TO TRAFFIC ADVISORY PANEL

ON 3RD SEPTEMBER

TITLE: CITY COUNCIL proposes to make the City of Salford ( St, Salford) (Reserved Cycle Lane) Order 2015

RECOMMENDATIONS:

That the Assistant Mayor for Strategic Planning considers the contents of this report and the deliberations of the Traffic Advisory Panel and makes a decision to introduce the proposed Traffic Regulation order as advertised.

EXECUTIVE SUMMARY:

As part of the introduction of mandatory cycle lane on Liverpool Street, the order was legally advertised in the local newspaper, on the website and legal notices advertised on existing lamp columns along Great Clowes Street and Blackfriars Road on 9th July 2015.

This advertisement of the order resulted in five objections being received relating to parking issues, a cycle lane to be introduced and requirement for cyclists to pay road tax and poor cyclist behaviour.

The cycle lanes are to be introduced to increase bicycle usage throughout the ward. The introduction of mandatory cycle lanes will prohibit vehicles from parking where they are proposed keeping the lane clear for cyclists. The proposal will reduce the carriageway width at these points, however, the proposal will still allow the free flow of vehicles, whilst providing a safer environment for cyclists.

It is therefore recommended that the order be introduced as advertised.

As part of this process the emergency services were consulted and have no objections. There is support for this order from Transport for Greater and the bus operators.

Proposals:

SALFORD CITY COUNCIL proposes to make the City of Salford ( Liverpool St, Salford)(Reserved Cycle Lane) Order 2015 under the Road Traffic Regulation Act 1984.The proposed Order shall introduce mandatory cycle lanes on the following Roads:-Liverpool Street: eastbound carriageway from 63m east of Rd, easterly to 9m west of Fitzwarren St. eastbound carriageway from 6m east of Fitzwarren St, easterly for 91m. eastbound carriageway from 134m east of Fitzwarren St, easterly to 12m west of Cross Lane. eastbound carriageway from 11m east of Cross Lane, easterly to 12m west of Albion Way. westbound carriageway from 26m west of Albion Way, westerly to 10m east of Cross Lane. westbound carriageway from 8m west of Cross Lane westerly to 9m east of Athole Street. westbound carriageway from 10m west of Athole St, westerly to 13m east of Langworthy Rd. A copy of the proposed Order together with a plan of the area and a statement of the Council's reasons for proposing to make the Order may be examined at Civic Centre Chorley Rd Swinton M27 5DA between 8.30 a.m. and 5.00 p.m. Mondays to Fridays inclusive. This proposal was advertised on site and in the on the 7th July 2015. A copy of the notice is attached in Appendix 1.

Consideration of Objections

The objections are detailed below:

1) An objection was made to the proposals as they would like the mandatory cycle lane to continue along Liverpool Street at the junction of Cross lane to tie into the existing. The proposal does continue through to the existing cycle lane already in place on Liverpool Street on both sides. 2) An objection was made that cyclists should be paying road tax that it has been witnessed cyclists travelling on the cycle lanes in the incorrect direction. At present cyclists do not pay road tax at a national level and also, any poor behaviour by cyclists is at a minimum.

2 3) Two objections were received regarding the requirement to the owners vehicles on Liverpool Street outside of the property. Currently the area outside properties 251 to 257 Liverpool Street is unrestricted. The owners are disabled and require parking within close proximity of their properties. There are no alternative means of parking for the residents, therefore, it is proposed to amend the proposal and remove the section of mandatory cycle lane outside properties 251 to 257 Liverpool Street to enable residents to park their vehicles.

Recommendation

It is recommended that the restrictions be introduced as advertised.

EQUALITY IMPACT ASSESSMENT AND IMPLICATIONS: None

ASSESSMENT OF RISK: The implementation of the restrictions would decrease the risk of collisions.

LEGAL IMPLICATIONS The Council by virtue of the Road Traffic Regulation Act 1984 can introduce orders to manage traffic.

FINANCIAL IMPLICATIONS The cost of the scheme will be met from CCAG.

I write to object to the proposed cycle lane on Liverpool Street Salford. There is already a pre existing cycle lane at the junction of Liverpool Street and Cross lane, therefore it would make much more sense to continue the cycle lane on that side of the road.

Dear Sirs

With reference to the above I object to the cyclists lanes as cyclists do not pay road tax and/or insurance.

I have seen cyclists riding the wrong way up a cyclist lane, weaving in and out of traffic and jumping traffic lights without such a thing as a fine.

If they made a contribution to the costs and the law that applies to drivers applied to cyclists I would not have a problem with the lanes.

I believe you are dealing with the proposal. I have been contacted by ...

She wishes to oppose the proposed scheme as it will affect her ability to park in front of her property, which she needs to do as her husband is severely disabled.

She has also complained that she has received no notification of the planned lane and only heard yesterday off a neighbour. Have all properties on Liverpool St affected been notified? If not this should be done and consultation period expanded.

I would also like to be informed of any objections and ask that the scheme goes to planning panel.
