soft engineering techniques to cost-effectively reduce erosion, stabilize shoreline, enhance wildlife habitat, and improve aesthetics. The project’s budget is $102,000 with the Grosse Ile Nature and Land Conservancy receiving funding support from several sources. Metropolitan Affairs Coalition (MAC), as part of its Greater Detroit American Heritage River Initiative (AHR), awarded a $20,000 challenge grant to attract other funding. The U.S. Fish and Wildlife Service’s Coastal Program provided $20,000 and the Great Lakes Basin Program for Soil Erosion and Sediment Control administered by the Great Lakes Commission provided $30,000. Portions of the Plum Creek Bay Unit only accessible by boat will be open to migratory bird hunting only. The Brancheau Unit will be open solely to waterfowl hunting by special permit assigned through lottery. The unit will be open on opening day of the regular waterfowl season and Tuesday, Thursday and Sunday mornings thereafter for the remainder of the regular waterfowl season. The popular permit hunt is managed in cooperation with the Michigan Department of Natural Resources at the Pointe Mouillee State Game Area.     FOR RELEASE ON AUGUST 28, 2008 PADDLE BY YOUR REFUGE MOVES TO LAKE ERIE METROPARK Grosse Ile, MI – The Fourth Annual Paddle By Your Refuge event will be held at Lake Erie Metropark in Brownstown, MI from 9 am to 1 pm on Sunday, September 14th, 2008. This popular kayaking event gets people out on the water to enjoy the natural beauty of Lake Erie Metropark and Detroit River International Wildlife Refuge. Professional guides will assist participants in kayaking and water safety. An interpreter from the Huron-Clinton Metropolitan Authority (Metroparks) will introduce kayakers to the world-class wildlife of the refuge. Both beginner and advanced routes will be available. The beginner route will hug the Lake Erie Metropark shoreline to discover the freshwater marsh and wildlife of the park. Weather permitting; the advanced tours will paddle out to Celeron Island where a Metropark interpreter will be stationed to discuss the island’s ecology. Tours will depart every fifteen minutes from 9 am to 1 pm. There is a $25 fee for beginner and $30 fee for advanced tours. The fee includes kayak and safety equipment rental, as well as a lanyard and Detroit Heritage River Water Trail Map. Participants are asked to bring water, sunscreen, snacks and water- friendly shoes. Registration is handled on a first-come, first-serve basis. A Metropark vehicle entry permit is required to enter the park, a daily pass is $4, senior annual pass is $12, and annual pass is $20. Due to construction, the event is being moved from its original location in Wayne County’s Elizabeth Park.

    Detroit River International Wildlife Refuge 9311 Groh Road Grosse Ile, MI 48138 FOR IMMEDIATE RELEASE March 6, 2018 Contact: Steve Dushane, [email protected], 734-692-7604 ​ ​ Refuge Gateway buried drum removal to begin next week Michigan Department of Environmental Quality is leading an effort to clean up and remove buried drums from the Refuge Gateway site located in Trenton, Michigan. Work will begin on Monday, March 13th and will be completed mid–May. The drums were discovered on Wayne County land near the construction site for the new Detroit River International Wildlife Refuge visitor center and headquarters, which will be opened later ​ ​ ​ this year. The site, previously occupied by the Chrysler Corporation from 1946 to 1990, was purchased by Wayne County in 2002 to become the future home of the refuge facility and a county park. The U.S. Fish and Wildlife Service has a long-standing, administrative order (2002) on consent with Wayne County and Michigan Department of Environmental Quality for this project. During this time, the Refuge Gateway has undergone a dramatic landscape transformation from former industrial site to wildlife habitat. Restoration efforts have included a filed restricted covenant that includes an agreement that restricts activities on the areas designated as “Monitoring Well No. 9 area, North Back Lot Area, Soil cover system area, Concrete slab cover system area, and former Tank farm areas,” all of which require strict soil management practices, as outlined in the agreement and can be located on Attachment 1 of the restrictive covenant. All existing exposure barriers must remain in place in these restricted areas, along with the installation of native seed and the planting of large native trees.
