The demand of water is increasing day by day. So, groundwater resources play a vital role for additional demand by farmers and Industries and domestic usage leads to rapid development of groundwater. About 63% of available groundwater resources are now being used. However, the development is not uniform all over the State, and in certain districts of Tamil Nadu, intensive groundwater development had led to declining water levels, increasing trend of Over Exploited and Critical Firkas, saline water intrusion, etc. ADMINISTRATIVE SET UP The geographical area of Thoothukudi district is 459054 hectares (4590.54sq.km) accounting for 3.5% of the geographical area of Tamilnadu State. This district has well laid out roads and railway lines connecting all major towns within and outside the State. For administrative purpose this district has been divided into 8 Taluks, 12 Blocks and 41 Firkas. -

Custodial Deaths - Tamil Nadu Case (Sathankulam) Why in news? ‘Custodial death’ of a father and son in Sathankulam town in Tamil Nadu’s Thoothukudi district has led to protests. What happened? The deceased have been identified as P. Jayaraj (58), a timber trader, and his son, J. Benicks, 31. They ran a mobile phone service and sales centre in Sattankulam town in Thoothukudi district. On June 19, 2020, Jayaraj was in the mobile phone showroom of his son Benicks. Personnel from the Sathankulam police station were on patrol duty in the evening. The police picked him up for allegedly keeping the shop open in the evening in violation of lockdown restrictions. The police reportedly verbally abused Jayaraj and assaulted him. His son Benicks, who came to the spot, appealed to the police to release his father. When the police allegedly assaulted Jayaraj with a baton and roughed him up, Benicks tried to save his father. After thrashing the father and the son, the officers took them to the police station. The father and the son were arrested for allegedly keeping their outlets open after permitted hours. Both of them were booked under several sections of the IPC including - i. Section 188 (disobedience to order duly promulgated by public servant) ii. Section 383 (extortion by threat) iii. Section 506 (ii) (criminal intimidation) They were remanded to judicial custody. The third day, after a medical check-up, the duo was lodged in the Kovilpatti sub-jail. That evening, local residents alleged that Benicks had complained of chest pain and Jayaraj had high fever. -

In 1951, the Government of India offered to handover to the State:Government the Census Tables and abstracts prepared during Census and suggested that they might be printed and published along with any other useful information relating to each district. The form of the District Census Handbook was thus conceived. The State Government accepted the idea and a publication was brought out at the cost of the State Government. Each District Census Handbook consisted of two parts-Part I containing three sections. viz. General Population Tables, Economic Tables, Table I, II and III of Small-Scale Industries, Summary figures of district and taluks, rural and urban statistics and Part II containing C and D series, viz. Household and Age Tables and Social and Cultuml Tables and District Occupational Abstract. A District Census Handbook was published for each <psJrict., It has been considered an important achievement of the lasL Census.,. Sri 'A. Mitra, Registrar-General, Tndia. decided 110t only to continue the series during 1961. but to improve definitely on its content. so that each District Census Handbook' would contain basic economic data for the smallest ,administrative unit in the district and be a useful reference book for scholars, Central and State Governments. -

In spite of the district’s top-notch status in terms of high educational, human development index and humungous industrial productivity, given its geography, climate and certain other socio-political attributes, the district administration and its people have to co-exist with the probabilities of hazards like floods, cyclone, Tsunami, drought, heat wave, lightning and chemical, biological, radiological and nuclear emergencies. The Disastrous events in the recent past like the Tsunami of 2004, the catastrophic floods of year 2015, the cyclone of year 2016 and most recently the COVID-19 pandemic, will serve as a testament to the district’s vulnerability to such hazards. How the society responds to such vagaries of nature decides the magnitude and intensity of the destruction that may entail hazardous events. It is against this back drop, the roll of the District Disaster Management Authority can be ideally understood. The change in perspective from a relief- based approach to a more holistic disaster management approach has already begun to gain currency among the policy makers due to its substantial success in efficient handling of recent disasters across the globe. The need of the hour, therefore, is a comprehensive disaster management plan which is participative and people-friendly with the component of inter- departmental co-ordination at its crux.
