Director, Tribal Area Department, Dr. Surendra Singh 2' The Chairman welcomed the members and informed the committee about the funds allocated to Madhya Pradesh State by Ministry of Tribal Affairs (MoTA), under SCA to TSS, Artic 1e275(l) grants and PVTGs scheme which are as follows: (i) Grants under Article 275(l): Rs. 22399.4g lakh (ii) SCA to TSS : Rs.2282g.71 lakh (iii) PVTGs : Rs 5726.00Iakh J At the outset, PAC advised the representatives of Government of Madhya pradesh as follows: (i) At least one-third of the total beneficiaries should be women / girls. (ii) There should be no duplicali9.n with any intervention by other State/ Central Departments. (ii0 Norms of concerned Line Ministries of Central Government or those of concerned State leparlment as applicable, may be followed (eg. pwD SoR, NSeF etc). (iv) For individual beneficiary based projects / schane (in kind or in cash i.e. Director Benefit Transfer), Aadhar Number should be obtained. deneficiaries should be selected in a transparent manner. List of beneficiaries with their address and amount of benefit should be uploaded on the website of the State Government but the Bank Account Number, Aadhar Number, Mobile Number etc. should not be uploaded due to security and privacy concefils. (v) Time limit for completion of all -4-- construction projects / works by December 20lg may be adhered to. (vi) Screening for sickle cell for all children may be completed on priority. (vii) Activities related to sanitation are also apaftof Swachhta Action plan. (viii) Progress Report and pending UCs of the funds provided under VKy may be fuinished urgently. (ix) A good monitoring and evaluation system may be put in place. Impact studies and concument evaluation on sample basis should be canied out. (x) It may be ensured that in the educational institutions, the students get the textbooks etc. at the beginning of the academic session itself. (xi) The State will provide.exact locations (Block and Village) of all the interventions, and provide break up, activity wise in the UC. (xii) MoTA, with the intention to preserve (in situ) indigenous and endemic farm and off farm flora and fauna (for instance - breeds of farm anirials and plants like cows, goat, sheep, horse, mule, red-rice, grains, herbs, vegetables, fruits, medicinal plants etcj-encourages efforts of the States to conserve germplasm particularly against genetic diiution due to cross-breeding or breed improvement or development of n"* *ri"ty or similar other interventions. Initially a token provision will be made and States will then bring detailed proposals for considering funding.
