PROJECT DESCRIPTION Ciorba Group provided construction engineering services to the Village of Niles for the replacement of 2700 feet of 12 inch water main along Touhy Avenue, a state highway. The new water main consisted of PVC pipe and replaced a badly deteriorated ductile iron pipe. The new main begins in the south parkway of Touhy Avenue on the west side of Avenue. To eliminate traffic disruptions on Milwaukee Avenue, the water main was bored under the existing pavement. The new pipeline proceeded east to the North Branch of the River. East of the river, the new water main’s alignment shifted to the north lane of Touhy Avenue and proceeded to Gross Point Road. At the North Branch of the Chicago River, there is a project omission. The new water mains connect to an existing 12 inch water main that already crosses under the river. At Gross Point Road, the new water main was again bored under the pavement to connect to an existing water main within the east parkway. Existing 6 inch and 8 inch PVC water services were replaced the length of the improvement. A copper wire was installed with the PVC pipe to act as a tracer wire that the Village can apply an electrical charge to and use to locate the new water main. After testing and chlorination of the new water main, the pipe trench in the parkway was restored while the trench within the pavement was patched. Since the new water main is located within a state highway, the contractor was required to obtain an IDOT permit for the work. All traffic control implementation and construction conformed to IDOT standards and requirements. Prior to construction, engineering services included plan review with recommended revisions and conducting a preconstruction meeting. During construction, services involved: • Observing the contractor’s operations for conformance with the plans and specifications. • Coordinating with home and business owners regarding property access and new water service connections. • Monitoring traffic control implementation by the contractor. • Preparation of change orders and pay estimates. • Final quantity documentation and project closeout. The Resident Engineer coordinated daily with the Village of Niles and submitted weekly reports that describe the project’s progress and the resolution of construction issues. The Resident Engineer also interacted with the community, answering questions or concerns raised by local residents/businesses during construction. Ciorba’s design staff assisted the Resident Engineer in making multiple field changes to the plans and also reviewed and approved material submittals for the new water main components. www.ciorba.com
