CUTS INTERNATIONAL 7UP3 PROJECT NATIONAL TRAINING WORKSHOP ON COMPETITION POLICY AND LAW INTRODUCTION TO COMPETITION ANALYSIS1 INTRODUCTION Competition analysis is at the core of the implementation of competition policy and law since it involves the identification, investigation and evaluation of restrictive business practices (RBPs) for the purposes of remedying their adverse effects. Without a proper competition analysis, and a dedicated competition authority to undertake such analyses, it would not be possible to effectively implement even the best competition policy and law in the world. This paper briefly outlines the basic concepts of competition before discussing in more detail the process of competition analysis, covering issues such as: (i) market definition; (ii) entry conditions; (iii) competition case investigation and evaluation; and (iv) remedial action. The paper also discusses a case study on a competition case handled by the competition authority of Zimbabwe, which illustrates the practical application of the various concepts discussed. BASIC CONCEPTS OF COMPETITION The concept of competition is a difficult and complex one, but one has to get a grasp of the issues involved in order to understand and appreciate its analysis. There is no singular concept of competition. It is therefore hardly surprising that the term ‘competition’ is defined in very few, if any, competition legislation of both developing and developed countries. Schools of Thought on Competition There are a number of different uses, definitions and concepts of the term ‘competition’ depending on who one is and what purpose one wants to use the definition for2. Consumers, business persons, economists and lawyers all use different concepts and definitions of competition. -

Marjorie Turner, in discussing Mary Paley Marshall’s reaction to The Economics of Imperfect Competition (Robinson, 1933a), points out that Joan Robinson ‘thought of her own reputation as being that of an economist and not a woman-economist’ (Turner, 1989, 12–13; see also below, 8–9. 2. Luigi Pasinetti brilliantly describes their approaches and interrelationships, and evaluates their collective contributions in his entry on Joan Robinson in The New Palgrave (Pasinetti, 1987; see also 2007). 3. Unemployment in an Extended Cournot Oligopoly Model∗ Claude d'Aspremont,y Rodolphe Dos Santos Ferreiraz and Louis-Andr´eG´erard-Varetx 1 Introduction Attempts to explain unemployment1 begin with the labour market. Yet, by attributing it to deficient demand for goods, Keynes questioned the use of partial analysis, and stressed the need to consider interactions between the labour and product markets. Imperfect competition in the labour market, reflecting union power, has been a favoured explanation; but imperfect competition may also affect employment through producers' oligopolistic behaviour. This again points to a general equilibrium approach such as that by Negishi (1961, 1979). Here we propose an extension of the Cournot oligopoly model (unlike that of Gabszewicz and Vial (1972), where labour does not appear), which takes full account of the interdependence between the labour market and any product market. The Market Structure of Higher Learning Abstract A student embarking on a college search is astounded at the number of higher learning institutions available -- an initial response may be to consider their market structure as one of perfect competition. Upon fkrther consideration, though, one sees this is inaccurate. In fact, the market structure of higher learning incorporates elements of monopolistic competition, oligopoly, and monopoly. An institution may not explicitly be a profit maximizer. However, treating it as such allows predictions of actions to be made by applying the above three market structures. -

It is also one with practical relevance because of the emergence of multiple competing financial assets as well as competing cryptocurrencies as means of payments in certain class of transactions. In this paper, a dual currency version of Lagos and Wright (2005) money search model is used to explore the answer to this question. The centralized market sub-period is modeled as infinitely repeated game between two long lived players (money suppliers) and a short lived player (a continuum of agents), where longetivity of the players refers to the ability to influence aggregate outcomes. There are multiple equilibria, however we show that equilibrium featuring lowest inflation tax is weakly renegotiation proof, suggesting that better inflation outcome is possible in an environment with currency competition. Presented at the 87th Annual Meeting of the Transportation Research Board, January 2008 ABSTRACT Vehicle externality costs include emissions of greenhouse and other gases (affecting global warming and human health), crash costs (imposed on crash partners), roadway congestion, and space consumption, among others. These five sources of external costs by vehicle make and model were estimated for the top-selling passenger cars and light-duty trucks in the U.S. Among these external costs, those associated with crashes and congestion are estimated to be the most practically significant. When crash costs are included, the worst offenders (in terms of highest external costs) were found to be pickups. If crash costs are removed from the comparisons, the worst offenders tend to be four pickups and a very large SUV: the Ford F-350 and F-250, Chevrolet Silverado 3500, Dodge Ram 3500, and Hummer H2, respectively. Regardless of how the costs are estimated, they are considerable in magnitude, and nearly on par with vehicle purchase prices.
